Riots, vandalism in Orissa as cyclone affects two crore
Bhubaneswar: Even as airdropping of food packets to the worst-affected areas continued in Orissa, the state administration is faced with the problem of widespread food riots and vandalism with two crore people or over half the state's population affected by the cyclone and floods. "The biggest challenge before the authorities now is to deal with increasing instances of lawlessness and vandalism," state Revenue Minister Jagannath Patnaik said.  With communication links yet to be restored in the affected areas, the minister confirmed nearly 250 deaths. However, officials monitoring the rescue operations said the figure might go upto five thousand. Official sources said the situation had further worsened with all major rivers in north Orissa in spate affecting over 50 lakh people. Chief Minister Giridhar Gamang, who reviewed the situation with his ministers and senior officials, appealed to the people to help maintain law and order amidst reports that anti-social elements were taking advantage of the situation.

The government's priority was to restore roadlinks in rural areas so that adequate relief material could reach the affected, and to launch measures to prevent the outspread of any epidemic, Patnaik said.

U.N. to send team to assist cyclone relief
The United Nations said on Monday that it was mobilising a disaster assessment team to assist U.N. Agencies in India handling cyclone relief. The team will help in damage assessment and coordination of international disaster relief. Secretary-General Kofi Annan was distressed by the devastation caused by the powerful cyclone on October 29 that affected more than 10 million people in Orissa, a statement issued by a U.N. spokesman said. "The Secretary-General extends his condolences to the Government of India and to the families affected and reiterates the readiness of the United Nations system to assist in relief and recovery efforts being undertaken by the Indian government," the statement added. Assembly president Theo-Ben Gurirab, Namibia's foreign minister, urged the international community to respond swiftly and generously to India's appeal for emergency relief.

India-Pakistan nuclear arms race aggravates poverty in region: UNDP Report
New York: South Asia has become one of the most militarized and poorest regions in the world, a situation that is aggravated by the nuclear arms race between India and Pakistan, the UN Development Programme said today in a study on human development in the region. The region, which comprises Pakistan, Nepal, Bangladesh, India and Sri Lanka, is home to 500 million people living in poverty or on one dollar a day under a World Bank estimate. That number is about half of the world's 1.3 billion poor people. The UN agency said in a study that one in two South Asians is illiterate, one in five lacks access to safe water and health services, one in two children under five is malnourished and four out of five have no access to financial services. But the agency said the ''alarming development for South Asia is the open nuclearization of an already vulnerable and volatile region.''

Japan to send 25,000 dollars to India
Tokyo: Japan will donate 25,000 dollars for the relief of the cyclone-hit people in Orissa, a foreign ministry official said today. The donation would be made to a fund to be set up in India for relief, the official said. Japanese Prime Minister Keizo Obuchi has sent a message to Prime Minister Atal Behari Vajpayee expressing shock over the loss of life and damage wrought by the super cyclone last week. "I offer my heartfelt condolences to the families of those who lost their lives," Obuchi said in his message and added that he prayed for a prompt receovery of the injured.

Sena leaders held on eve of Papal visit
New Delhi: In a major crackdown on the eve of the Papal visit, police arrested top leaders of Shiv Sena including its northern India Chief Jai Bhagwan Goyal in raids across the capital late last night, police sources said today.Besides Goyal, police arrested Om Dutt Sharma, the party's state Vice-President, Ravinder Kumar Bedi, Propaganda Secretary and Ramakant Sharma, a state executive member, the sources said.

The detentions were described by top police officials as "preventive" and may continue till Pope leaves the country.

Meanwhile, Goyal alleged that the party's active workers across the capital were being "harassed" and scores have been detained, a charge denied by the police.

The police action follows a protest demonstration by the Sainiks on Nov 1 against the Papal visit and alleged conversions carried out by Christian missionaries.

The activists led by Goyal had set fire to an effigy of `conversions'. The Sena had earlier threatened to stage demonstrations against Pope John Paul II during his visit beginning November five if he did not apologise for alleged atrocities committed on Hindus by the Church during Portuguese rule in Goa, Vasai, Kerala and other places.

"This is a democratic country and we have a right to express our reservations on the Papal visit and we have been doing it peacefully," Goyal said from detention, even as he warned that "sainiks were seething with anger and I will not be able to stop them".

Lathi-charge at Esplanade court
Mumbai: Police resorted to lathi-charge just outside the main gate of the Esplanade Court on Friday soon after Shiv Sena chief Bal Thackeray put in a personal appearance to attend proceedings in a defamation case. Nobody was seriously injured.

Prison death
Mumbai: An undertrial, lodged in police custody at the city police headquarters, committed suicide by strangulating himself on Friday. Sunil Malkar was arrested by the economic offences wing for his alleged involvement in a fraud case. He had floated investment companies promising double amount to the depositors and opened offices in various parts of the city.

Third Test ends in tame draw, India claim series
Ahmedabad: New Zealand batsmen managed to hold off the Indian attack on a flat track on the last day as the Third and final cricket test ended in a tame draw here today, giving the hosts a 1-0 victory in the three-match series.Indian hopes for any regular breakthroughs were dashed by the resilence of the Kiwi batsmen, who eventually reached 252 for two wickets in their second innings when play was called off with eight overs of the day's quota yet to be sent down at the Sardar Patel Gujarat stadium.

The Kiwis, who resumed at 21 for no loss this morning after being set an improbable victory target of 424 by the Indians, gave a good account of themselves as Openers Matt Horne (41) and Gary Stead (78) hoisted the best-ever first wicket stand for New Zealand on Indian soil of 131 before both fell at the same score in the first hour after lunch.

But one-drop Craig Spearman (64 not out) and consistent skipper Stephen Fleming (64 not out) defied the host attack and later helped themselves to many easy runs from the disinterested bowlers as the result looked a foregone conclusion much before play ended.

India, who won the second Test in Kanpur, claimed the series 1-0. Skipper Sachin Tendulkar won the "man of the match" award for his fine knock of 217 while leg spinner Anil Kumble, who finished with 20 wickets in the series, was declared "Man of the Series".

Tendulkar lashes out at flat track
Ahmedabad,Tuesday, November 02, 1999: Indian skipper Sachin Tendulkar vehemently hit out at the "flat" track prepared here for the third and final cricket test against New Zealand ending in a tame draw today and defended his decision not to enforce the follow on Monday."I thought the wicket will break. But there was no sign of any turn or movement off the seam. It was a flat track and gave no help at all to the bowlers. In my whole life I have not come across such a track," the batting maestro said at a press conference after the match. "If we have to produce results, we cannot play on such tracks," Tendulkar, satisfied with the 1-0 series win but disappointed after the Kiwis managed to draw the third, said. "It's a good track to practice, but not for Test cricket. To get results you either need a green surface or a turning track," he said hitting out at the surface prepared by former India spinner Dhiraj Parsanna, curator at the Sardar Patel Gujarat stadium. Defending his decision not to ask New Zealand to follow on after skittling them out for 308 in reply to India's massive first innings total of 583 for 7 declared, Tendulkar said he wanted to give his bowlers and fielders some rest after being in the field for so long in hot conditions. "The bowlers and fielders had been on the field for 140-odd overs. Two people (Devang Gandhi and Ajay Jadeja) were down with flu and a few others were not feeling well. We all needed a break," he said.(PTI) 19:56 IST

Sensex flares up past 4400-mark at midsession

Mumbai: The sensex rallied further sharply to breach the 4400-mark at the midsession on the stock market here today in the wake of hectic buying support coupled with revival of support from Foreign Institutional Investors (FIIs) as well as Indian Financial Institutions (IFIs).The BSE Sensitive Index, which remained weak at 4209.11 at the initial stages, later spurted sharply to a high of 4430.68 before being quoted at 4414.40 at 1300 hours as against monday's close of 4270.74.

FIIs entered the market in a big way and were reportedly making purchases in infotech stocks following reports that the Nasdaq had hit the all-time high at 2983 yesterday on the American bourses.

IFIs, led by Unit Trust of India, too picked up software and economy scrips helping the sensex for the turnaround.

Among the top gainers, SAIL flared up by 18.42 per cent, Infosys Tech by 8 per cent, Wipro by 7.99 per cent, Essel Pack by 7.98 per cent, McDowel by 7.97 per cent, Tata Elexsi by 7.96 per cent, Titan Ind by 7.96 per cent, Hoechst Marr by 7.88 per cent and Satyam Computer by 7.80 per cent.

However, SSI Ltd lost by 3.70 per cent followed by BPL Lt (3.63 per cent), Apollo Tyre (2.94 per cent), Crisil (2.63 per cent) and Amar Raja (2.62 per cent).
