Tehelka commission issues notices to George and five others
New Delhi,Wednesday, June 06, 2001: The Venktatswami Commission, probing corruption in defence deals in the wake of Tehelka expose, has issued notices to former Defence Minister George Fernandes, National Security Advisor Brajesh Mishra and Defence Secretary Yogendra Narayan seeking their responses in personal capacity on the alleged scam.
Justice Venkataswami, who today began the public hearing, said the notices were also issued yesterday to Major General Shankar Prasad, former Minister Hiren Pathak, Samata party leader Srinivas Prasad, Suresh Nanda and Ved Prakash Goel as their names figured in the video tapes produced before the Commission by the news portal Tehelka.com.
Appearing before the Commission, Attorney General Soli Sorabjee said the Centre would provide all cooperation to the Commission and furnish documents if these did not compromise with the national security.
The Commission, which had earlier issued notices to 29 people including former BJP President Bangaru Laxman, former Samata Party President Jaya Jaitly and two Major Generals and a retired Major General, said it had received their responses and it would begin its day-to-day hearing after July two, the next date of hearing.
The Commission declined the prayer of Laxman and some other respondents to supply them the copies of video tapes but said they could take the transcripts on payment and view the tapes at the Commission's office on June 11, after which they were to file their affidavits within two weeks.

Hurriyat unlikely to have audience with Musharraf: Qazi
New Delhi,Wednesday, June 06, 2001: A day after Pakistan military ruler Pervez Musharraf strongly rebuked fundamentalist clergy in the country for making "irresponsible" statements against India, the Pakistan envoy in another positive signal here today broadly hinted that Hurriyat was unlikely to have an audience with the visiting dignitary during his summit meeting with Prime Minister Atal Bihari Vajpayee.
"Both sides are aware of each others' priorities and sensitivities .... and by adopting a positive approach, we can avoid any problems of this kind," Pakistani High Commissioner Ashraf Jehangir Qazi told Karan Thapar in the "Talk Back" programme for Doordarshan.
Qazi was specifically asked whether a meeting between Hurriyat and Musharraf was expected on the sidelines of the summit meeting.
"Both sides want it to be a successful visit," he said adding Islamabad was looking forward to "comprehensive, meaningful, result-oriented dialogue that addressed the concerns of both countries .... and help relations move forward".
Qazi said dates for the visit and duration of Musharraf's stay were yet to be firmed up. "The programme is yet to be drawn up and finalised," he said.
He indicated that Musharraf's delegation would comprise several ministers who would be having parleys with their Indian counterparts.
The Pakistan military leader is expected to call on President K R Narayanan and may meet political leaders and eminent persons, time permitting, he said.

Wipro close to striking U.S. deal -paper
Leading Indian infotech company Wipro is close to striking a strategic alliance with either of two U.S.-based software consulting firms -- Sapient Corp or Keane Inc, the Financial Express newspaper said on Wednesday.
The unsourced report, based on market talk, said merchant bankers had indicated that the deal which could be an acquisition through a stock swap, could be worth over one billion dollars.
Both Wipro and Sapient had no comment to offer the paper said, adding that there was no reply from Keane.
Wipro officials were not immediately available for comment.
Wipro listed on the New York Stock Exchange last October with an issue of American Depositary Shares and cited possible acquisitions as a reason to raise cash.
Wipro's Chairman Azim Premji had said in April that Wipro would go in for its overseas acquisition only after the market uncertainty had ended.
Vice-Chairman Vivek Paul had acknowledged that valuations of consultancy firms that Wipro looked to buy had come down, but that the company would wait for the market dust to settle.
He said Wipro wanted to hook the acquired firm's marketing and sales expertise to Wipro's software delivery skills.
Cambridge, Massachusetts-based Internet consulting firm Sapient expects wider-than expected losses in the April-June quarter, but says it has enough cash and investments, worth about $262 million to ride out the U.S. slowdown.
Boston-based software consultant Keane is restructuring to focus on its core business consulting, e-commerce services and application development business.
Wipro's shares were 2.89 percent up in Wednesday morning deals at 1,598.95 rupees at the Bombay Stock Exchange while the benchmark exchange index was up 0.99 percent.

India, Russia sign ground-breaking defence accords
Moscow,Wednesday, June 06, 2001: India and Russia today signed a 'Ground Breaking' accord on bilateral defence cooperation with Moscow offering New Delhi a blueprint of an advanced integrated air defence system and joint production of fifth generation fighter aircraft.
"Russia is to shortly provide the Indian government a blueprint of advanced integrated air defence system," Russian Vice Premier Ilya Klebanov told reporters after signing the pact with Defence Minister Jaswant Singh here.
The advanced air defence system is expected to integrate Indian-developed surface-to-air Akash Missiles and Rajendra Radars with the elements of 'Non-Strategic Missile Shield' offered by Russia to Europe and allies as an alternative to the space-based US NMD missile shield.
Russia has also formally offered India a stake in the joint development and production of fifth generation fighter aircraft and is awaiting "tactical and technical" requirements of the Indian Air Force, Klebanov said.
The signing of the accord on bilateral defence cooperation shifts Indo-Russian interaction from the buyer-seller relationlship to the track of joint development and production of new generation weapons on a technology- sharing basis.

Maoists blame RAW for Palace Massacre
Kathmandu,Wednesday, June 06, 2001: Even as the ruling Nepali Congress has dismissed reports of an Indian involvement in Friday night's palace massacre, the ultra-left Maoist rebels have accused India's external intelligence agency, Research and Analysis Wing (RAW), of planning the strategy with the support of CIA, a charge described as baseless and disturbing by the Indian mission here.
In a hard-hitting article today in the leading Nepalese daily Kantipur, the supreme leader of the outlawed Communist Party of Nepal- Maoist, Baburam Bhattarai said, in the background of conflict between America and China, the proximity between America and India has been growing in the recent past. It was therefore more natural for King Birendra to be an eyesore for American imperialists and Indian "colonialists" as he was soft to China and Maoists.
Indirectly hinting that the new monarch King Gyanendra was soft towards India, he said, Indian colonialism's old dream of turning Nepal into Sikkim had all of a sudden changed into a new design of making her (Nepal) first into Bhutan (an Indian protectorate) and then into Sikkim, which merged with India. The Nepalese people will evaluate the patriotic deeds of Kings from Prithvi Narayan to Birendra through the ages. But they will not at any cost accept a Jigme Singhe (Bhutanese King).
RAW planned such a strategy with the support of CIA (through FBI branch opened in Delhi), Bhattarai alleged.

India attributes Nepal unrest to shock
Kathmandu,Wednesday, June 06, 2001: India today attributed the civil unrest in Nepal to peoples' difficulty in coming to terms with the palace killings and rejected reports of any hestitation on New Delhi's part to recognise the new monarch.
"The late King Birendra was honoured, loved and revered by the people of Nepal. They are finding it difficult to come to terms with what is absolutely a huge tragedy," Indian Ambassador to Nepal Deb Mukherji told a select group of visiting Indian journalists.
Asked what the Indian mission's assessment was about the massacre, he said, "an inquiry commission has been set up. Let us wait for what the report says."
Mukherji, however, said the question of India hesitating to accept the new monarch does not arise.
"Both the President and the Prime Minister have sent their condolence message to the new King and assured the Nepalese Government of our total support in their hour of crisis" said the Indian envoy.
Mukherji had earlier in the day signed the condolence register at the Narayanhity palace.
Asked about the large number of Indians stranded in Nepal due to the curfew, he said the mission was not aware of such reports but the Indian Government would operate additional flights, if necessary.

JJ won’t spare team for PM ambulance - IE
The government-run J.J. Hospital has decided not to doggedly stick to the fine print in the rule book and be practical for a change. The hospital authority has refused to send a medical team to man the ambulance that will be stationed outside Breach Candy Hospital.
The ambulance will be stationed there to provide emergency service if the Prime Minister, who will be operated upon at Breach Candy on June 7, requires to be urgently shifted somewhere.
The JJ Hospital administration has pointed out that they can ill-afford to spare the three senior doctors required for the ambulance as they are short-staffed and patient-care could be compromised. Second, they point out, with the college vacations underway, the hospital has fewer doctors than usual.
When Vajpayee was in Mumbai in October last year, the ambulance outside the hospital was manned by a medical team which included a physician, a surgeon and an anesthetist, who were on round-the-clock duty. However, senior doctors at J.J. Hospital point out that the medical team didn’t not even enjoy access to the seventh floor of Breach Candy Hospital, where the Prime Minister was admitted.
Besides, Breach Candy Hospital itself has several senior doctors, apart from Vajpayee’s own personal physicians, all of whom can be pressed into service in an emergency.
Says Dr G.B. Davar, acting dean of J.J. Hospital: ‘‘The situation was explained to the Protocol Department of the state government, which accepted our request. Of course, providing full medical escort from the airport to Breach Candy Hospital will be our job.’’

Enron imbroglio will be solved, says Vajpayee
Mumbai,Wednesday, June 06, 2001: Maharashtra government and the US energy major Enron were in a position to solve the imbroglio over purchase of power, Prime Minister Atal Bihari Vajpayee said today.
Vajpayee told reporters at airport on his arrival here that +right steps are being taken to sort out the matter+.
Asked whether the Centre would be buying surplus power from Enron-promoted Dabhol Power Company (DPC), Vajpayee commented +Who will purchase such a costly power?+
The Prime minister said there were difficulties in finding a solution to the Enron issue, but he was confident that it would ultimately be found.
On the +Maharashtra Bandh+ recently organised by trade unions with support from NDA ally Shiv Sena to protest Centre's +anti-labour+ policies, Vajpayee said +We have been continuously reviewing our policies and amendements to labour laws are effected after consultations with trade unions.+
If there were some problems in spite of these precautions they too would be sorted out, he said.

India to attract $ 37 bn investment in telecom by 2005: Paswan
Atlanta,Wednesday, June 06, 2001: Communication Minister Ram Vilas Paswan has invited global investors to India saying the rapidfire reforms in the sector has made the country's investment climate very attractive.
"The Indian telecom sector is poised to attract about 37 billion dollars of the new investment by 2005 and 67 billion dollars by 2010," Paswan said addressing the Global Market Forum here.
Assuring the big investors about fair play and timely resolution of disputes, Paswan said that creation of telecom regulator and setting up of an Appellate Tribunal was in this direction only.
Chairing the session on the Outlook of Telecom Sector in Asia and the Pacific, the minister said "the government is committed to reforms. India provides an opportunity to the investors to participate in the expansion of telecom sector which is growing by 23 per cent every year."
Outlining the programmes of telecom expansion in India, Paswan said that great emphasis was being laid on reducing the digital divide. "We plan to cover all our villages with affordable telecom facilities by 2002 and provide them reliable media."
"We want to increase the teledensity in our rural areas to four per hundred by 2010 from the present level of 0.6 per cent. There is need of cost-effective and reliable technologies with low operational costs and maintenance efforts for rural and remote areas," the minister said.

Alcatel to provide remote access servers to VSNL
New Delhi,Wednesday, June 06, 2001: Videsh Sanchar Nigam Ltd (VSNL), country's largest internet service provider (ISP), has placed an order with Alcatel for supply and installation of remote access servers (RAS) to expand its presence in 22 locations across the country.
The Alcatel 7410 remote access server will be used to create points of presence for VSNL, an Alcatel statement said today.
These servers can support a wide variety of subscribers, enabling carriers and service providers to flexibly offer quality of access, it said.
"RAS is designed to meet demands of growing customer base by providing an advanced distributed forwarding architecture and a high level of systems integration", the statement added.
Michel Vatil, managing director of Alcatel India, said VSNL was an extensive user of Alcatel data communication equipment.

ASSOCHAM moots 10-pnt strategy for credit flow to SSIs
New Delhi,Wednesday, June 06, 2001: Assocham has mooted a 10-point strategy for ensuring adequate and timely credit flow to the small scale sector, particularly in the context of WTO stipulations on product standardisation and strict adherence to international quality standards.
The need for such a package has been necessitated as the SSIs have not been able to benefit from the settlement scheme for all the NPA accounts introduced by the Reserve Bank of India due to inherent weakness, demand recession and tough competition, Associated Chambers of Commerce and Industry of India (ASSOCHAM) said in a statement today.
Even if the success rate of the rehabilitation schemes promoted by the banking sector for the big industrial units was only 10 per cent, for SSIs it was as high as 70 per cent and, despite this, ASSOCHAM said, bank credit, specially from the private sector banks to the SSIs, was low.
The chamber has submitted that in addition to high interest rates charged by banks and other institutions, penal interest was charged on the total outstanding loans in case of overdues and thus, suggested that penal interest should be charged only on the overdue portion.
ASSOCHAM also streesed on the need for timely credit delivery to avoid problems like obsolescence, inability to stick to the delivery schedules of item and interest subsidy for mordernising the textile units in SSI sector.

Vijaylakshmi maintains sole lead with win against Pratibha
New Delhi,Wednesday, June 06, 2001: Top seed and defending champion S Vijayalakshmi of Indian Airlines outclassed Y Prathibha of Tamil Nadu and held on to her full point lead after the end of the fifth round of the 27th National Women's 'A' chess championship here today.
WGM Vijayalakshmi has 4.5 points and is followed by her younger sister IWM S Meenakshi, also of Indian Airlines. IWMs Anupama Gokhale (PSCB), Aarthie Ramaswamy (Wipro) and Swati Ghate (LIC) share the third position with three points each. Playing white, Vijayalakshmi opted to explore the less trodden paths in the Queen pawn game and allowed a dynamic equilibrium to Pratibha in the middlegame. The game progressed violently thereon and Vijayalakshmi deployed her pieces aggressively on the queenside to exert pressure. Pratibha lost control of the position as the time trouble approached and overlooked a simple manoeuvre that cost her a piece. Vijayalakshmi gave no chances after that. It was yet again a superlative display in the Petroff defence with black pieces that gave Meenakshi a deserving victory over Saimeera Ravi of Bank Sports Board. An off beat opening variation did not give Saimeera a desirable position in the middlegame and a weak plan left her kingside unattended. Meenakshi castled on the queenside and initiated an attack against the king with some finely crafted manoeuvres. A deceptive queen move on the 20th turn left Saimeera defenseless as the pressure mounted with every move thereon. The game lasted only 26 moves.

India take on Zimbabwe on Thursday
Bulawayo (Zimbabwe),Wednesday, June 06, 2001: Fresh from their spectacular series win against Australia, a confident India start on their great season of hope with the first Test against Zimbabwe beginning here Thursday.
That elusive series win abroad which hasn't happened in the last 15 years and not more than five times in the country's 70-year cricket history finally seems quite plausible. However, history is not a help but a deterrent in this mission. In the last one decade, India have visited Zimbabwe twice and failed to win on either occasion. In fact, they lost the one-off Test by 61 runs the last time they toured this country in 1998. It only conforms to a pattern - India did not score their first win against England till the 22nd Test they played there. In Australia, it was the 12th match and so was the case in the West Indies. India are yet to break the hoodoo in in South Africa and Pakistan. Their last series win was against England in 1986. However, the Indians' task is far from easy. The 1998 loss still haunts the team and they will do well not to repeat their mistakes. Zimbabwe no longer are the minnows they were of international cricket. They are playing more and winning more and they too are on a high right now with a comprehensive win over Bangladesh.

Nagpur dy mayor among 24 corporators held in sports goods scam
Nagpur,Wednesday, June 06, 2001: Twentyfour corporators, including deputy mayor Dr Ravindra Bhoyar, were arrested here today in connection with the multi-crore sports goods scam that had rocked the BJP-ruled Nagpur Municipal Corporation.
The arrested corporators include 13 from BJP, two from Republican Party of India, two from Samata Lokmanch, five independents and two nominated members, Deputy Commissioner of Police Rajendra Singh told PTI.
He said the corporators have been charged under various sections of the Indian Penal Code including conspiracy and cheating.
The Rs 28.3 million sports goods scam was uneathered by the Nand lal Committee constituted by Maharashtra Government to go into alleged iregualarities committed by the civic body in which the corporators had allegedly produced fake bills and receipts of sports goods which were never purchased.
Twelve corporators, two education officers and four sports goods dealers were arrested earlier, Rajendra Singh added.

Marion Jones separates from husband; will seek divorce
New York,Wednesday, June 06, 2001: Track star Marion Jones has separated from her husband, world shot put champion C J Hunter, and will seek a divorce.
Jones, winner of a record five medals at the 2000 Olympics, stood at her husband's side at the games when he was accused of using performance-enhancing drugs. But she said the two have "irreconcilable differences, which have made nurturing our marriage extremely difficult."
"Having no mutual children, we have determined that this course is best for our respective futures," she said on Tuesday in a statement.
The couple have been married since October 1998. Hunter has two children by a previous marriage.
"For several years, C J and I relied on each other for support both on and off the track, which has left us with many memorable experiences," Jones said. "I wish him well."
Last year, Hunter was suspended by the International Amateur Athletic Federation just before the Olympics after allegedly testing positive for the banned substance nandrolone four times at meets in Europe. He was banned from the Olympics and announced his retirement.
USA Track & Field officially suspended him for two years earlier this year after he chose not to fight the drug charges against him by IAAF and USATF.
Hunter accepted the ban, but denied taking any banned substances.
Jones won three gold medals and two bronzes at the Sydney Games - the most by any woman track and field athlete in Olympic history.

FIH, Pakistan snub Afro-Asian Games organisers
India's hopes of roping in crowd-pullers Pakistan and South Korea for the hockey event of the Afro-Asian Games later this year were dashed on Wednesday by both the sport's ruling body and Pakistan.
The International Hockey Federation (FIH) has refused to put off the six-nation Champions Trophy tournament in Lahore from November 3-11, which coincides with the inaugural Afro-Asian Games in New Delhi.
The Indian Olympics Association (IOA) wanted the Champions Trophy to be postponed by a week to enable Pakistan and South Korea to take part in the games.
FIH secretary-general Peter Cohen said the Champions Trophy will be held as scheduled, but hoped both Pakistan and South Korea will be able to send separate teams to the Afro-Asian Games.
"The FIH's stance remains the same. It will not be possible to postpone the Champions Trophy," Cohen said.
"The FIH fully supports the inclusion of hockey in multi-sports events like the Afro-Asian Games and is confident that Pakistan and South Korea will be able to take part in both events."
Even the Pakistan Hockey Federation (PHF) said it was difficult to shift the Champions Trophy at this late stage.
"We are not even thinking about it because all arrangements have been made," PHF secretary Brigadier Musarratullah Khan said in Lahore.
"The holy month of Ramzan begins soon after the tournament. Besides we will wreck the program of five other countries who have been invited to play in the Champions Trophy."
The tournament features the top six hockey-playing nations: Olympics champions the Netherlands, Australia, Germany, Britain, South Korea and hosts Pakistan.
An India-Pakistan clash in hockey was expected to be one of the highlights of the Afro-Asian Games that are billed to feature the best from Asia and Africa in eight disciplines.
It remains to be seen whether the games organisers allow second-string teams from Pakistan and South Korea to take part.
Sports Minister Uma Bharti urged the IOA last week to ensure the games attract top sportspersons from Asia and Africa.
Hockey circles in India argue that it would be better to invite the national squads from Japan and Bangladesh instead of fielding below-par teams from Pakistan and South Korea at the games.
Besides hockey, competitions will also be held in athletics, boxing, football, shooting, swimming, tennis and weightlifting.
Some 2,000 participants are expected to take part in New Delhi's biggest sporting event since the Asian Games in 1982.

Sensex loses further ground, sheds 3 points
The market came off on Wednesday as profit booking emerged in Old as well as New Economy stocks after a firm opening. After intra-day movements of 60 points, the BSE 30-share Sensitive Index (Sensex) settled with a loss of 2.73 points to 3,457.31, its sixth straight loss.
The market opened firm today, encouraged by a sustained rally in the US markets. Software stocks opened firm following the continuation of a recovery in the US markets on Tuesday. However, they lost ground later in the day on profit booking at higher levels. The overall movements in the market remained lacklustre amid poor volumes.
The BSE Sensex opened in the positive zone with a gain of 13.28 points at 3,473.32. Fresh buying in New as well as Old Economy stocks in initial trades saw the Sensex crossing the 3,500-mark to touch a high of 3,507.24. However, it came off on profit booking at higher levels and moved in a narrow range for the rest of the session. It sank into the red later in the day and touched a low of 3,448.44. In the end, the Sensex settled at 3,457.31, losing 2.73 points or 0.08% from its previous close.
The NSE CNX S & P Nifty index shed 0.45% to settle at 1,115.15
