India has to adopt another way to fight war declared by Pak: Advani
New Delhi,Monday, May 27, 2002: Stating that Pakistan had declared a war against India a long time ago, Home Minister L K Advani today said time has come for adopting "another way" to fight it and termed the current situation as "challenging."
He also said that India had given enough time to Pakistan to act on its demand for handing over of 20 terrorists and criminals.
Advani said he was asked in the U S during a visit there in January and repeatedly thereafter whether there would be a war between India and Pakistan.
"My reply is that war is already on. The war has been declared by Pakistan and terrorists. Now the question is whether we should fight it the way we have been fighting or adopt another way," he said addressing a group of youth before flagging off a rally to Ladakh here.
"Time has come to adopt another way to fight the war," he said.
Advani cited the statement of Prime Minister Atal Bihari Vajpayee that a "decisive turn" had to be given to the fight against cross-border terrorism and said the country should be prepared for the "coming challenge".
"The situation is challenging, not normal," he said, adding "an ordinary war goes on for two or three weeks. But this (proxy) war has been going on for two decades."
"Our sacrifices in this war have been more than those in direct wars," he said.

3 Sena leaders sacked for b'day ad

Three Shiv Sena leaders paid for their goodwill gesture, learning too late that the party high command does not entertain anything other than bad blood with political rivals.
The Kalyan mayor, the leader of the Kalyan-Dombivli municipal corporation and its standing committee chairman were asked to resign immediately by the Shiv Sena leadership on Monday after the civic body put out an advertisement on chief minister Vilasrao Deshmukh’s birthday.
The Sena leadership, it was learnt, did not like their party releasing the ad in a Mumbai newspaper.
The Sena leaders were baffled by the high command’s decision since the Congress had not objected to the civic body releasing an advertisement on Mr Bal Thackeray’s birthday.

Monsoon advances, heavy rain likely in Kerala, Karnataka
Pune,Monday, May 27, 2002: Southwest monsoon has further advanced into some more parts of southeast Bay, southeast and adjoining southwest Bay and as a result heavy rain is likely to occur in some places in Kerala and Karnataka during next two days, according to India Meteorological Department here today.
Heavy rain is also likely to occur at isolated places in Andaman and Nicobar Islands, the IMD said.
Rain or thundershowers have occurred at many places in West Bengal and Sikkim, at a few places in Andaman and Nicobar islands, Assam and Meghalaya, Nagaland, Manipur, Mizoram, Tripura, Jharkhand, Bihar, east Utttar Pradesh, Chhattisgarh and at isolated places in Koknkan and Goa, coastal Andhra Pradesh and Tamil Nadu, it added.

India yet to receive formal word on sale of Hawk jet trainers
New Delhi,Monday, May 27, 2002: India today said it was yet to receive a formal communication from Britain on suspension of the proposed sale of Hawk Advanced Jet Trainers.
Reacting to reports from London that Britain has suspended the export licence for the sale of 66 Hawk-100 jet trainers, the officials said government was yet to receive any communication and that as far as they were concerned the final negotiation in the estimated one billion pound deal was still on.
"No final agreement on purchase of 66 Hawk-100 deal has been reached," they said.
"Our three main concerns are - high quoted price, replacement of American components and speeding up of pilots training schedule process," they said adding that the training schedule is yet to be ironed out.
Meanwhile, defence experts here said the British move could hit India's defence preparedness as it would affect the Navy's Sea Harriers and Sea-King helicopters as also components for the Jaguar Deep Strike Penetration Aircraft.

Pak Govt may neither have will or means to rein in militants
New York,Monday, May 27, 2002: Pakistan Government may neither have the will or the means to rein in militants operating in Kashmir who it has used as an instrument of both domestic and foreign policy for more than 20 years, a media report said today.
"This government does not have the political will to crack down. The only thing new is that since December, these groups are not visible. They have changed their names, their telephone numbers and addresses, and they have moved out of Islamabad," Arif Jamal, a Pakistani author who has spent years studying Islamic militancy, told the New York Times.
"The terror structure built up in the 1980's is very much intact, and the jihadi groups are functioning the same way they always have, recruiting, training and fund-raising."
The holy warriors or jehadis are called, have become a huge network of violence. There are as many as 500,000 in Pakistan itself, most of them belonging to the various Muslim holy war organisations, the report said.
There are also thousands committed to the Kashmir cause. One expert said as many as 3,000 fighters trained in Pakistan are operating in the valley.
"If the army is with Musharraf, he can neutralize these groups, but it will take a long time, and a terrible amount of violence in Pakistan first," a Pakistani official with intimate knowledge of the security services told the paper.
"I still don't see the army taking these groups on, though. Jihad has been part of the defense structure of this country for 20 years. How do you get rid of 500,000 people?" the expert on Islamic militancy and national security was quoted by the paper as saying.

Britain suspends arms exports to India and Pakistan: Cook
London,Monday, May 27, 2002: Britain has "suspended" the export licence for the sale of 66 Hawks worth an estimated one billion pounds to India in order not to have a destabilising effect in the region.
"The decision is consistent with Government policy not to allow exports to areas where they may have destabilising effect" Robin Cook, Leader of the Commons told the BBC'S On the Record Programme.
"In the present circumstances it would be plainly wholly consistent with those criteria we set out that we would not provide weapons in places where there is a risk those weapons would fuel tension."
Patricia Hewitt, the Trade and Industry Secretary, in charge of arms exports, signed the order last Thursday halting export licences to India and Pakistan.
The Department of Trade and Industry, however, drew a distinction between an embargo and the suspension of specific export licences.
"There are no plans for an arms embargo," a spokesman said adding "however, the situation in the region is taken fully into account in considering export licence decisions".
The decision could prove fatal to negotiations between BAE Systems and India on the sale of the Advanced Jet Trainers (Hawks).

RBI favours softer rates, says govt borrowing to sail smooth
New Delhi,Monday, May 27, 2002: Favouring a softer interest rate bias, Reserve Bank said today that the Centre's borrowing programme of over Rs 1420 billion would sail through without putting pressure on the bank rate.
"I don't expect too much trouble in the government's borrowing programme. We will do whatever is necessary which will be conducive for growth," RBI Governor Bimal Jalan said after a meeting with Finance Minister Yashwant Sinha here.
He allayed fears that high borrowing would put pressure on interest rate. Centre's borrowing is targeted at Rs 1422.79 billion which is Rs 100 billion more than the previous fiscal's borrowing.
The Centre has mopped up a little over Rs 350 billion till middle of May.
Asked if RBI would continue with the softer interest rate regime, Jalan said "Yes, of course."
The RBI's credit policy statement indicated that the Bank Rate, the rate at which RBI lends funds to banks, would be reduced by 0.5 per cent from 6.5 per cent prevailing now.
Jalan said the central bank was keeping a close watch on the liquidity situation, days before the proposed cut in Cash Reserve Ratio (CRR) of banks.
RBI had advanced the date of the 0.5 per cent cut in CRR to June one from June 15.
It is expected that cut in CRR would pump in more than Rs 60 billion into the banking system.

Big fish at Juhu was actually a whale

Mumbai, May 27: THE much publicised ‘fish’ that was washed ashore Juhu Beach last fortnight has been identified as a Bryde’s Whale (Balaenoptera edeni) by the marine conservation group, Reef Watch. It is reportedly a rare spotting of this whale species (which are not fish, but mammals) at the city coast.
Over the last few years several ‘whale sharks’ (which are the largest fish species in the world) were found near the city’s coast; so this mammal was also mistaken to be a whale shark.
‘‘Known also as a ‘Tropical Whale’, this specimen measured 12 metres in length and 2.2 metres in width, and was an adult whale, though we could not identify its sex,’’ said the marine biologist of Reef Watch, Sarang Kulkarni, who conducted the research along with the Marine Conservation Director, Mitali Dutt Kakar.
The identification was extremely difficult due to its decomposed body and degraded head which was found on the beach. However, its many fold or throat grooves on the ventral side helped biologists properly identify it. The estimated weight of this whale is approximately around 10 to 15 tons.
However, the cause of the death could not be confirmed but the attack by sharks or perhaps even its only known natural predators such as Orca’s (Killer whale) cannot be ruled out.
These whales also face heavy threats from increased ship traffic and oil pollution other than the natural predators, Kulkarni said.

Lottery winner announced
The biggest-ever win in the country's first on-line lottery has been announced.
A small-time hotelier from the state of Sikkim, Bimal Kumar Gajmer, won $1.75m.
The lottery, called the Super Lotto, is a joint venture between a private television channel and the government of Sikkim.
Addressing a news conference on his first visit to the city of Bombay, Mr Gajmer said he was thinking of getting married now that the more mundane business of earning a livelihood had been taken care of.
