We will support censure motion in letter and spirit: Govt
New Delhi,Thursday, May 02, 2002: Taking the wind out of opposition onslaught on Gujarat violence, Government today announced in the Rajya Sabha that it would support the censure motion in "letter and spirit" and assured the Centre would continue to take steps under article 355 of the Constitution to protect the life and property of the people.
Soon after senior Congress member Arjun Singh initiated the discussion on the motion, the Leader of the House, Jaswant Singh, said "we accept the motion in letter and spirit and the Home Ministry has already taken some steps under article 355 of the Constitution and more steps will be taken in the coming days."
The seven-line motion drafted in consultation with all political parties has expressed deep sense of anguish at the persistence of violence in Gujarat for over six weeks leading to loss of lives of a large number of persons and destruction of property worth crores of rupees.
It has also urged the Central Government to intervene effectively under Article 355 of the Constitution to protect the lives and properties of the citizens and to provide effective relief and rehabilitation to victims of violence.

No crack in NDA; TDP to continue support, says Home Minister
Baroda,Thursday, May 02, 2002: Union Human Resources Development minister Murli Manohar Joshi today said there was no crack in NDA after differences among its allies came to the fore during the censure motion on Gujarat in the Lok Sabha, saying TDP has already stated that it would continue to extend support to the government.
Despite several parties remaining absent during the voting, the government managed to secure 286 votes and defeated the motion by 94 votes, proving that the NDA government was "united" and all set to complete its five-year term in office, Joshi said.
He denied a report on holding of simultaneous polls to the state assembly and Lok Sabha.
Joshi, who had flown in here this morning to take part in a Peace Rally, told PTI that Americans should not use different yardstick for measuring human rights violation in the US and India.
To a query, he claimed that BJP-BSP led coalition government in Uttar Pradesh, headed by Mayawati, that would be sworn in this week-end, would complete its full five years term in office.

Govt rapped for inaction in Gujarat
New Delhi,Thursday, May 02, 2002: Lashing out at the Vajpayee Government for its failure to maintain communal harmony in Gujarat following Godhra incident, Opposition in the Rajya Sabha today said the entire country was "disillusioned" with the Government's inaction in curbing violence that threatened the unity and integrity of the country.
Initiating a discussion on the Gujarat issue under rule 170 which entails voting, senior Congress leader Arjun Singh said "the entire nation is disillusioned" with the Government for not containing communal carnage."
He said the BJP claimed it was a party with a difference but its government in Gujarat had failed to maintain communal harmony.
Expressing concern over continuing communal violence in the state, Singh said "the country gave you (BJP) an opportunity to rule but what did you do. There is a lot of difference between what they say and what they do".

Seven soldiers killed in explosion
Jaipur,Thursday, May 02, 2002: Seven soldiers were killed and four others injured in an explosion in the Mahajan field firing range of the army near the Indo-Pakistan border, police said here today.
The incident took place when the soldiers were unloading explosive boxes, containing land mines, from ten trucks at the firing range, about 100 km from Bikaner city Wednesday, official reports reaching the state police headquarters, said.
While three trucks were reduced to ashes, two others got damaged badly in the explosion, the cause of which is yet to be ascertained, police said.
Fire tenders were rushed from Bikaner and Suratgarh to put out the fire at the east camp of the firing range, they said.
All the jawans died on the spot. The injured have been admitted to the Army Hospital in Suratgarh.
Senior army officers have reached the site but local police officials have not been given access after the fire was extinguished.
No civil casualty or damage has so far been reported as the firing range is 15 km away from Mahajan village.
A tragedy on similar lines had taken place a few months back in Bikaner when an ammunition-laden truck had exploded, causing large scale damage in civilian localities.

City cheers as longest flyover welcomes traffic

Mumbai, May 1: They were lined up like professional athletes waiting
for the starter’s pistol, anxious ‘‘to be the first one’’ on the JJ Hospital
flyover. Then, at 11.45 am, the lucky few who were on their mark
early enough — Premier Padminis, Fiat Palios, Ford Ikons led by
two-wheelers — made a headlong dash up the incline in a sudden
burst of enthusiasm and horsepower.
The JJ Hospital flyover, a virtual road-over-road linking JJ Hospital to
the Mahatma Jyotiba Phule Market, was inaugurated by Chief Minister
Vilasrao Deshmukh today. Sailing across 22 traffic signals in a series
of six curvaceous bends along the 2.4-km route, the flyover stands
head and shoulders above other similar structures elsewhere in the
city.
Magnificient not only for its sheer size but also for the engineering
prowess that hoisted the gigantic structure in one of the oldest parts
of the city, the JJ flyover basked in its moment of glory after a brief
delay. Built at a cost of Rs 100 crore and taking 24 months to piece
together, the project was to be opened in February this year. Two
months later, today, the flyover was today hailed by motorists and
residents of Mohammed Ali Road as ‘‘the only good thing that the
(erstwhile) Shiv Sena-BJP government ever did.’’ The verdict was
pronounced by Birju Nair, who negotiates the route daily.
The most subtle yet substantive comment on the dire need for a
flyover on the desperately congested road came from the contractor
itself. Said Abhijit Rajan, chairperson of Gammon India Limited, whose
very first project in India was the Gateway of India in 1911-24:
‘‘When we inspected the site, we had no clue as to how we would
build such a massive flyover, because if you toss a coin, it will never
land on the road... there is so much traffic here.’’ Today, an elated
but modest Rajan says: ‘‘It’s like completing any other project... a
feeling of accomplishment.’’ The sentiment was echoed by thousands
of others as well... pedestrians, motorists and residents who craned
their necks, elbowed for a vantage point and leaned out of
third-storey windows and balconies to imprint the ‘‘historic moment’’.
Among the politicians and others who had been invited for the
inauguration today was a new votary for the controversial Pedder
Road flyover. Former chief minister Sharad Pawar, who has never
before taken a position on the contentious project in the posh
locality, said that people should come forward to help the
government. ‘‘The present infrastructure in the city caters to only
half the population. The MSRDC needs all the help it can get from the
government as well as the people,’’ said Pawar.
Chief Minister Vilasrao Deshmukh said: ‘‘We have given the go-ahead
for the Sky Bus project while the water transport projects are also
being looked into. The sealink project is also underway. All these will
bring great relief to the city.’’

Bus accident near Shirdi kills dozens
At least 45 pilgrims died Thursday when the diesel tank of the bus they were traveling in caught fire near Shirdi, a news agency said.
It was not immediately known if there were any survivors.
The bus was taking pilgrims to the popular religious shrine in Shirdi in Maharashtra state, when the accident occurred near Nasik,.
The fuel tank of the public bus caught fire and within seconds the vehicle was engulfed in flames, trapping the passengers inside, the agency said.
Firefighters from nearby towns arrived to help put out the fire, and police opened an investigation into what ignited the fuel tank.

Musharraf practises terrorism against India: Pallone
Washington,Thursday, May 02, 2002: Hitting hard against the double standards of Pervez Musharraf, a senior US politician has pointed out that the Pakistan president while cooperating with the US in its fight against terrorism winks at the menace in Kashmir.
"Musharraf has created a double standard where he fights against terrorism globally, but winks at terrorist activities in Kashmir," Frank Pallone, former cochairman of the India Caucus in Congress, said in a House speech on Wednesday.
"There is no accountability for terrorist activities in Pakistan or Kashmir. Musharraf is reversing his crackdown on terrorists, and terrorist groups that formerly existed are now rejoining other groups under new names," Pallone said.
"President Musharraf is cozying up to the US and its allies under the pretense that he is leading Pakistan in a war against terrorism, while at the same time he is condoning terrorism at home, in Pakistan, as well as in Kashmir," Pallone said.
"This is not only exemplified by the release of those arrested, but also by the continued operation of the religious schools with curricula that encourage violence. This double standard is unacceptable and should no longer be tolerated by the United States."
The New Jersey Democratic congressman said that the October 1 attack on the Jammu and Kashmir State Assembly and the December 13 attack on the Indian Parliament last year, made it clear that Islamic militancy should be supressed.

Hizb-ul-Mujahideen makes truce offer
Srinagar: One of the main groups fighting Indian rule in Kashmir said on Thursday it would declare a truce if New Delhi initiated a "genuine" peace process to end the 12-year insurgency in the Himalayan region.
Hizb-ul-Mujahideen's offer is its second in two years and comes amid a long military face-off between India and Pakistan over the disputed region.
"Once India takes an initiative with good intentions, she will find us 10 steps ahead of her one step. We will at once give up guns and observe a real ceasefire so that a solution-finding path receives headway," Moin-ul-Islam, Hizb-ul-Mujahideen's deputy commander, said in an article in the area's leading daily, the Greater Kashmir.
Hizb-ul-Mujahideen declared a ceasefire and started peace talks with India in mid-2000 but the process broke down because New Delhi refused to include Pakistan in a three-way dialogue.

Software exports grow 29% to Rs 365 billion in 2001-02
New Delhi,Thursday, May 02, 2002: Indian software exports registered a growth of 29 per cent to touch Rs 365 billion in 2001-02 as compared to Rs 283.50 billion in 2000-01, according to National Association of Software and Services Companies (Nasscom).
Nasscom has forecast a growth of 30 per cent in 2002-03.
"Despite the extremely challenging environemnt, IT services industry clocked a growth of 22 per cent and IT enabled services industry grew by 71 per cent in 2001-02," Phiroz Vandrevala, outgoing Chairman of Nasscom, told reporters here.
The contribution of software exports to India's total exports has gone up to 16.5 per cent.

IMF facilitates establishment of IFSB
Washington,Thursday, May 02, 2002: After an extensive two-year consultative process, International Monetary Fund (IMF) and several Islamic countries have reached an agreement to establish an Islamic Financial Services Board (IFSB).
The IFSB with Kuala Lumpur as its headquarters will, among other things, set and disseminate standards and core principles as well as adapt existing international standards for supervision and regulation which will be in accordance with the Sharia principles.
Participants included central bank representatives or Monetary Agencies from Bahrain, Indonesia, Iran, Kuwait, Lebanon, Malaysia, Pakistan, Saudi Arabia, Sudan, UAE and facilitators from the IMF.

Another compliment for Sachin, this time from Sir Gary Sobers
Bridgetown,Thursday, May 02, 2002: Sachin Tendulkar received yet another accolade with Sir Garfield Sobers, arguably the greatest cricketer ever, saying the Indian champion is ahead of Lara with his concentration and thinking ability.
"I would say Tendulkar concentrates better and he thinks more. As for Lara, only in the last two years is he looking to apply himself better," said Sobers here yesterday in a rare appearance at the West Indies nets.
Sobers, the supreme allrounder with over 8,032 runs, 235 wickets and 109 catches from 93 Tests, however, said he expected both Lara and Tendulkar to go on and join the very best of all time.
"They are still very young and I think with the passage of time, both of them could find themselves in the elite hall of fame," said Sobers who, but for a shuffling walk and a protruding paunch, still cuts a neat figure at 65 years.
"I have watched a lot of Tendulkar and we have spoken to each other a lot of time," said Sobers. "He has it in him to be among the very best."
Sobers was impressed by Lara's batting in the second Test "especially if you remember he has still not recovered completely from his hand injury."
Speaking his mind out against the comparison of past and present cricketers Sobers said he did not see any merit in trying to equate players of different eras and evaluating them as the game has changed so much.

India satisfied with arrangements for Test matches: Mathur
London,Thursday, May 02, 2002: India has expressed satisfaction over arrangements, including extra security cover for star players like Sachin Tendulkar, during the forthcoming Indian cricket team's tour of England this summer.
"We are very much satisfied with the comprehensive arrangements being made for the tour commencing on June 18," Indian Cricket Board's media manager Amrit Mathur told PTI here after a 4-hour long meeting last evening.
BCCI had sent its two senior officials - Joing Secretary Jyoti Bajpai and Mathur - to London to discuss the arrangements with England and Wales Cricket Board for the tour.
"We had a detailed discussion on various aspects of the tour including accommodation, financial arrangement, media requirements, practice facilities and security. It was a very useful meeting," Mathur said.
During the meeting, ECB Chief Executive Tim Lamb, explained in detail measures they have taken to prevent recurrence of crowd invasion as witnessed during the World Cup in 1999 and Australian tour last year.
Mathur said ECB had taken a series of steps including education of people and imposition of stiff fines to deter them from invading the pitch.
