Lok Sabha adjourns due to lack of quorum
New Delhi, Oct 21 (PTI) The Lok Sabha was today adjourned during a discussion on maritime varsity bill for lack of quorum. As soon as Shipping and Surface Transport Minister T R Baalu introduced the Indian Maritime University Bill for consideration of the House, a CPI(M) member pointed out lack of quorum and walked out. Congress member Balasaheb Vikhe-Patil, who was in the chair, asked the staff to ring the quorum bell. Speaker Somnath Chatterjee, who had assumed the chair, adjourned the House for 15 minutes till 6:00 p.M. As the quorum was not complete after ringing the bell twice. PTI

Chandrayaan set to lift off tomorrow, countdown smooth
R Satyanarayana Sriharikota (AP), Oct 21 (PTI) With the final countdown progressing without any hitch today, India's maiden unmanned moon mission--Chandrayaan-I-- is all set to lift off tomorrow to launch a two-year space odyssey that will catapult the country into an exclusive club of moon-faring nations. The weather conditions over the Sriharikota spaceport were being closely monitored and officials said there is no chance of the launch being postponed unless a cylonic threat emerged, as the polar rocket that will put the spacecraft into lunar orbit was being fuelled. "Everything is going in order. We are ready to launch on the dot," a space official said, as hundreds of scientists went through the 49-hour countdown drill with precision. The 1,380 kg spacecraft would be put into orbit by India's home-grown rocket PSLV-C11 which is due to blast off at at 6.20 AM tomorrow from the second launch pad at Satish Dhawan Space Centre Associate Director(SDSC). The work on filling of propellant for the first stage of the polar launch vehicle had been completed and the second stage filling would be over tonight, SDSC Associate Director Dr M Y S Prasad told PTI here, 80 kms north of Chennai. "The countdown, which started at 5.22 am yesterday, is progressing smoothly and the propellant filling of PS-2 (first stage) has been completed," he said adding a total of about 43 tonnes of propellant would be filled. Asked about weather conditions in this space port town, which is witnessing isolated rains, Prasad said the rains would not affect the launch. "The rain does not matter as the spacecraft is fully rain proof. Even if it is drenched, the launch would take place as per schedule." However, the launch might have to be rescheduled if there was cyclonic weather conditions, he added. PTI

Strong India-Japan ties key to Asian security architecture: PM
New Delhi, Oct 21 (PTI) Terming India's ties with Japan as one of the most important bilateral relationships, Prime Minister Manmohan Singh today said a strong relationship between the two countries will play a significant role in the emerging Asian security architecture. "I consider our bilateral relations with Japan to be one of the most important bilateral relationships we have. A strong India-Japan relationship will play a significant role in the emerging Asian security architecture and will contribute to the peace, stability and prosperity of Asia and the world," he said before leaving for Japan on a two-day visit. In his departure statement, Singh, who will hold Annual Summit meeting with his Japanese counterpart Taro Aso, said even though over the last four years there has been significant progress in all aspects of their bilateral ties, there is still a lot of untapped potential that remains to be realised. Describing the Japanese Prime Minister as a "close friend of India", he said the two sides will review the progress that has been achieved in the bilateral ties over the last one year and set the agenda for the next year. The Prime Minister will travel to Beijing from Japan for the 7th ASEM Summit which will be attended by India for the first time. PTI

No trial under POTA if review body decides otherwise: SC
New Delhi, Oct 21 (PTI) The Supreme Court today held that a trial under POTA cannot proceed once the review committee gives the finding that the offence against the accused cannot be made out under the anti-terror law. However, the apex court said the state can always file an appeal against POTA review committee. The verdict was pronounced by a bench headed by Chief Justice K G Balakrishnan on a bunch of petitions filed by the accused in the Godhra train carnage challenging the decision to prosecute them under the anti-terror law even after the Gujarat state POTA review committee had held that offence under POTA cannot be made out against them. India record biggest Test win to humiliate Australia
Amlan Chakraborty Mohali, Oct 21 (PTI) India relied on a stunning all-round display to record their biggest-ever Test victory by runs as they thrashed Australia by 320 runs with more than two sessions to spare in the second cricket Test and take a 1-0 lead in the four-match series here today. With Zaheer breathing fire by claiming three quick wickets, India took just one-and-half hours and 18.4 overs overs to complete the formality against the Australians who were thoroughly outplayed in all departments of the game. Australia needed well nigh a miracle to chase down the monumental 516-run target for an improbable win and with the top order blown away cheaply, their pursuit looked doomed right at the outset. It was too much to expect the lower middle order batsmen and tail-enders to do what their front-line willow-wielders could not and Australia eventually folded for 195. Zaheer's triple strikes in the first hour maimed Australia and since then, their collapse was just a matter of time and formality, which was completed in due course. This was India's biggest win against the Aussies, eclipsing the 222-run victory that came in Melbourne in 1977. Michael Clarke (69) was the only face of Australian resistance in the face of some inspiring Indian bowling but his knock didn't go beyond boosting his personal tally. Clarke's 152-ball knock included nine hits to the fence. PTI

Zaheer fined for breach of ICC Code of Conduct
Mohali, Oct 21 (PTI) Indian paceman Zaheer Khan was today fined 80 per cent of his match fee for violating the ICC Code of Conduct by running towards Australian opener Matthew Hayden and shouting at him after his dismissal on the fourth day of the second cricket Test here. Zaheer was found guilty of Level 2 charge under clause C1 of the ICC Code of Conduct which states that players "shall at all times conduct play within the spirit of the game as well as within the Laws of Cricket." Zaheer pleaded guilty in the hearing, conducted by match referee Chris Broad, and also attended by all four umpires and India coach Gary Kirsten. The fast bowler has the right to appeal within 24 hours of the decision. The incident that led to the charge being laid took place after the fall of the first wicket in Australia's second innings yesterday. After Hayden was dismissed by Harbhajan Singh, Khan ran from his fielding position towards the outgoing batsman. He then circled the batsman and shouted at him in an aggressive manner before returning to his team-mates. "Clearly, this sort of behaviour is not acceptable at any level of cricket -- it showed a lack of respect for the player who had been dismissed," said Broad, a member of the Emirates Elite Panel of ICC Match Referees.PTI

Bhupathi-Knowles qualify for Tennis Masters Cup
New Delhi, Oct 21 (PTI) Indian tennis ace Mahesh Bhupathi and his Bahamian partner Mark Knowles's final appearance at last week's Madrid Masters has booked the duo a berth in the season-ending prestigious Tennis Masters Cup to be held in Shanghai next month. Top seven teams in the ATP doubles race apart from Roland Garros winners Pablo Cuevas of Uruguay and Luis Horna of Peru would compete in the event. Bhupathi and Knowles are placed third in the race with 593 points while Leander Paes and Lukas Dlouhy are at the sixth place with 431 points. Bhupathi and Knowles won ATP titles in Memphis and Dubai apart from reaching four finals, including three at ATP Masters Series events at Miami, Monte Carlo and Madrid. PTI

Rushmi hardly broke a sweat in beating South African Eden D'Oliveira 6-1 6-1 while reigning national champion and third seed Isha outsmarted compatriot Prerana-Mythri Appineni 6-2 6-1 in her opening round match. PM arrives in Japan; to hold summit talks with Aso tomorrow
Anil K Joseph Tokyo, Oct 21 (PTI) Seeking to bolster the India-Japan strategic and security ties, Prime Minister Manmohan Singh arrived here today for summit talks with his counterpart Taro Aso during which they are expected to discuss a joint strategy to overcome the global financial crisis and possible cooperation in the civil nuclear energy sector. Singh, accompanied by his wife Gursharan Kaur, was accorded a warm welcome by Japanese Foreign Minister Hirofumi Nakasone upon his arrival at the Tokyo International Airport. "I consider our bilateral relations with Japan to be one of the most important bilateral relationships we have. A strong India-Japan relationship will play a significant role in the emerging Asian security architecture and will contribute to the peace, stability and prosperity of Asia and the world," the Prime Minister said ahead of his arrival here. Aso also expressed the hope that Singh's visit to Japan will give a renewed momentum to the enhancement of the Japan-India relations. "I think the visit of Prime Minister Manmohan Singh will be a significant opportunity for stock-taking of the various endeavours the two countries have already undertaken under their leaders' initiatives, as well as to demonstrate the initiatives that are currently underway in various fields including security cooperation," he said. Almost 1000 Qaeda suspects to be put on trial in Saudi Arabia
Dubai, Oct 21 (PTI) Rattled by the spate of Qaeda terror attacks in the Kingdom in the last five years which had claimed more than 160 lives, Saudi Arabia has said it plans to put on trial 991 sympathisers of the group. "We have started to bring before the judiciary 991 people implicated in various incidents," Saudi Interior Minister Prince Nayef bin Abdel Aziz was quoted as saying by the SPA news agency last evening. "Each case will be examined in stages," he added. This will be the first time that Islamic Kingdom would put on trial radicals. The country also for the the first time gave out toll of number of people killed in the wave of Al-Qaeda terror attacks in the country since May 2003. It said 90 civilians -- both foreigners and Saudis had been killed and 74 members of the security forces had also lost their life, Naif said. He said that the radical campaign had targeted the Kingdom despite the fact that it has been implementing the Islamic Shariah, and despite the fact that it is the cradle of Islam. He pointed out that the deviant group had carried out more than 30 operations inside the country including the explosions in east Riyadh, al-Muhayya housing complex, the refinery of Bogaig and the assassinations at Khobar. Naif said his country's forces were adequately prepared to dela with such threats. PTI

Japanese PM hopes India will not test nuclear weapons
Anil K. Joseph Tokyo, Oct 21 (PTI) Ahead of summit talks with Prime Minister Manmohan Singh, Japanese Premier Taro Aso voiced hope that India would stick to its unilateral moratorium on atomic tests and "implement" commitments made to the NSG for securing the waiver that ended its 34-year nuclear apartheid. Aso also expressed confidence that Singh's visit to Japan will give a "renewed momentum" to the enhancement of bilateral relations. "Japan thinks the most important thing is that, in order to maintain and strengthen the international non- proliferation system, India will implement its commitments and actions which presuppose the NSG Statement, including the continuation of its unilateral moratorium on nuclear testing," Aso told PTI in an e-mail interview. Singh and Aso are due to meet here tomorrow. The Japanese government had boldly supported the Indo-US civil nuclear deal at the Nuclear Suppliers Group (NSG) despite a public outcry in the only nation to have suffered atomic bombings during World War II. Though Aso did not directly respond to whether Tokyo would allow Japanese nuclear power companies to engage in nuclear commerce with India, he highlighted that Japanese nuclear power industry was strong and had proven credentials. "Japan has pursued steadily the construction of nuclear power plants, while making an effort to conform with and ensure 3S, i.E. Non-proliferation/Safeguards, Nuclear Safety and Nuclear Security, and seeking international understanding and trust," the Japanese Premier said. PTI

Nuclear Non-proliferation meet aims for N-weapons free world
Melbourne, Oct 21 (PTI) An ambitious aim to make world free of nuclear weapons apart from the danger of such weapons falling into terrorists hands formed the part of discussions between global leaders who met at the inaugural meet of new commission on Nuclear Non-proliferation and disarmament. Speaking at the meeting yesterday, Gareth Evans, the commission's co-chair, said world was headed for another Hiroshima or worse because of the risk of miscalculation or accident. Evans who is the head of Kevin Rudd's new Commission on Nuclear Non-proliferation and Disarmament said inadequate controls were applied to at least 16,000 atomic warheads actively deployed around the world. And further dangers lay ahead because of the threat of lost or stolen nuclear weapons falling into the hands of terrorists, he said. A particular risk was crude devices known as "dirty bombs" that could ravage cities and kill 1,00,000 people, Evans was qouted saying in "The Australian". "If we don't get this right, we face a catastrophe on a massive scale," he said. The meet that was attended by 11 of its 15 members where India was unable to participate, discussed ambitious aim to get rid of nuclear weapons. The commission is to make recommendations on a new anti-proliferation and disarmament treaty to be canvassed at a world conference in 2010. Japan's former foreign minister Yoriko Kawaguchi, who co-chairs the commission, kicked off the meeting with Evans. PTI

Sensex up 460 points, IT, realty stocks post smart gains
Mumbai, Oct 21 (PTI) Stock markets today rose for the second day in a row with the benchmark Sensex registering a gain of 460 points on heavy buying in consumer durables, realty and IT counters. The BSE barometer closed the day at 10,683.39, higher by 460.30 points, or 4.5 per cent, from its last close. The wide-based National Stock Exchange index Nifty also spurted by 112.10 points at 3234.90, Marketmen said the sentiment was boosted by market regulator SEBI's remarks that it "disapproved" of overseas investors short-selling equities using offshore derivatives. They said major players and general investors resorted to buying on expectations that the government might take more market friendly measures. Many also anticipate investor friendly measures by RBI in its monetary policy later this week. A firming global trend in the backdrop of US officials moving towards a second fiscal stimulus package also played a part, they said. Consumer durable stocks surged on expectations of sales of household items picking up during the ongoing festival and marriage season. Its index rose by 8.95 per cent at 2271.82, the maximum among all indices. Realty sector index was a close second at 8.32 per cent at 2632.93 points. PTI

Govt rules out immediate cut in petroleum prices
New Delhi, Oct 21 (PTI) Government today ruled out immediate cut in petroleum prices but promised to review if global crude prices fall below 67 dollars a barrel. "Our administered prices of petrol, diesel, LPG and kerosene are based on Indian basket calculated at 67 dollars a barrel. Reduction in crude oil prices has helped but not helped to the point where we can roll back the prices," Finance Minister P Chidambaram said in reply to a discussion on the Supplementary Demands for Grants. Chidambaram said when price comes down to 67 dollars a barrel, then oil companies are breaking even. "Even at 71 or 72 dollars a barrel, there is an element of subsidy. There is under-recovery. Under-recovery has come down, but we are not making any profit," he said. "We sincerely feel that the prices will come down. When that comes down, the Government at appropriate time will take appropriate decision," he said. Chidambaram said at the moment the need is to stimulate economy. The RBI's move to cut short-term lending rate, repo, and mandatory deposit requirements of banks (CRR) is intended to stimulate the economy. At the same time, inflation also needs to be paid attention, he said while noting that inflation is still high. "I can see inflation is still high, but the benefits of decline in crude oil prices, decline in commodity prices will bear fruit in weeks and months to come," Chidambaram said. PTI

PM asks Deora, Patel to end oil cos-airlines face-off soon
New Delhi, Oct 21 (PTI) Prime Minister Manmohan Singh is believed to have stepped in the stand-off between state-run oil companies and private airlines over unpaid fuel bills issue, asking Oil Minister Murli Deora and Civil Aviation Minister Praful Patel to resolve it at the earliest. Singh yesterday spoke to Deora, who has now called a meeting of oil companies and airlines tomorrow. Patel and representatives of Ministry of Finance will also be present at the meeting. "The Prime Minister is concerned. No one wants airlines to stop operations nor does anyone want oil companies to lose. A solution needs to be found at the earliest," a source said. Deora, speaking to reporters on the sidelines of an industry event, did not say anything on Prime Minister's concern but said: "We want to help these airlines and so I have called a meeting tomorrow to explore the options." Naresh Goyal's Jet Airways and Vijay Mallya-owned Kingfisher Airlines and state-run NACIL together owe more than Rs 2,000 crore in fuel bills to Indian Oil, Bharat Petroleum and Hindustan Petroleum. "Some of them have not paid even after the expiry of 60-day credit period," Deora said. Oil companies, who are projected to lose Rs 1,47,592 crore on sale of petrol, diesel, domestic LPG and kerosene, are virtually living on borrowed funds and need liquidity. "Airlines have to clear their outstanding within the agreed 60-day credit period. Commitments (to pay within 60 days) have to be met," he said but ruled out stopping jet fuel supplies to airlines. "We know that airline industry too is going through a tough phase. There are credit problems and we do not want them to go off the skies," he said. PTI

Paramount delaying films an impact of fin crisis: report
New York, Oct 20 (PTI) Paramount Pictures' decision to delay two major holiday films -- including one with an Oscar aspirations -- may be a sign of Hollywood's retrenchment amid the US economic crisis, a media report speculates. Paramount late last week announced that it would delay the release of 'The Soloist' -- a Los Angeles drama about a homeless violin player and a newspaper columnist who intervenes in his life -- until next March, the Wall Street Journal said. The movie comes from DreamWorks, the Paramount unit whose principals, Steven Spielberg and Stacey Snider, recently left to start a new film venture. The decision to delay the movie came barely a month before its planned November 21 debut, resulting in "Soloist" star Robert Downey Jr's consideration for the Academy Awards to be put off till next year. The limited release of "Defiance" -- a war picture with Daniel Craig from the studio's Paramount Vantage specialty unit -- has also been delayed until the end of 2008, meaning the film won't be in wide release until January, the paper said. Paramount, a unit of Viacom Inc, announced the delays as part of a new business strategy under which it is cutting costs by reducing the number of films released each year from around 25 to 20. To start cutting back in 2008, the studio delayed a couple of films, which puts off most of the cost of marketing and distributing the movies until next year, the Journal said. PTI

Craze for career in Bollywood brings Pak boy to Indian jail
Islamabad, Oct 20 (PTI) A Pakistani teenager's craze for a career in Bollywood has landed him in an Indian jail and his worried parents appeal for his release on humanitarian grounds. Nasir Sultan, a Class 10 student and a diehard fan of the Bollywood superstar Shahrukh Khan, crossed over to India illegally to try and join the film industry. After reaching Punjab in India, he called his parents in the North West Frontier Province to say he was in the neighbouring country. Fifteen minutes later his parents got another call to say that their son had been arrested. Sultan's parents, who hail from Chukiatan, a small town of Dir district in NWFP, are now running from pillar to post to secure his release. Like most Pakistani boys of his age, Sultan was an avid Bollywood fan and was fascinated by the many stunts in Hindi films that he hoped to excel at too. On August 16, Sultan left home for school wearing his uniform and carrying his schoolbag but instead crossed the border. Two days later, his father Sultan Zareen, who works at a petrol pump, got a call from Sultan, who said he was on his way to Mumbai. This was followed soon after by the news of his arrest. Sultan is being held in Faridkot Jail for the past two months. "I don't know what to do to secure his release as he is in another country where I have no influence or resources to use for winning his release," Zareen told The News daily. Zareen said his wife was depressed and the Indian government should release his son on humanitarian ground. PTI

Indian film-maker selects Coventry as location for next project
London, October 20 (PTI) India's noted film company Rajshri Productions has chosen the east Midlands city of Coventry as the location for shooting of their next untitled film. "The story looks at the acceptance of cultures in the western world. If we choose Coventry, half of the film will be set here. It's just a fantastic place and meets our requirements," film director Sooraj Barjatya told media here. Barjatya and producer Ashwani Chopra visited the town this week. They said that the locations, particularly around Coventry University, met their expectations and they were interested in shooting at those sites. "We wanted to find a university that would be the most helpful and Coventry University did that. It is an ideal location - I like the classic architecture with the cathedral by the side of the modern architecture," Chopra said, adding the characters will study courses (fashion design and automotive design) that the university offers here. University officials are thrilled that the locations will showcase the university to the large Bollywood audience across the globe. "It's brilliant and great exposure for us and Coventry as a whole. And it's not just in this city where there is a vast audience of Bollywood movies, it's world wide," said Alison Bushnell, media relations officer at the university, who accompanied the film-makers around the campus. The popularity of Bollywood films such as "Dilwale Dulhaniya Le Jayenge", "Mohabbatein", and "Namaste London", filmed at various tourist destinations in Britain, has led Britain's tourism authorities to bring out a "Bollywood Map of Britain" to help the tourists find their way around the locations. Prantick Majumder New Delhi, Oct 20 (PTI) Social networking and virtual reality sites are the new hotspots for advertisers and companies hoping to push their products cutting through traditional billboards and door-to door sales. Interactive websites such as 3D website and, SecondLife.Com, are gaining popularity offering hassled company executives and CEOs a virtual identity to repackage their products. Discussing the pros and cons of a product with consumers in a virtual world has become a trend now, says Ajay Ahuja, a corporate communications manager in a private firm. "Around 60 million people are registered in a 3D virtual world called SecondLife.Com. Hence, it becomes easier for us to reach out to consumers and conduct sessions and forums for explaining the product's benefits," Ahuja says. The virtual world has its own media too, which help in dissipating information about the product. "The media in the virtual world is called 'Second Life Herald'. Here, journalists can also log on with a different identity and discuss the matter with consumers and well as product managers," he says. A leading software company in India, in fact, has started a virtual network with a learning centre, an open pit for discussion and a volley ball court for relaxation. The site, however, allows you to enter only you have been thoroughly checked by their own virtual security centre. Chatting with friends on social networking sites like Friends Reunited, Orkut, Linked In, Facebook, MySpace, twitter and video sharing sites as YouTube are passe. Day-dreaming, for some time not bad, in fact healthy: Experts
Anupam New Delhi, Oct 19 (PTI) Ever got engaged in a fanciful musing of a castle in the air, or a date with Angelina Jolie or Brad Pitt? Daydreaming has long been derided as a lazy and non-productive pastime. But it has also been able to breed many popular artistic careers, like being a composer, novelist or a film-maker, who develop new ideas. "When a person is thinking or fantasizing about his unfulfilled wishes, desires, all that for which he is passionate about, he gets carried away by them and starts day-dreaming," says a well known psychologist Dr Aruna Broota. But, in this fast-pace world, do people have time for day-dreaming? "Yes, they have enough time to day-dream. The fast-pace moving world has not deterred people from day-dreaming," says Dr Roma Kumar, the clinical psychologist at Ganga Ram Hospital. Day-dreaming is a visionary fantasy or a reverie indulged in while awake. A daydreamer gets engaged in a fancy speculation, generally of happy and pleasant moments, hopes or ambitions. While for an observer, the day-dreamer has an expression-less stare to a distance, day-dreaming is very normal, feel experts. "Day-dreaming is completely normal, in fact it is more than normal. It is like trying to think of the happy moments. The person goes back to that time to get more happiness," says Kumar. Kumar however, adds that day-dreaming can be abnormal if it is beyond a limit. "Generally day-dreaming is normal but if it is beyond certain limit and when it makes the person non-functional, it can be an obstacle on the path of progress," she says. PTI

Recession? Designers offer mixed fare on global crunch
New Delhi, Oct 19 (PTI) The cascading effect of the financial crunch felt globally is subtly making its presence felt in the world of Indian fashion too with several local designers choosing to showcase scaled down collections for the next season using muted colours and toning down their elaborate and mostly opulent ramp shows. However, for some designers it is business as usual and they hope to keep the recession blues at bay by fighting back and focussing on roping in more international buyers by aggressively marketing the country's traditional designs and styles. Between themselves the two fashion weeks hosted by rival designer bodies in the capital have totalled over 100 designers presenting cuts, silhouettes, fabrics and prints for the 2009 Spring Summer. For ace designer Tarun Tahiliani the crumbling stock market and its impeding effect on the Indian industry has never taken a backseat in his mind. "If you stop acting, then recession will cause global depression. It's the people who have to fight back and I think fashion is a good way to do so. Simple, fashionable outfits of light shades will surely work," Tarun says. Compatriot Rina Dhaka whose recent offering at the Wills India Lifestyle Fashion Week showcased the richness of 'Bhuj' embroidery work says," There might not be any impact of recession on the Indian fashion industry since the business here is mainly boutique driven." As for international buyers they are already headed for India because of the comparatively cheaper prices and rich variety of clothes present in the county, Dhaka points out. "Our fashion weeks don't stick to one theme. We have a huge variety of themes and styles spanning pret, couture, western and Indian. This is what primarily attracts the foreign buyers," says Dhaka.
