Ending cross-border infiltration can lead to talks: Vajpayee
New Delhi,Wednesday, April 23, 2003: Prime Minister Atal Bihari Vajpayee today calibrated his latest peace initiative preferring to wait for Pakistan's response to his "hand of friendship" but asserted that stopping cross-border infiltration and destruction of terrorist infrastructure "can open the doors for talks" on all issues including Jammu and Kashmir.
Making a statement in the Lok Sabha on his week-end visit to Srinagar where he spoke of friendship with Pakistan, Vajpayee said "...I expressed the hope that a new beginning can take place between India and Pakistan. "I said that we have extended our hand of friendship. Let us see how Pakistan responds to this. Stopping cross-border infiltration and destruction of terrorist infrastructure can open the doors for talks. Talks can take place on all issues, including that of J and K," he said. Vajpayee also referred to his speech at a rally in Srinagar in which he had said "...this hand of friendship should be extended by both sides. Both sides should resolve that we need to live together in peace".

Advani favours meeting of CMs for evolving code of conduct
New Delhi,Wednesday, April 23, 2003: Heeding to opposition demand in the wake of developments in Uttar Pradesh, Deputy Prime Minister L K Advani today favoured convening a meeting of Chief Ministers to evolve a code of conduct for them.
"There should be no difficulty in convening such a meeting of Chief Ministers. I will be speaking to the Prime Minister in this regard.....and some code of conduct is formulated", he said in a 40-minute reply to a debate on the working of Home Ministry in the Rajya Sabha.

Truckers strike called off
The ten day nationwide truckers strike was today called off following negotiations between the agitation sponsorors, AIMTC and the Government.
During the discussions with Road Transport Minister B C Khanduri and Petroleum Minister Ram Naik, truckers representatives led by All India Motor Transport Congress (AIMTC) President Baba Sahab Dhoomal, the Government agreed to most of the major demands, sources said. Top
India to provide security related assistance to Nepal
Kathmandu,Wednesday, April 23, 2003: India will continue to give security related assistance to Nepal and provide help to it in its fight against terror, visiting Chief of Army Staff N C Vij has said.
"I am here to share my knowledge and experience with the Royal Nepalese Army," Vij, who is here on a four-day goodwill at the invitation of Nepalese Army Chief Gen. Pyar Jung Thapa said, adding "we will discuss whatever help is required by Nepalese Army".
"We have provided lots of military equipments to Nepal and we will provide whatever is required by them," Vij told PTI in Kathmandu on Tuesday night. India has provided logistics, vehicles, military hardware and two helicopters to Royal Nepal Army to help its anti-terror campaign.
"We are very much responsive to the Nepalese Army and we found they are also equally responsive and appreciating cooperation," Vij said.
On the ongoing peace process he said "I am sure they will succeed, I wish all the luck for them."
Vij, on his first visit to a foreign country after he assumed office, will visit pension camps of Indian Army-ex-servicement in Pokhara in west Nepal and Dharan in east Nepal. He said he has "great regard for the 40,000 Gurkha soldiers, who are serving in Indian army."
Vij will pay a visit to holy Pashupatinath temple and the Everest base camp near Namche Bazaar to greet the Indo-Nepal joint military expedition to Mt. Everest and Lhotse.
He will call on King Gyanendra at the Narayanhiti Royal Palace today, where he will be conferred title of the honorary general of the Royal Nepalese Army by the King.

US have no objection to Iraqi state with religious elements
Washington,Wednesday, April 23, 2003: The United States will insist on democracy in Iraq, but there can be a democracy which has religious elements to it provided people are "free", White House said.
"The goals of liberated Iraq, from the point of view about what type of government the US seeks, is a democracy, a country that welcomes different religions, that has freedom of speech, freedom to worship, free press," Ari Fleischer, the White House spokesman, said at his briefing here on Tuesday.
The US goal, he said, is not inconsistent with a state that has religious elements to it.
"Certainly you can have a state that has religious elements to it... that welcomes openness and worship and freedom."
Fleischer also said: "We want to make certain that elements of the previous Baathist regime are not able to return to positions of power. Those are the parameters under which we are working."
Asked if those Iraqis who might want a state along the lines of Iran's were out of luck, Fleischer said the US would not like to replace one type of dictatorship with another.
He said there no need for UN inspectors to return to Iraq as the US and its war allies were confident of doing the job of finding find weapons of mass destruction in Iraq.
"We know they (weapons) exist and we are confident they will be found," he said.

BMC to ration street lights
In a bid to save electricity, the Brihanmumbai Municipal Corporation (BMC) has decided to cut off electricity to every third street lamp in the city.
However, the Marine Drive and other tourist attractions in the city will continue to shine on unaffected through the night.
The lights will be switched off for four hours from 1 am to 5 am, said Municipal Commissioner Karun Srivastava at a press conference yesterday.
He said the decision has already been implemented in some areas during the last two months.
However, the commissioner said it would take a few months before the plan is properly implemented, as the Brihanmumbai Electric Supply and Transport (BEST) undertaking has to install gadgets to switch off power supply to the specific poles.
“We don’t think it would affect people much as most of the traffic thins after 12 pm,” said Srivastava.

TDSAT adjourns hearing on WLL issue to April 28
New Delhi,Wednesday, April 23, 2003: The telecom dispute tribunal, TDSAT, today adjourned the hearing on WLL case to Monday in view of the Supreme Court fixing April 25 as the date for hearing the Centre's plea against the tribunal's order asking the government to make public official notings pertaining to its policy on the WLL issue.
The TDSAT is hearing cellular operators' plea on WLL based limited mobiilty to basic telephone service providers.
The Centre had on April 17 filed a petition in the Apex Court challenging a TDSAT order directing the government to give cellular telephone operators copies of certain "sensitive documents" relating to the contentious WLL issue, saying the diclosure of such papers would harm public interest.
The petition stated that the direction of TDSAT to give copies of the privileged documents to the contesting private litigating parties, who had "commercial and other interests", would be against public interest.
The Government's appeal in the Supreme Court follows TDSAT's order of April 8, 2003 directing the Centre to file certain documents for which privilege had been claimed.

Medicos go on strike in Tamil Nadu
Chennai,Wednesday, April 23, 2003: Medical and dental college students across Tamil Nadu today began an indefinite strike boycotting classes and hospital work demanding hike in stipend and a ban on opening of new medical colleges in the state.
A spokesman of the agitating medical and dental students, house surgeons and post graduate doctors association claimed said that the response to the strike call was total throughout the state.
The medicos were compelled to go on strike as the government had not taken any postive steps towards their demands even after they had gone on a token strike on April 9, he said.
Among other demands, the students wanted recognition by Medical Council of India for courses offered in government and private medical colleges in the state and withdrawal of the move to revise fee.
Meanwhile, state Health Minister S Semmalai has reportedly said that he could not give any personal assurance to the students on their demands since any decision on the issue had to be taken by the state cabinet.
Health department sources, when contacted, said the normal functoning of the hospitals had not been affected at all by the strike as alternate arrangements, including engaging of sufficient doctors and paramedical staff, had already been made.

Arothe on verge of a unique century
Vadodara April 22 . Veteran Vadodara all-rounder Tushar Arothe is set to achieve a rare distinction of playing his 100th Ranji Trophy match as his side prepares for the crucial semifinal against Mumbai at the GSFC ground here from April 25.
The 34-year-old off-spinner, who made his debut in the Ranji Trophy in 1985-86 playing for Vadodara against Maharashtra, will be the first in Gujarat and the 11th Indian cricketer to play 100 matches in Ranji Trophy.
Arothe had proved his prowess both in batting and bowling having scored 5575 runs and taken 198 wickets with averages of 39.54 and 28.25 respectively from the 99 matches (152 innings) he had played so far in this premier cricket championship.
While his 171 against Hyderabad in 1992-93 is his highest score, his 6-wicket haul for 57 runs against Gujarat in 1985-86 is his best bowling performance. His knocks included 13 centuries and 29 fifties, according to veteran statistician Dinar Gupte.
During the current Ranji season, the senior most player of the Vadodara team has already claimed 15 wickets for 241 runs and scored 421 runs, including one century (150) and two half-centuries (66 and 64) from six matches.
The ten other leading Indian cricketers, who have achieved this rare feat are Rajendra Goel (122 matches), Ashok Malhotra (112), Amarjit Kaypee (108), S. Madanlal (106), S.M.H. Kirmani (105), Brijesh Patel (104), Sankar Talwar (103), C.S. Pandit (102) and Kanwaljit Singh (101 matches).

Dibyendu Barua emerges joint leader
Grand Masters Dibyendu Barua of India, Zhang Peng Xiang of China and Nguyen Anh Dung of Vietnam scored comprehensive wins with black pieces to share the lead with 4.5 points each at the end of the fifth round of the Commonwealth Chess Championship here today.
Tenth seed Barua defeated his compatriot and former British champion International Master R B Ramesh in French-Tarrasch game and outwitted his opponent in 42 moves while 14th seed Dung caused a mild flutter beating seventh seed Sherbakov Ruslan, Russian GM in a Nimzo Indian game. Dungh overpowered his rival in 37 moves.
Eighth seed Xiang demolished young Indan International Master Neelotpal Das (3.5 points) in a Sicilian-Paulsen game in just 27 moves.
Youngest GM in the country Koneru Humpy (2.5) managed to score full points, after successive reversals, when she defeated K Lakshmi Praneetha of India while veteran Indian GM Pravin Thipsay (3) beat WIM Nisha Mohota. Top
