Lashkar-e-Toiba behind attack on American Center: Mitra
Hazaribagh (Jharkhand),Tuesday, January 29, 2002: The two Pakistani terrorists, involved in the attack on the American Centre last week and killed in an encounter with police here yesterday, belonged to Pakistan-based terrorist outfit Lashkar-e-Toiba, a top police official said today.
Soumen Mitra, Deputy Commissioner of Police, Kolkata told PTI here that this was proved by the dying declaration of one of the slain terrorists, Zaheed.
Mitra, who is heading the special investigating team here, said the declaration of Zaheed also tallied with the statement recorded by Kolkata police from the eye-witnesses to the strike.
The identification mark of Zaheed also tallied with the information possessed by Kolkata Police, he said.
Asked whether the death of the two terrorists would hamper the investigation into the attack on the American Center, Mitra said the dying declaration of Zaheed would help them considerably.
He said although the identity of Zaheed's companion Salim was not exactly established, it was confirmed that he was part of the terrorist organisation.

Bomb scares in West Bengal, one picked up
Kolkata,Tuesday, January 29, 2002: Bomb scares kept the disposal squads busy and the people on tenterhooks throughout the day here as well as in Siliguri, where a youth was picked up in this connection, police said.
An unidentified bag found lying about 100 yards away from the Raj Bhavan, created panic among the office-goers this morning, following which a bomb disposal squad was summoned.
However, the squad could not spot anything inside the brown leather bag, police said.
In another incident, a hoax call created a flutter at Hindustan Building, situated in the heart of the city, police said adding no explosives were however, found by the bomb diposal squads.
In Siliguri, shops downed shutters and people became panicky when a packet labelled 'time bomb' was found at the busy Burdwan Road.
Superitendent of Police K Jayaraman said the army bomb squad found some perfume bottles and a bundle of wires in the packet. A resident of Assam was picked by the police in this connection, who during interrogation confessed that he had placed the packet to create panic, Jayaraman added.

US interprets jihad differently for Arafat, Musharraf
Washington,Tuesday, January 29, 2002: In contrast to its criticism of "jihad" as propounded by Palestinian leader Yasser Arafat, the US does not see any problems in this concept in the manner projected by Pakistan President Pervez Musharraf.
State Department spokesman Richard Boucher referred to the US approach towards jihad at a news conference when asked why it criticised Arafat's type of jihad while it embraced jihad when Musharraf expounded it.
Boucher said Arafat is "ambiguous" about what he means by jihad but noted Musharraf's speech on January 12 in which jihad for him meant pursuit of social development and achievement for his society.
"And that," said Boucher triumphantly, "is something we agree with. We support. We are trying to support President Musharraf doing it."
But, he said, Arafat's remarks over the week-end "leave ambiguity there as to what he was talking about, and we think actually it is time for clear words and resolute action."
Boucher ducked a question about Musharraf being held by the State Department as an example of what a Muslim leader should be doing or saying even though he was still a military ruler.
"We have been quite clear what we though of the speech and the direction that President Musharraf has taken, and I am not going to apologise for that," he added.

India to launch diplomatic offensive for sanctions against Pak
New Delhi,Tuesday, January 29, 2002: With Islamabad dragging its feet on handing over India's fugitives, New Delhi is contemplating launching a fresh diplomatic offensive for imposition of UN sanctions against Pakistan for its failure to honour an enforceable General Assembly resolution requiring countries not to support terrorism actively or passively.
"Pakistan's inaction to act on the list of terrorists given by New Delhi and its continuing support to those responsible for terror acts in Jammu and Kashmir and other parts of India has made the Government lean towards the option of launching a new diplomatic offensive for imposition of sanctions against Islamabad," top Government sources told PTI.
The UN General Assembly (UNGA) resolution of September 28 last year, shortly after the terror strikes against USA, had stipulated in clear terms that no country would actively or passively support terrorism.
"This UNGA Resolution No. 1373 is an enforceable resolution and any country found violating it could invite sanctions from the international community," they said.
Asked about the benefits of an extradition treaty between countries, the sources said it was an enabling provision to start the extradition process for criminals wanted in one country who have taken refuge in another.

US-Afghan joint statement underlines new partnership
Washington,Tuesday, January 29, 2002: The US and Afghanistan have signed a joint statement underlining the "new partnership" between the two countries and asserted that both Kabul and Washington "stand united in determination that Afghanistan will never again become a training ground for global terror."
"We are equally determined," said the joint statement signed by US President George W Bush and Prime Minister in the interim Afgnan government Hamid Karzai, "that Afghanistan's tragic experience, where terrorists were allowed to hold an entire nation hostage, will not be repeated or replicated anywhere in the world." The two leaders expressed their commitment to build "a lasting partnership for the 21st century, determined to fight terrorism and ensure security, stability and reconstruction for Afghanistan, and foster representative and accountable government for all Afghan men and women."
They pledged their respect for the culture and traditions of the different peoples of Afghanistan, and for the great religion of Islam, which was tragically distorted and misused by the Taliban.
The Statement also reaffirmed their commitment to continue to work together to rout out the remnants of the Taliban and Osama bin Laden's al Qaeda network.

ITDC employees strike work, threatens to intensify stir
New Delhi,Tuesday, January 29, 2002: ITDC hotel employees today struck work for a day to protest the hotel disinvestment process and threatened to intensify their stir if the government did not accede to their demands including a tripartite settlement before starting the privatisation process.
At the call of the ITDC Trade Unions Federation, over a thousand employees struck work in five major ITDC hotels including Hotel Ashok, though the management said the strike had not affected the customer services.
Questioning the disinvestment process including the appointment of global advisor Lazard India, the Federation said "we are in a firm mood to intensify the agitational approach including an indefinite strike if government does not respond properly to the demands raised by us.'
The government has not fulfilled its commitment of maintaining transparency in disinvestment and protection of the interests of workers, it said adding the recommendation of disinvesment commission for a tripartite settlement was also not followed.
The federation also opposed the criteria of expression of interest for inviting bidders and claimed there were anomalies in demerger process and the basis of valuation of properties.
According to ITDC vice-president (Human resources) M L Jain, "employees of Janpath Hotel, Lodhi, Qutab, Ranjit, and Hotel Ashok went on mass casual leave for a day in protest against the ongoing disinvestment process for the properties. However, the hotels' essential services are not affected by this strike".

Sampoorna Grameena Rojgar Yojana to be assessed: Vankaiah
Hyderabad,Tuesday, January 29, 2002: A critical appraisal of the implementation of Sampoorna Grameena Rojgar Yojana (SGRY) and utilisation of funds would be taken up at a meeting of the state secretaries of rural development and directors of SIRDs (State Institute of Rural Development) here on February 21.
Union Rural Development Minister M Venkaiah Naidu told reporters here that an action plan would also be worked out for imparting training to 34 lakh elected representatives of Panchayat Raj institutions across the country.
The SGRY, with an annual allocation of Rs 10,000 crore, would be implemented through Panchayati Raj institutions, he said.
The meeting would also discuss proposals for further strengthening the public-private partnership in the development of rural areas, he said.
The contributions to the National Rural Development Fund by private companies and individuals would be totally exempted from income tax while the sponsors would be given the opportunity to engage their own project implementing agency to take up area-specific and work-specific projects in backward villages, the Minister said.
Representatives of CII, ASSOCHAM, and FICCI were being invited for the February 21 meeting to elicit their views and proposals to carry forward the initiative, he said.

India looks for intl collaboration in shipping industry
Kuala Lumpur,Tuesday, January 29, 2002: India is scouting partners for the state-owned Shipping Corporation of India and looking for collaboration with international companies for the developmet of its shipping industry, Shipping Minister Ved Prakash Goyal said.
"Countries in this region, specially Malaysia, have made tremendous progress in this field and we would like to involve them in the development of the sector in India as well," Goyal, leading a three-member visiting delegation to Southeast Asia, said.
"we have recently finalised the privatisation process of SCI, including the equity pattern. Currently the government of India holds about 80 per cent of the equity in SCI while 18.9 per cent is with the public," he said.
"In the new proposal, the government would like to reduce its share to 26 per cent and will offer three per cent to the employees and the remaining 51 per cent will be shared by the Indian and foreign partners," Goyal told PTI.
He said the government would soon engage a management consultancy firm to advise it on bidding and evaluation process for SCI's privatisation.
There are several areas in which "we can benefit from the expertise of Malaysian port operators and shipping lines," he added.
Goyal met Prime Minister Mahathir Mohamad, Minister for Transport Ling Liong Sik and senior members from the Malaysian shipping industry.

BG Group Plc to develop India as biggest sources, markets
London,Tuesday, January 29, 2002: British oil and gas major BG Group Plc today said it planned to develop India as one of its "biggest" sources and markets, for which it was seeking to acquire oil equity of beleagured Enron Corp in Tapti gas field and Panna-Mukta oil and gas fields.
BG expects to get final approval for the revised deal to purchase the entire share capital of Enron Oil and Gas India Ltd (EOGIL) in fields for 350 million dollar by the middle of next month from US authorities overseeing the bankruptcy of Enron Corp.
"The whole acquisition crystallises India as a new BG Group crore business area," company spokesperson Nicole McMahon said here.
Altough BG had originally agreed to buy EOGIL's 30 per cent stake in the three producing fields and 62.64 per cent interest in CB-OS/1 exploration block, bankruptcy of Enron complicated the buyout.
"We re-negotiated the agreement taking into account Enron's current position and hope to complete acquisition of Enron India by middle of next month," the official said.
BG holds a 65 per cent stake in Gujarat Gas Co., which is developing a commercial and retail gas network in Gujarat, and a 50 per cent share in Mahanagar Gas Ltd, which is building a gas distribution business in Mumbai.
The British company also has plans to develop a 3 million tonnes capacity LNG import terminal in Gujarat.
"The producing (Panna-Mukta and Tapti) fields are complementary to our existing business in India," McMahon added.

Equities witness extremely dull activity
Mumbai,Tuesday, January 29, 2002: Equities witnessed extremely dull activity and the sensex ended in negative terrain for the fourth successive session on the Bombay Stock Exchange (BSE) today in the absence of any worthwhile support amidst stray offerings from public investors and foreign funds.
However, a few key counters like RIL, HLL, Telco and Grasim registered modest gains on some buying interest.
Depicting the trend, the BSE Benchmark 30-share index fluctuated in a small range between 3332.56 and 3304.12 before closing at 3313.28 as against yesterday's close of 3317.64, netting a minor fall of 4.36 points.
The broad-based BSE-100 index, however, was fractionally up at 1581.83 from previous close of 1581.26.
Foreign Institutional Investors (FIIs) which have been net sellers since last couple of weeks, reportedly remained away from making any fresh investments despite a better trend on Wall Street yesterday.
The Dow Jones Industrial Average and the Nasdaq Composite Index finished moderately higher by 25.67 points and 6.21 per cent last night respectively.
Speculators and public investors have turned cautious in view of slowdown by FIIs. Even reports that there would be another cut in petro prices by about 12 per cent sometime next month failed to attract them.
Attributing a sharp fall in the volume to scrip specific movements, market sources said only about 200 counters were activly traded in place of over 1000 scrips earlier.

Team for first Test against Zimbabwe to be picked at Vijaywada
Mumbai,Tuesday, January 29, 2002: The Indian cricket team for the first Test against Zimbabwe, scheduled to be held at Nagpur on February 21-24, would be picked at Vijayawada during the three-day match (Feb 15-17) between Board President's XI and the Zimbabwean side.
The Zimbabweans, who would be arriving here on February 12, would play two Test matches (Nagpur Feb 21-25 and Delhi Feb 28-Mar 4) and five one-dayers at Faridabad (Mar 7), Mohali (Mar 10), Cochin (Mar 13), Hyderabad (Mar 16) and Guwahati (Mar 19).

K P S Gill re-elected IHF president
Guwahati,Tuesday, January 29, 2002: K P S Gill was today unanimously re-elected the president of the Indian Hockey Federation for the third term, while K Jothikumaran of Tamil Nadu was re-elected general secretary of the body.
After the election in the IHF General Body meeting here, Gill told reporters the "election was held unanimously with no discord and the IOA observer was very appreciative of the manner in which the election was held". J N Tyagi of UP will continue as treasurer. Chandra Sekhar of Chandigarh and N K Batra of Jammu and Kashmir were elected senior vice presidents, former MP Keshab Mahanta from Assam was elected as one of the eight vice presidents signalling the entry of the state into the IHF executive committee. The other vice presidents are Gursewak Singh (Patiala), M S Mallik (Haryana), Unni (Madhya Pradesh), Dinesh Vajpayee, (Bengal), Bakshi Dalbir Singh (Mumbai), Kashyab (IA) and Ejaz Hussain (Bihar). The joint secretaries are S P Das (H P), K Krishnamurty (Karnataka), Pratap Sathpathy (Orissa), Ramchandra Rao (Hyderabad) and Gurdeep Singh (Universities). The executive committee comprises Satyanarayana (Hyderabad), Balraj Ahir (Vidarbha), K Souhu (Nagaland), H Khiangte (Mizoram), Brig (retd) Irani (Maharashtra), Ramesh Kolappa (Kerela), Ajay Gupta (Bhopal), Col A D Sharma (Services), S S Saini (Punjab), Niranjan Reddy (Andhra), NG Munindro Singh (Manipur), H P Tiwari (M P) and Rajinder Singh (Punjab).
