Political conspiracy on to stop Tata project: Basu
Kolkata, Jun 29 (PTI) CPI-M patriarch Jyoti Basu today endorsed his party's line that a "political conspiracy" has been hatched to stop the Tata Motors' small car project in Singur and to malign the West Bengal government by trying to implicate a party official in the alleged murder of a girl.
"The matter is under judicial review. Yet it is definitely a political conspiracy as it cannot be explained otherwise how Tapasi Malik's body could be dumped in our area (the Tata Motors project site)," Basu told reporters after the CPI-M's state secretariat meeting here.
CPI-M's Singur zonal committee secretary Suhrid Dutta was arrested last night by the CBI in connection with Tapasi's murder, days after party supporter Debu Malik was nabbed for the same case.
This has become an embarrassment for the party, particularly at a time when the state government is trying to hard-sell an alternative rehabilitation package prepared by Industry Minister Nirupam Sen for those whose land was acquired for the Tata project.
Dutta played a key role in the acquisition of land and construction of the boundary wall for Tata's project that will build the Rs one lakh car.
Tapasi, the daughter of a sharecropper, was in the forefront of the movement launched by the Trinamool Congress- led Save Farmland Committee against the "forcible" acquisition of land in Singur.
On December 18 last year, her charred body was found on the land acquired for the project. Tapasi was allegedly raped before being killed. PTI
Pak reluctant to lift ban on Indian TV channels, films

Islamabad, June 29 (PTI) Indian films and TV channels will remain banned in Pakistan with Islamabad showing reluctance to lift the restriction on these at the two-day talks between the Cultural Secretaries here today.
At the talks, the two sides discussed new proposals, like group tourism, to enhance people-to-people contacts but left the decision on the much-awaited liberalisation of visa regime to the meeting of Home Secretaries to be held in New Delhi on July three.
India offered two seats for Pakistani nationals in the faculty of the Indian Hotel Management Institute and two post graduation seats in the National Institute of Unani Medicine.
During the meeting between Secretary for Culture and Tourism, Badal K Das and his Pakistani counterpart Saleem Gul Sheikh, the Indian side sought lifting of the ban on Indian films and TV channels.
There was no concrete response from Pakistani side about Indian request to lift the ban, Das told PTI.
India has also proposed holding of film festivals of their films in both the countries, he said, adding New Delhi has also suggested cooperation to jointly tackle the issue of film and music piracy.
Das said Pakistan side has evinced interest in introducing group tourism visas to promote tourism and offered to allow Indian pilgrims to visit eight more shrines.
The issue would be finalised during Home Secretary-level talks, he said after the parleys held under the fourth round of composite dialogue. PTI
Nehru taken for a ride by Chinese: Paper

Washington, July 29 (PTI)In what could be seen as a possible obstacle to the growing ties between India and China, a recently de-classified paper of the CIA has said that the first Prime Minister Jawaharlal Nehru was consistently taken for a ride by the Chinese in the months and years prior to the 1962 war.
The top secret documents of March 1963 was approved for release only in may 2007. The declassification of documents pertaining to several aspects of domestic and international politics has been seen by the current CIA brass as a part of a new transparency as also providing a glimpse into the thinking and workings of the nodal intelligence outfit.
One set of documents called the Cesar-Polo-Esau Papers deal with Communist countries notably China and the erstwhile Soviet Union and three sections of which are devoted to an analysis of the Sino-Indian relations leading up to the 1962 debacle.
One of the major points of contention of the CIA is that the Chinese Prime Minister Zhou en Lai (at the time going by the spelling of Chou en Lai) consistently impressed upon Nehru that Peking (Beijing) had no territorial ambitions and that the maps that the Chinese were suing to portray vast tracts of Indian territory as theirs were 'old' maps from the Kuomintang era that had no time to be revised.
"The Sino-Indian dispute, as we see it, did not arise as a function of the Sino-Soviet dispute" the CIA said in its analysis in 1963. PTI
Tap potential for health care products in global market: Prez
Hyderabad, Jun 29 (PTI) President A P J Abdul Kalam today asked the Indian companies to tap the vast potential for health care products in the international market by maintaining competitive pricing and high quality.
"By expanding R&D strengths in metallurgy, drug delivery and evaluation and creating linkages with educational institutions and national laboratories, we can market the products at half the rate of the international competitors," Kalam said here.
He was speaking after inaugurating Asia's first catheter manufacturing and research and development facility at Mangalapally village, about 40 Kms from here.
The facility, developed by the city-based Relisys Medical Devices Ltd (RMDL), will help bring down the cost of catheters and stents, which are currently imported at high cost.
The state-of-the-art facility, spread over seven acres, will initially have manufacturing capacity of 2 lakh stents and 1.20 lakh diagnostic catheters per year.
India should explore the huge untapped market potential in health care products through unique strategies and innovative methods of making the state-of-the-art products available at affordable costs for different segments of society, he said.
Kalam, who was instrumental in developing India's first indigenous cardiac stent in association with well-known cardiologist B Soma Raju in 1998, called for continuous research focusing on bringing down the cost of health care products. PTI
India, UK Inc draw joint action plan to tackle climate change
New Delhi, June 29 (PTI) Corporate leaders of India and the UK have agreed to draw a joint action plan to increase cooperation to tackle the issues concerning climate change.
Taking forward the issue of climate change at the business level, CII and its UK counterpart, the Confederation of British Industry (CBI) at a meeting in London, have also decided to form partnerships to develop clean coal technologies and carbon sequestration, a CII statement said here.
Other areas of collaboration, it added, would include waste-to-energy and other waste utilisation technologies and renewable energy.
The issues concerning technology cooperation came up for discussion during the three-day visit (June 24 to 26) of 11 CEOs led by CII president Sunil Bharti Mittal.
The CII delegation also met British Secretary of State for Environment, Food and Rural Affairs David Miliband who assured all support to India in adopting clean development technologies.
During the visit, CII also signed a memorandum of understanding with the Said Business School, University of Oxford for setting up their India Business Centre. PTI
Big Apple to invest Rs 45 cr on stores in Delhi, NCR
New Delhi, June 29 (PTI) Grocery retailer Big Apple today said it will invest Rs 45 crore to more than double its stores in Delhi and NCR as part of its plan to have a pan-India presence by 2008-09.
"We would invest Rs 45 crore to set up 65 new stores in Delhi and NCR to take up the total number to 100, which would be further increased to 140 by the end of this fiscal," Big Apple Managing Director Munish Hemrajani told PTI on the sidelines of a retail conference here.
He said that the company would primarily expand its presence in Delhi and NCR in 2007-08 and would diversify to other locations in the next fiscal.
As a part of the plans, the company will set up stores in Karnataka and Gujarat in the next fiscal.
"Initially, we will tap Gujarat and Karnataka and would take a call on where to expand based on our experience in these two states," Hemrajani said.
The company is planning to open around 200 stores in Gujarat while another 50 in Karnataka, he added.
"While our stores in Karnataka will be primarily restricted to Bangalore, in Gujarat the company would spread its outlets to various location," the managing director said.
He said the company currently earns an annual turnover of Rs 2.5-3 crore and expects to break-even in the next three months with 100 stores operational.
Big Apple is also planning to raise funds through private placements for the expansion, Hemrajani said, but did not disclose further details on the same. PTI
Poor infrastructure can undo retail boom, say experts
New Delhi, June 29 (PTI) Cautioning that infrastructure bottlenecks could play a spoilsport in an otherwise booming organised retail sector in India, industry experts today said companies first need to concentrate on establishing supply chains and logistics before going ahead with expansion.
Speaking at a retail conference organised by the Indian Retail Forum (IRF), McDonalds' India Managing Director Vikram Bakshi said: "Retailers in India should first understand the local market dynamics before announcing big ticket investments." Milagrow Chairman Rajeev Karwal said retail chains need to ensure vendor and contract management, contract manufacturing, supply chain management, early planning and proper execution for the success of their venture.
"Early planning and proper execution of plans, supply chain management, good relations between retailers and vendors and proper networking and process flow hold the key to success in retail trade," Karwal said.
A study released by realty consulting firm Jones Lang Lasalle Meghraj earlier this week had warned of a shakeout in the retail industry due to problems faced by players in areas such as infrastructure, logistics and manpower.
Bakshi too said high attrition rate was a cause for concern for retailers, as they are not investing enough in employee training programmes.
"McDonalds faces as high as 83 per cent attrition rate but the company manages the problem through proper training modules," he said.
Commenting on the concerns raised by small retailers, industry experts said that there is enough room for both big organised players and mom and pop store owners to co-exist. PTI
Forex records more than four-fold rise at USD 47.6 bn in FY07
Mumbai, June 29 (PTI) Booming Indian economy coupled with rising rupee has led to more than four-fold increase in foreign exchange reserve to 47.5 billion dollars during 2006-07 as compared to 10.1 billion dollar a year ago.
External Commercial Borrowings (ECBs) contributed maximum to the kitty as corporates borrowed a net of 16.1 billion dollar from overseas debt market.
However, during the previous year the net ECBs inflow was just 2.7 billion dollars after including redemption of 5.5 billion dollars India Millennium Deposits (IMDs) floated by State Bank of India in the year 2000.
The net foreign investment during the year declined marginally to 15.5 billion dollars from 17.2 billion dollar in the previous fiscal, RBI said in a statement.
One of reasons for four-fold increase in the net accreation of forex reserve was appreciation of Rupee resulted in the gain of 10.9 billion dollar during 2006-07 as against the valuation loss of 5 billion dollar in the previous year.
Valuation gain reflects the appreciation of major currencies against the US dollar, it said. PTI
Spa Agencies to invest Rs 150 cr to expand home brands reach
New Delhi, Jun 29 (PTI) Spa Agencies (India) Pvt Ltd, the distributor of global premium brands like Lladro in India, has earmarked Rs 150 crore investment over the next three years to expand the presence of six brands it represents here.
Spa is the sole distributor of global home decor brands like Lladro, Christoph, Rosenthal, Versace Home, Ville Roy and Boch and Baccarat in India.
"We currently have six brands in our kitty and we would be investing about Rs 150 crore for expanding footprint of all these brands in the next three years. By the end of this year, we would have a total of 30 stores for all the brands we represent," Spa Agencies Managing Director Amar Agrawal told PTI on the sidelines of the retail forum here today.
The investment would be jointly made by Spa and the global brand it distributes in India.
Agrawal said they would be selective in opening stores for the brands and would restrict to a few stores for each of the brands.
While the high-end porcelain brand Lladro has been present in India for the last five years, Spa entered into agreements with the other five brands only toward the end of 2006.
About Rs 40-45 crore has been earmarked for 2006 and 2007 for expansion of Lladro stores in India.
"India emerged as a lucrative market for us and we decided to put the country on the fast track for our products. We undertook complete restructuring of our Lladro stores here to suit the needs of the domestic market," Agrawal said. PTI

Dubai, June 29 (PTI) Sri Lankan spin wizard Muttiah Muralitharan's splendid nine-wicket haul against Bangladesh has pushed his tally to 916 points in the ICC Test bowlers rankings, only 16 points away from Sydney Barnes who tops the all-time list.
Muralitharan, the only contemporary bowler having more than 900 rating points, is now placed fourth behind Imran Khan of Pakistan (922 points) and England's George Lohmann (931).
Muralitharan leads the top Test bowlers chart as there were no changes in the order of the top 20 in the bowlers' chart.
Makhaya Ntini (856) of South Africa is at second position followed by India's Anil Kumble (730), compatriot Shaun Pollock (730) and New Zealander Shane Bond (722).

India will miss allrounder in England: Durrani
New Delhi, Jun 29 (PTI) Former Test cricketer Salim Durrani believes Indian team will miss a genuine all-rounder on their next month's series against England.
"The series will be very challenging. The balance appears to be tilted in the favour of England as they have all rounder in their team, who would also be benefited by the home conditions," Durrani said at a book release function here yesterday.
England all-rounder Andrew Flintoff, recuperating after a surgery on his right ankle, is expected to be fit for the series while Paul Collingwood could also prove effective with his medium pace bowling.
Durrani said Indian team desperately needs a genuine allrounder if they are to make their presence felt at international level.
"If India want to dominate in international cricket, an allrounder is a must for them. It was unfortunate that we could not produce a genuine allrounder after Kapil Dev." Durrani, who made 1202 runs and took 75 wickets in 29 Test, said the onus would be on batsmen in the series.
"Batsmen will have to shoulder more burden in England. They will have to give their bowlers big scores, only then they can be successful in getting 20 wickets.
"England have good attack as well. They have experienced fast bowlers. I think, it will be a test for our batsmen. At the same time, we too have world class batters and I believe they are capable of delivering," Durrani said.
Durrani said BCCI was not utilising the experience of former players to promote the game in the country and added that he would like "to contribute by guiding young cricketers". PTI
Sasikiran draws again, remains at the bottom of the table

Yalta (Ukraine) June 29 (PTI) Grandmaster Krishnan Sasikiran played out his third consecutive draw, splitting the point with Romanian Liviu-Dieter Nisipeanu in the 10th and penultimate round of the Aerosvit International Grandmasters Chess tournament here.
The draw took the Indian's points tally to four and he remained at the bottom of the table with Russian Dmitry Jakovenko and Nisipeanu.
Sasikiran played the solid Caro Kann defense against Nisipeanu and equalised from the opening without much difficulty.
The game developed quietly, a big change from Sasikiran's razor sharp battles over the last few rounds. There was nothing in the position for either side and the game inevitably headed towards a draw as the pieces came off the board.
The players agreed to split the point in an absolutely equal major piece endgame after 33 moves.

China sets up elite force to tackle terror at Olympics
Beijing, June 29 (PTI) China has established an elite military unit to counter the security threat to 2008 Beijing Olympics by terrorist organisations based in East Turkistan and Tibetan separatists.
A senior defence official said terrorist organisations, Falungong adherents and Tibetan separatists could pose a serious threat to Beijing Games.
China's military has established an elite security unit -- comprising army, navy and air force personnel -- for ensuring a safe Olympics, he said.
"The People's Liberation Army (PLA) established a command centre and the elite unit has been selected," Military bureau of the Beijing Olympic Games security work command centre Director Tian Yixiang said, adding the training programme has also been completed.
"The PLA security unit would deal with non-traditional threats during the games, particularly biochemical and nuclear terror attacks," Tian told 65 defence attaches from 54 foreign embassies to China, who attended a briefing on PLA security preparations for the Olympics.
Under the security plan, the unit would be responsible for air protection of all arenas, and maritime safety of coastal venues.
The unit would help the police and armed police forces in preventing and dealing with terror attacks as well as rescue operations in disaster or accident situations.
The PLA would also be responsible for managing border control to prevent terror activities and stop East Turkistan terrorist organisations, Falungong adherents or Tibetan separatists from getting to the Games. PTI
Musharraf to address the nation next week
Islamabad, Jun 29 (PTI) Pakistan President Pervez Musharraf will address the nation next week to apprise the people of his stand on various national issues.
Musharraf, who addressed the concluding session of a media workshop today organised by the National Defence University, did not give any date but said his address will be followed by brief interactions every two weeks on specific subjects to inform the nation about measures being taken by the government to address important issues.

India hopeful of resolving aviation row with Kuwait
Dubai, June 29 (PTI) The aviation crisis between India and Kuwait is expected to be resolved as both sides resumed the talks in Kuwait capital today.
Kuwait's Indian ambassador M Ganapathy told PTI over phone that there is "some movement and we hope to a final conclusion by the afternoon." The spat between the two countries began when Kuwait decided to stop Indian carriers from flying into the country from July 1.
In order to break the deadlock, an high-level Indian delegation comprising civil aviation ministry joint secretary R K Singh and representatives of A-I and IA arrived in Kuwait yesterday.
Singh said the talks went off well yesterday and added that the talks were part of a prolonged discussion. "We are always hopeful," he said.
As per the schedule, the Indian team returns home tonight.
The official said that the discussion covered everything like increasing the overall traffic and adding additional points of traffic.
Earlier on Wednesday, a senior official of Kuwait's Department of Civil Aviation Salah Al-Armeni had said that "an Indian delegation will arrive in Kuwait and we will begin negotiations about the issue. We will reach an agreement and the results will be announced before or on Saturday." The crisis comes at a time when thousands of passengers fly to India during summer holidays. The crisis was aggravated after the Kuwait issued a notice to Air India and Indian saying it will not receive flights of the airlines from July 1. PTI
Vandals face death penalty for damaging military facilities in China
Beijing, Jun 29 (PTI) Vandals will face long jail terms or even the death penalty for deliberately damaging China's military telecommunication facilities, the apex court has ruled.
"Most of the damage to military telecommunication facilities in China is caused by illegal construction, which causes great harm to national security and damages the interests of national defence," an official from the Supreme People's Court (SPC) has said.
He said that military communication cables were cut hundreds of times each year, Xinhua news agency reported.
The judicial explanation details four levels of sentence depending on the extent of the damage: imprisonment up to three years; three to ten years in prison; ten years to life imprisonment; and death.
It stipulates that vandalism that hinders "important military communications" affects operations or inflicts losses on the army, causing the deaths of more than three people, injuring more than ten and losses exceeding USD 128,200, could incur at least 10 years in jail or even the death penalty.
Actions that cause communication difficulties while troops conduct disaster-relief operation or military manoeuvres, or deal with emergencies with "extremely serious" results could incur the same penalties, it said.
"Damaging military communication facilities or computer systems, or deliberately disrupting communications signals, could incur a jail sentence of up to three years. PTI
Russia carries out successful missile test
Moscow, Jun 29 (PTI) Russia has successfully tested its next generation submarine launched intercontinental ballistic missile with multiple nuclear warheads.
Typhoon class nuclear submarine "Dmitry Donskoi" testfired the Bulava missile from the White Sea in North Russia yesterday precisely hitting a designated target about 6,700 km away in the Kamchatka Peninsula in the country's far east facing US State of Alaska, according to Russian Naval spokesman Capt Igor Dygalo.
"A dummy warhead reached the testing grounds right on schedule," Igor Dygalo was quoted as saying by state-run Rossia Channel.
However, despite previous successful launches, three missile tests failed late last year, including one personally watched by President Vladimir Putin during the course of wargames of Russian nuclear force's main component-- the Northern Fleet.
According to the national defence programme beginning from this year R-30 Bulava (NATO codename SS-NX-30) nuclear ICBM are to be deployed on next-generation Borey-class nuclear missile submarines.
The missiles are expected to become the mainstay of the Russian Navy's strategic nuclear forces in decades to come.
The first Borey-class nuclear submarine, 'Yuri Dolgoruki', was launched on April 15 at the Sevmash shipyard in Severodvinsk, currently also refitting Admiral Gorshkov aircraft carrier for the Indian Navy. PTI
Kaziranga National Park struggles with swelling rhino numbers

Kaziranga, Jun 29 (PTI) At a time when conservationists world over are fighting to preserve the highly endangered one horned rhino, the authorities of Kaziranga National Park are grappling with a different problem-- to manage the over populated species.
According to the last 2005 census, the Kaziranga National Park, in upper Assam, a world heritage site, and taken as a success story in rhino management, has a total 1,855 of the one horned rhinos.
Considering the unique terrain of the flood-prone park along which the mighty river Brahmaputra flows, the population has become a bit too much for the park authorities to handle at ease.
"For the tourists it is a matter of delight that hardly within a minute's foray into the park they get to see the majestic animal but for us management and protecting it from the poachers is posing some problem", Park Director Surendra Nath Buragohain says.
The area of the park has been doubled from 430 sq km to 860 sq km but the existing staff strength including the forest guards has not increased correspondingly putting additional pressure on the staff, he says.
"The unique forest growth (of elephant grass) is also a factor and the perennial problem also adds to the woes making it difficult to maintain tight vigil", the director says. PTI

New Delhi, Jun 28 (PTI) Civil service which was once considered as an elite service and the 'steel frame of India' no longer appeals to the youth as before says a senior IAS officer couple.
"A career in the administrative services was earlier a most admired and popular option. The change in perception that has come about now is not only because of government's role is reducing in every sphere.
"In fact, renumeration, though never the most attractive aspect of the job, has turned out to be the biggest reason for the change in perception - the salary structure, when compared to that of the private sector after liberalisation, is ludicrous. Cut out the frills and consider the essentials, and it will boil down to a choice between earning one's bread and illusory prestige," writes Leena Nandan, Director, Ministry of Tourism and Jiwesh Nandan, Director, Ministry of Power, Government of India in their book, 'How to Placate an Angry Naga'.
They further point out that, "If the present stage of affairs continues then only those who can't make the best of competitive opportunities will opt for this career in the coming years." Shortened verbs, sentences sans prepositions, abbreviations used as never before...Get accustomed to the language of young, considered the 'in thing' today. After all who has the time in this world to inquire if the person on other side is a he or she, an uncle or a kid, a "hi" is much more happening these days.
"The new chat lingo is faster, trendier and a great time saver, when it comes to text chat and on messenger. Moreover, they are in vogue these days", says Sanya Ralhan, Class X student.
As the cell phones replace Barbie dolls and toy cars, it seems laptops are what kids demand for on turning nine. The generation Y cannot debar itself from using the language in vogue. "One often faces time and space constraints in message chats, therefore use of abbreviations and jargons is convenient besides its fun to play with the language as we go on creating more and more smart lingos," says 12 -year -old Devika Kapoor.
What's more, the word 'sms' itself has found itself a comfortable place in Oxford dictionary. Seeing the wide usage of such lingo by a large number of people, its impact is very much visible on the written day to day English.
"With every new batch, chat lingo's are frequently seen in the answer sheets and assignments, but I have no qualms in accepting the changing trend. I feel language is a dynamic thing and changes to suit the needs of man should be readily acceptable," says S D Triparthy, Professor, I.P University. PTI
SAD? Virtual Reality therapy can help
New Delhi, Jun 27 (PTI) At the thought of addressing a classroom or alarger auditorium packed to its capacity some people break out into a sweat, their legs turn to jelly, and their hearts begin to pound wildly or go light-headed.
Glassophobia, or the fear of public speaking is one of the many phobias that are associated with a medical condition called Social Anxiety Disorder of SAD, the third largest mental health care problem in the world, that affects roughly around 200 million people in India according to estimates by the WHO.
Now a US-based company called Illumenta has introduced a Virtual Reality Exposure Therapy (VRET) that will recreate situations, which are most feared and use a combination of desensitisation techniques that would if used over a prolonged period of time gradually help people tide over any type of phobia, fear or addiction.
In VRET those who are afraid of speaking up in front of a large audience, are made to stand on a makeshift podium and given the necessary paraphernalia of goggles, headset and earphones to wear and all lights are dimmed. "A typical classroom with noisy students and blaring music comes up before the client and he or she feels as if they are really standing inside a classroom," says Manish Bhan President and CEO of Illumenta.
Anxiety is developed due to the conditioning that a person receives, says Dr Tulika Mehta Aggarwal, clinical psychologist, who has worked with a select small group of clients on a trial basis for the VRET technique. PTI
