Communal violence in Gujarat an "aberration": Vajpayee
New York,Friday, September 13, 2002: Prime Minister Atal Bihari Vajpayee said the recent communal violence in Gujarat was an "aberration" and that the situation there is "now under control".
The Gujarat events came up during Vajpayee's interaction with American Jewish leaders during when the Prime Minister said much "misunderstanding" has been spread about the state since the riots.
"What happened recently (in Gujarat) was an aberration. However, everything is now under control, things are normal," he said yesterday.
Vajpayee said many foreigners have visited the state recently and could speak for themselves and make current judgements about the current situation.
In fact, different communities have been living together in Gujarat for centuries, he said, adding they have a history of tolerance in the State and this is the State that produced Mahatma Gandhi and Sardar Patel.

Bomb threat in Army buildings in Mumbai

MUMBAI: Five Indian military buildings were evacuated on Friday in Mumbai after a bomb threat, officials said. "We received some threatening calls around noon following which the five buildings housing the Maharashtra and Gujarat (states) headquarters of the Army were evacuated," defence spokesman H S Bobde said.
He added that an operation was launched to search for any explosives but it was possible that the call was a hoax.
Military units and police cordoned off nearly the whole area around the buildings in the posh southern Mumbai area

Train traffic restored on Down line at Rafiganj
Rafiganj,Friday, September 13, 2002: Traffic has been restored on the Gaya-Mughalsarai Down line after two bogies of the derailed Howrah-New Delhi Express were removed from the track and necessary repair work done, railway sources said today.
Sources at the Rafiganj railway station said that the Down line was reopened for traffic in the wee hours today and four trains, including Puri-New Delhi and Purshottam Express passed through it at a slow speed. After removal of the two coaches of the Rajdhani Express from the tracks, a goods train was the first to run on the track on experimental basis to gauge the load of the tracks.
A speed limit of 15 km/hour was fixed for the movement of trains, the sources added.
They said work was also on the up line but it would take at least a week's time to make the track operational.

Court issues suo motu contempt notices against Manisha, Nair
Mumbai,Friday, September 13, 2002: Mumbai High Court today issued suo motu notices to film actress Manisha Koirala and producer Shashilal Nair asking them to show cause why contempt action should not be taken against them for taking their dispute to an extra-constitutional authority, pending litigation over some objectionable scenes in film "Ek Chhoti Si Love Story".
The notices were issued by Justices R M Lodha and Dilip Bhosale, who made them returnable on October 5.
The judges took strong objection to the conduct of Nair and Manisha for approaching a third party when their legal dispute was pending in the court.
They have objected to Nair arranging a special screening of the film for Shiv Sena chief Bal Thackeray and disapproved of Manisha's conduct in seeking Thackeray's help to resolve her dispute with the producer over objectionable scenes.
The judges took a strong view of media reports which indicated that Nair had asked Thackeray to see the movie and do justice.
The judges noted +we are distressed and disturbed by the conduct of Manisha and Nair taking a subjudice matter to a third person. A party armed with a judicial order has to have such an order enforced through legal process and cannot be allowed to take the judicial order to streets for enforcement.
"The arms of the court are too long to bring a defiant to justice but a litigant in a pending matter can not be expected to take help of a third party for enforcement of a judicial order or to pressurise the opposite party", they observed.

20 diplomats from various countries to witness Kashmir elections
Srinagar,Friday, September 13, 2002: About 20 diplomats from various countries including the US, UK and Germany will be visiting Jammu and Kashmir to witness the four-phase assembly elections in the militancy-torn state beginning September 16.
Envoys from Japan, including a woman, are already here while consular representatives from US, Canada, Germany are expected by Saturday, official sources told PTI.
The remaining diplomats will be arriving here before the commencement of the first phase of the polls next Monday.
India has rejected the demand for international observers but said representatives from various embassies based in the country were free to come and see the whole election process including the vote counting process.
Two choppers have been pressed into service to facilitate the movement of diplomats. Security for them is to be provided jointly by Jammu and Kashmir state police, security agencies and para-military forces, the sources said.
The diplomats have been told they are free to speak to various sections of the people in the state about the election process and the arrangements made for it, they said.

Thackeray skips screening of Chhoti Si ...

Filmmaker Shashilal Nair waited in vain for Shiv Sena chief Bal Thackeray to turn up at Parel’s Raj Kamal Studio on Thursday where a special screening of Ek Chhotisi Love Story had been arranged. It was said that Mr Thackeray was not well.
The Sena chief was to attend the film’s screening at 6 p.m., which was later rescheduled at 9 p.m., before mediating on the dispute between actress Manisha Koirala and Nair. Ms Koirala, who was to attend the screening, was reportedly out of town on Thursday.
Sources said the real reason of Mr Thackeray’s absence was his reluctance to take a stand on the issue after the involvement of union information and broadcasting ministry. The ministry had sent a show cause notice to Mr Nair on September 10 as to why the film’s censor certificate should not be withdrawn. I & B minister Sushma Swaraj is expected to meet Ms Koirala and Mr Nair in New Delhi on Friday for a hearing on this matter.
Another reason, sources said, is that Mr Thackeray’s intervention is seen as extraconstitutional since the matter is being heard in the Mumbai high court. A division bench of the high court on September 5 granted an injunction on the release of the film.

Rs 2.12 bn FDI proposals cleared
New Delhi,Friday, September 13, 2002: Government today cleared 30 Foreign Direct Investment (FDI) proposals worth Rs 2.12 bn in infrastructure, textiles, TV news channel, consumer goods and information technology.
The proposals, cleared by Commerce and Industry Minister Murasoli Maran, included the Rs 990 mn proposal of UK-based camera, imaging goods and photochemicals maker Kodak Ltd to hike stake in its local arm, Kodak India, from 74.76 to 100 per cent.
They were cleared on the recommendations made by the Foreign Investment Promotion Board (FIPB), an official statement said here.
The Rs 510 mn proposal of Netherlands-based infrastructure company GVK International NV to take 51 per cent stake in its local subsidiary, GVK Infrastructure Investments was also cleared.
The proposal of GE Capital Mauritius to acquire 7.5 per cent stake for Rs 105 mn in the 24-hour Hindi news and current affairs television channel, TV Today Network also secured the nod.

Car, commercial vehicle, bike sales move up in August
New Delhi,Friday, September 13, 2002: Domestic car sales rose by 14.7 per cent during August 2002 as companies like Maruti Udyog, Hyundai, Tata Engineering and Fiat recorded growth in sales.
Total sales rose, for the third successive month, to 49,844 cars from 43,457 cars in August 2001, data released by the Society of Indian Automobile Manufacturers (SIAM) showed.
This was the first month this fiscal that the car market clocked a double-digit growth after recording rise of 5.1 and 8.7 per cent in June and July respectively.
Cumulative (April-August 2002-03) car sales remained flat at 2,08,000 units against 2,07,000 units a year ago.
Sale of commercial vehicles, an indicator of economic growth, went up by 21.3 per cent to 14,490 units (11,942 units in August 2001) as both medium and heavy along with light vehicles witnessed increase in sales.
Cumulative sales in this segment was up 32.7 per cent at 66,832 units (50,328 units).
Two-wheeler sales was 19.5 per cent higher at 3,89,000 units (3,26,000 units) as motorcycles surged by 37.5 per cent to 2,88,000 units (2,10,000 units).
Scooters and mopeds continued their downward ride in August with a 14.4 and 9.7 per cent drop at 71,011 units (82,996 units) and 29,752 units (32,956 units) respectively.
Sales of utility-vehicles fell by 1.4 per cent at 8,470 units (8,592 units) while that of multi-purpose-vehicles dipped 8.2 per cent to 4,400 units (4,793 units).
Three-wheeler sales increased by 6.9 per cent at 19,858 units (18,566 units).

Rupee opens better against dollar
Mumbai,Friday, September 13, 2002: The rupee opened better against the US currency and showed signs of recovery on dollar sales by exporters in quiet trade during morning dealings on the Interbank Foreign Exchange (FOREX) market today.
Resuming marginally higher at Rs 48.4450/4550 per dollar as against Thursday's close of Rs 48.4525/4575, the Indian unit improved to Rs 48.44/45 during late morning deals in the absence of any worthwhile dollar demand from oil PSUs.
Dealers said there were some inward remittances which is a regular feature coupled with general selling from exporters that helped rupee to recover the overnight lost ground.
Forex dealers expected the rupee to fluctuate in this range throughout the day.

Board exam to replace Std IV annual exam, unaided schools exempt
The Government of Maharashtra has finally announced the modified version of the board examination for students of Standard IV, including the scrapping of their annual school examination.
The board examination, to be called the Primary School Certificate (PSC) Examination, will be held for the current academic year in April 2003 instead of February 2003. It will replace the annual examination for Standard IV, but students will be promoted on the basis of average marks obtained by them in three school exams held during the year, Chief Minister Vilasrao Deshmukh announced after the cabinet meeting on Thursday.
Significantly, the government has decided to exempt about 1,500 unaided schools from the board examination, making the examination optional for these schools. The examination will, however, be mandatory for all aided and government-run schools among the 70,000 primary schools in the state. ‘‘Every year, the government spends Rs 2,400 crore on primary education in aided, municipal and zilla parishad schools. The decision for conducting examinations has been taken with a view to finding out whether the funds are properly utilised or not,’’ said Deshmukh.
The government has also decided to bear the entire expenditure of Rs 10 crore to be incurred on the examination instead of charging the students. Further, it will allow schools to pay the affiliation fees from the sundry expenses which form part of the grant-in-aid. Deshmukh also assured parents that the question papers will be based on the syllabus up to Standard IV. The students will be given grades, rather than marks. The top 30 per cent among the highest scoring students will be given A grade, the next 30 per cent will get a B grade while the remaining 40 per cent will be given a C grade. No student will be failed. Also, the government will henceforth not conduct a separate scholarship examination. Students obtaining grade A in the board exam will be eligible for scholarships, said Secretary for School Education J M Phatak.
Each of the three papers — Language & Social Sciences, Mathematics & Intelligence Test and General Science — will be marked on 100 and each will be of one hour duration. The examinations will be conducted through the Pune-based Maharashtra State Examination Board which holds scholarship examinations. External students can also appear for the examinations.

Junior Fed Cup: India beat Argentina 2-1
New Delhi,Friday, September 13, 2002: India beat Argentina 2-1 in a playoff for 5-8 positions in the Junior Fed Cup tennis tournament at La Baule, France Thursday.
Both, Sania Mirza and Ankita Bhambri, were in full form and won their singles matches against Virginia Donda and Andrea Banitez, respectively.
Ankita, playing an attacking game right from the beginning, outplayed Banitez in 6-3 6-3 to give India it's first victory, while Sania ran through Donda 6-2 6-0 to cap the second singles match.
However, in the doubles, the Indian pair - Sania and Kartiki Bhat - were overpowered by the Argentinian duo in a closely fought duel 6-7 (3/7) 5-7.
Meanwhile, Ankita, who suffered a minor leg injury would be rested for today's play-off against Hungary for the fifth position.

India qualifies for U-17 Asian soccer quarters
Abu Dhabi,Friday, September 13, 2002: India qualified for the quarter- finals of the 10th Asian Under-17 football championships after holding UAE to a 1-1 draw here Thursday night.
Playing an attacking game, Malsawma scored a superb goal from nearly 30 metres to give India a lead in the seventh minute.
Malsawma, alongwith Jerry Zirsanga and Lamare Rocus made some brilliant moves to pierce through the hosts' defence many a time but were unsuccessful.
UAE skipper Saeed al-Saygh coverted a penalty to score the much needed equaliser for the hosts.
UAE, ranked second in the group, after China and before India, has also qualified for the quarterfinals.
Much to UAE's dismay, skipper Saeed got two yellow cards just three minutes before the final whistle and would be missed by the hosts in the quarterfinals.
The India-UAE match drew a large number of expatriate Indians to boost up the team morale.

ICC gives conditional approval of logo for Indian cricketers
London,Friday, September 13, 2002: The ICC Friday said it has approved the use of Sahara India Pariwar's new logo "Subrata" by the Indian Cricket team for the Champions Trophy subject to the removal of the elements of the Sahara brand from the design for the players' uniforms.
The ICC is seeking to be as accommodating as possible and has today conveyed to the BCCI that the new brand Subrata is approved, an ICC release quoting its Chief Executive Malcolm Speed said.
However, this approval is subject to the removal from the proposed design for the player shirts of any element that is carried over from the Sahara brand, he added.
"What it can't use is elements of the Sahara logo. We are simply seeking to ensure that the new brand is actually a new brand and not simply Sahara in a different form." Speed said.
"It would also be highly appropriate and very welcome for the new brand to include India's national colours. This is the national team and it should be able to use its nation's colours," Speed said.
After a long presentation by the BCCI at a special meeting of all countries in Dubai on August 31, the countries playing the Champions Trophy voted 12-1 that there was a clear conflict with Sahara and the tournament sponsor, South African Airways, because of Sahara's airline business, he said.
Since then, as the countries asked it to do, the ICC has been working with the BCCI to identify an alternate proposal from Sahara that would not create this conflict, he added.
We have simply sought for ICC a proposal that does not use any brand, name, logo or any other marketing device to associate the proposed brand with Sahara, Speed said.

India hoping to maintain the tempo
Colombo,Friday, September 13, 2002: Just four days after ending a strenuous tour of England, India start their campaign in the mini World Cup here Saturday with a match against Zimbabwe, hoping to rework the magic that saw them win the NatWest Trophy triangular series two months ago.
The triumph at Lord's on July 13 in the NatWest Trophy final was one of India's biggest victories in recent times in one-day interantionals and capped the team's excellent run in the league matches of the series that involved England and Sri Lanka.
A similar performance would be needed here if India entertain hopes of winning the Champions Trophy which is being played almost on a knock-out basis.
With the controversy over sponsorship issue that put a question mark over the participation of top Indian cricketers finally having ended, all the players who made that victory in England possible are here, eager to prove their worth all over again.
The joining of Mohammad Kaif, Yuvraj Singh and Dinesh Mongia has brought a fresh wave of energy to the team that must be a bit tired after a gruelling 83-day tour of England, the fourth and final Test of which ended only on Monday.
Zimbabwe are by no means minnows like Kenya, Bangladesh or Holland - the weaker teams of the three other pools - and that virtually makes Group B, which has England too, a 'group of death'.
