US asks India to come clean on ties with Iran
Washington/New Delhi, Sept 19 (PTI) The U.S has asked India to come clean on its military ties with Iran but New Delhi played down its concerns asserting that friendly relations with one country will not affect ties with others.
In remarks that has raised the hackles of the Left on the back of the growing rift between the UPA and the Communist parties on the Indo-US nuke deal, the U.S has said the onus is on New Delhi to explain its military relationship with Tehran.
The U.S's position on Indo-Iranian ties was spelt out by Assistant Secretary of State for South Asia Richard Boucher when asked to comment on apprehensions voiced by senior U.S lawmakers on India's military relations with Iran.
"I think that some of the fears are exaggerated. Some of the training it turns out to be cadet level;some of the exchanges don't lead to a lot...".
"But I think it's more on the Indian side to try to explain exactly what is and what is not going on in its relations with Iran, as we are upfront in our relations with other countries like India," Boucher said at a meeting organised by the United States-India Business Alliance here.
"I'm sure India can explain it better than we can what their relationships are and are not..." ,he said, adding that New Delhi had made it clear that it is not interested in seeing the emergence of another nuclear power in that neighbourhood.
"The Indian government is very well aware of the concerns of India's military relationship with Iran. What we are trying to do is for everybody to understand the facts of the matter," Boucher added.
Boucher's remarks saw the Government and the Left united with Defence Minister defending Indo-Iranian ties and the CPI saying the U.S has no business to tell India "what it should do and what it should not do." PTI
Nuke deal; Left rejects govt response to their objections
New Delhi, Sep 19 (PTI) Ahead of the crucial meeting to resolve differences on the Indo-US nuclear deal, Left parties today rejected government's response to their objections on the accord, saying they were not convinced with even a "single contention of the government" on the issue.
"We are not conviced with even a single contention of the government. It is a lawyers' contention," CPI leader A B Bardhan told reporters after an over 90-minute meeting among Left leaders.
He was replying to a question on whether the Left leaders agreed with government's contention on the 123 agreement.
"We have rebuffed, refuted whatever the government has said," Bardhan observed.
"Today, we have prepared a sort of reply to their (government) reply and we will discuss it on that basis," the CPI leader said.
On the remarks made by Atomic Energy Commission Chairman Anil Kakodkar at Vienna, Bardhan said "Kakodkar has given a speech in a conference. He has not been discussing India-specific safeguards".
He said the Left parties were wanting more time so that the issue could be discussed in Parliament. PTI
"Breach of trust" if Govt goes ahead with nuke deal: CPI
New Delhi, Sept 19 (PTI) Ahead of the Left-UPA Committee meeting on the Indo-US nuclear deal, the CPI today said it would be a "breach of trust" if the government went ahead with negotiations on India-specific safeguards agreement at the ongoing IAEA meet in Vienna.
"If they (Government) start negotiations on the safeguards, then the Left-UPA Committee (on the nuclear deal) becomes meaningless. This will be a breach of trust," party national secretary, D Raja, told PTI ahead of the committee meeting this evening.
The Committee was formed to go into the Left parties' concerns on the nuclear deal and the government had agreed that it would not operationalise it till the panel came out with its findings, he said.
If they are starting negotiations as the next step to operationalise the deal, then the situation becomes "untenable", he added.
Raja was reacting to reports that the Atomic Energy Commission Chairman, Anil Kakodkar, had held discussions with representatives of countries who are part of the Nuclear Suppliers Group (NSG) at IAEA meet in Vienna.
The leaders of the Left-UPA Committee are expected to discuss the Hyde Act and its impact on the 123 Agreement and India's foreign and security policy in today's meeting. PTI
No unilateral ceasefire in J-K during Ramzan: Antony
New Delhi, Sep 19 (PTI) The government today said it would not unilaterally put in place a ceasefire in Jammu and Kashmir during the holy month of Ramzan unless there was an offer for a ceasefire from terrorist groups.
"We cannot decide unilateraly. It depends on them (militant groups) as well," Defence Minister A K Antony told reporters on the sidelines of a Coast Guard commanders' conference here.
He was replying to a question on whether the government planned to put in place a truce with terrorist groups in the militancy-ravaged state during the ongoing month of Ramzan.
Certain political parties in the state had requested the Centre to announce a ceasefire during the month, a move that was opposed by security agencies who reasoned that truces during this period in the past were used by terrorists to re-group, official sources said.
They said the militants are currently facing the heat from the security forces and the offensive should continue.
As far as the ceasefire with Pakistani forces along the frontiers in Jammu and Kashmir is concerned, it is between the two countries and "has been by and large holding good for the last three years," Antony said. PTI
Ponting ruled out for rest of T20 WC, may miss India tour
Durban, Sept 19 (PTI) The Australian cricket team today received a major jolt with captain Ricky Ponting being ruled out for the rest of the Twenty20 World Cup due to injury which also rendered him doubtful for the tour of India.
In yesterday's Super Eight match against Pakistan, which Australia lost by six wickets, Ponting suffered a hamstring strain while batting.
Ponting's injury came at a time when the world champions are struggling to make it to the semifinals of the Twenty20 World Cup and are meeting Sri Lanka in a crucial Super Eight encounter later today.
Along with Pakistan, the winner of the match will reach the last four stage from group F.
Australia's physiotherapist Alex Kountouris said the injury may force Ponting out of action for four weeks, which means he may miss out on the seven-match one-day series against India beginning on September 29.
"Over the next three to five days we will have a much better indication of where it's leading, so we will know whether he will have to go home or be able to go to India," Kountouris told mediapersons.
"Hopefully, he will take some part in the series in India. The best case scenario is a couple of weeks. The worst case scenario is four weeks," Kountouris said, adding "he just took off for a run and felt it a bit (yesterday)." The physio said the Aussie skipper might be experiencing such an injury for the first time in his career. PTI
Pakistan need to guard against complacency, warns Malik
Karachi, Sep 19 (PTI) Confident after Pakistan's six-wicket win over Australia in the Twenty20 World Cup, captain Shoaib Malik thinks his team has to guard against complacency in their crucial semifinal match.
"Anything is possible in this form of the game, so we have to guard against complacency all the time," Malik said.
The Pakistan skipper said a clear definition of each player's role on the field had helped his team pull off creditable performances in the tournament.
"We are now following a policy of defining every player's role clearly and also being prepared for any eventuality on the field because conditions can change anytime. Role definition means every player knows what he has to do," he said in an interview to Geo television.
Malik said there were two turning points in the Super Eight match against Australia which went in favour of Pakistan.
"We only had a look at the pitch after coming to the ground for the match and they had prepared two tracks for the match. They decided on the pitch late but once it was done, I had no doubt we should field first on it," he said.
"I knew we have the bowling which is capable of restricting the Australians to around 160 and 170 runs which was gettable on this pitch," he said. PTI
Pakistan eye T20 title win, hold celebrations
Karachi, Sep 19 (PTI) The Pakistan team has put its celebrations on hold despite registering exciting wins over Sri Lanka and Australia in the Twenty20 World Championships in South Africa.
Pakistan reached the semifinals of the Twenty20 World Cup after back to back wins over Sri Lanka and Australia, who played in the final of the World Cup in the West Indies earlier this year.
"Definitely the victory over Australia is a big milestone for us. But there have been no wild celebration in the team and it will come after and if we manage to win the trophy itself," Ehsan Malik, the media manager of the team, told PTI from Johannesburg today.
Malik said the players were overjoyed after beating Australia, but they knew they still had three more matches to go before they can really celebrate.
Malik admitted that after the Shoaib Akhtar and Mohammad Asif brawl, which led to the former being sent back home on disciplinary grounds, the performance of the team had been a surprise for him. "We always have a lot of talent but to win big matches in pressure situations is what has lifted us up in this tournament." Malik said the team was now focused on the match against Bangladesh and not taking them lightly.
"We know it is not everyday you beat Australia because they are the world's top side, but still we still have a lot of hard work to do in this competition," he said.
Malik said performances of newcomers like Misbah-ul-Haq and Sohail Tanvir are the highlights of Pakistan's success.
"The atmosphere in the team is very good and the morale is high. So just pray it can continue this way and lead us to the title," he added. PTI
Musharraf pats Pakistan team after win over Australia
Karachi, Sep 19 (PTI) The Pakistan cricket team has been told by President Pervez Musharraf to keep up their hard work to continue the winning streak in the Twenty20 World Cup in South Africa.
Ehsan Malik, the media manager of the Pakistan team, today said that Musharraf had called up captain Shoaib Malik and spoken to him.
"It was a nice gesture from the President and it has lifted the spirits of the players. He told Malik that it was good to see the new combination of new and senior players combining so well in the tournament," he said.
Musharraf's spokesman Major General Rashid Qureshi said the President had appreciated the spirited performance of the team which had made the country proud.
Musharraf is the chief patron of the Pakistan Cricket Board and an avid fan of the game.
When fast bowler Shoaib Akhtar was recently sent back from South Africa on disciplinary grounds after he had a row with teammate Mohammad Asif, Musharraf had directed the board to ensure there was no compromise on discipline.
Musharraf had also lost his cool after Pakistan's dismal show in the last World Cup in March when the team was eliminated in the first round of the competition in the West Indies.
There was more good news for the Pakistani players after their win over Australia when the board also announced a cash prize of USD 10,000 for each of the players.
Ehsan Malik said the announcement was done to appreciate the hard work of the players.
The boys are happy because more than the reward it is the gesture that counts. PTI
India to host 2009 Asian Table Tennis championship
Beijing, Sept 19 (PTI) India won the right to host the 2009 Asian Table Tennis Championship, amid an angry walkout by rival Qatar from a meeting held today in Yangzhou, China.
New Delhi, which has not hosted a major international table tennis event for the past 15 years, will hold the 2009 Asian championships.
The Asian Table Tennis Union (ATTU) denied the only other bidder Doha, enraging Qatari representatives, who stormed out of the meeting, Xinhua news agency reported.
ATTU president Li Furong said most of the voters were in support of New Delhi, who hosted the Asian championships last time in 1992.
Li did not disclose the result of ballot, the report said.
"Qatar has held a lot of major sports events including the 2004 World Table Tennis championships and the 2006 Asian Games, while India has been away from major table tennis events for 15 years," Li added. PTI

Sensex tames Mt.16K with US Fed help
Mumbai, Sep 19 (PTI) A cut in interest rates in US, the world's largest economy, today propelled India's stock market benchmark Sensex past the 16,000-point milestone with the biggest one-day gain of 653 points.
Investors sentiment received a boost after the Federal Reserve on Tuesday cut benchmark lending rates by 0.50 per cent to ease credit market woes - a development market watchers see as good for emerging markets like India.
The Bombay Stock Exchange (BSE) 30-share barometer opened above its previous all-time intra-day high of 15,868.85, logged on August 24, and rallied to a new peak of 16,335.30.
It finally ended at 16,322.75 from yesterday's close of 15,669.12, the biggest point-wise gain of 653.63 points or 4.17 per cent. It took 52 trading days to travel from 15K to 16K.
Previously, the sensex had risen by a record 615.62 points on June 15, 2006.
Similarly, the broad-based S&P CNX Nifty of the National Stock Exchange (NSE) also breached its previous high of 4,647.95 recorded on August 24 and touched a life-time intra-trade high of 4,739.00.
Later, it ended at a new closing peak of 4,732.35, a smart rise of 186.15 points or 4.09 per cent over the previous close of 4,546.20. PTI
Sensex crosses 16K level, records single biggest gain
Mumbai, Sep 19 (PTI) The Bombay Stock Exchange's barometer Sensex today crossed the magical 16,000-point in style, with the single biggest all-time gain of 653 points, as a cut in US interest rates triggered a buying spree here.
The 30-share Sensex shot up by 653.63 points to 16,322.75, after touching a high of 16,335.30 and a low of 15,940.79 points.
Similarly, the wide-based National Stock Exchange surged to a new record peak of 4,739.90 and ended at 4,732.35, showing a hefty gain of 196.15 points. Though, it touched a low of 4,550.25 during the day.
Reliance Industries' scrip gained 5.6 per cent to become the country's first firm to have a market capitalisation of over Rs three trillion.
Major support to the market came from stocks in realty, metal and banking segments.
"The market has rallied largely because of the (US) Fed move and the outlook remains bullish as lower interest rates in the US are likely to translate into downward pressure on interest rates globally and give upward boost to other assets like equities," Enam Securities economist Sachchidanand Shukla told PTI.
Metal segment index gained the most by 461.22 points at 12,546.34 followed by realty index with a gain of 461.13 points at 8464.54. Bank index rose by 400.91 points at 8691.45.
"The fundamentals are strong for the Indian market. And subprime issue would not have that much impact here now," Asika Stock Broking Ltd's Paras Bothra said. PTI
Govt to go slow on wheat import: Pawar
New Delhi, Sep 19 (PTI) Under attack for buying wheat from overseas at record high prices, the government today said it has decided to go slow on import of the grain and is watching rates in the international market.
"We have decided to go slow (on import of wheat) and are carefully watching the situation and assessing the release to various states and also international market prices," Agriculture Minister Sharad Pawar said on the sidelines of a seminar here.
"Whatever policy decisions we had adopted, we would be able to manage it and if required we would review. But as on date there is no requirement," he said, adding there was substantial production and wheat stock in the country.
After scrapping a tender in which bidders quoted a rate of 263 dollars a ton, the government later contracted to import over 13 lakh tons at a price ranging between 325 dollars to 390 dollars a ton. The decision to import at a higher price was criticised by opposition BJP as well as Left parties. The government had earlier announced plans to import 50 lakh tons of wheat this year.
Pawar replied in negative to a question whether the government was contemplating to procure wheat from private traders. "I don't want to disturb the domestic prices since we are supplying food grains, especially wheat, to 30 per cent of the population while 70 per cent depends on open market. The minute we start to purchase from the open market it will affect the consumers," he contended. PTI
Nawaz will return to Pakistan soon: Shahbaz Sharif
London, Sept 19 (PTI) Nawaz Sharif will soon return to Pakistan from Saudi Arabia to lead his party in the upcoming general elections slated for later this year in the Islamic nation, the deposed Premier's brother Shahbaz Sharif has said.
However, he did not give any specific date for his elder brother's return. "I can assure you he will be back very soon. I can't give you any specific date, but he will be back to Pakistan very soon," Shahbaz told NDTV.
Sharif was deported to Saudi Arabia for the second time when he had returned to Pakistan on September 10 after seven years in "forced" exile.
Slamming the Pakistani government for deporting Sharif to Saudi Arabia inspite of Supreme Court allowing the deposed Premier to return home, Shahbaz said, "President Pervez Musharraf is guilty of contempt of court. It's not a simple offence, it's a serious crime -- a crime for which he can be debarred from holding a public post." Shahbaz said that if self-exiled former Prime Minister Benazir Bhutto abandoned her negotiations with Musharraf she was welcome back into the fold of the opposition, Pakistani daily the 'Dawn' reported today.
"She leads a very large party. The opposition would be greatly strengthened with her return to its fold," he was quoted as saying.
Shahbaz told the daily that Sharif had met King Abdullah on Friday and on Sunday he had a sumptuous dinner with Maulana Fazlur Rehman of the JUI.
He, however, did not concede what the Saudi King had asked Sharif to do days before the former Premier had landed in Islamabad. "We could not have done that. We had made a commitment to the nation and taken a decision to return home immediately in the light of the Supreme Court ruling." PTI
US to brief NSG on nuclear deal tomorrow
Lalitha Vaidyanathan
Vienna, Sep 19 (PTI) The 45-nation Nuclear Suppliers Group (NSG), whose endorsement is crucial to operationalising the Indo-US nuclear deal, will be briefed about the deal by the US here tomorrow.
The US, which is pushing hard to implement the deal, is expected to explain in detail the importance of change of NSG guidelines to allow international nuclear trade with India.
In the backdrop political sensitivities back home, Atomic Energy Commission chief Anil Kakodkar is unlikely to attend the meeting.
India has to reach a safeguards agreement with the International Atomic Energy Agency (IAEA) soon and secure changes in NSG laws to get the deal going.
Facing questions from Indian reporters here, Kakodkar emphasised that it was US responsibility to get NSG exemption for India.
Kakodkar, who is attending the IAEA General Conference, underpinned the importance for expeditiously operationalising the deal. "It is in everybody's interest to conclude the nuclear deal sooner than later." "Everyone in the nuclear community wants early negotiations between India and IAEA as also the NSG to implement the deal," he said.
But the top nuclear scientist made no direct mention on whether he will discuss the India-specific safeguards agreements with the IAEA during his current visit. "My lips are sealed on anything to do with the India-specific safeguards." PTI
Musharraf must commit to full democracy: Pakistani media
Islamabad, Sept 19 (PTI) A day after Pervez Musharraf pledged to shed his army role if he's re-elected as President, the Pakistani media today urged him to restore full democracy in the country by ending eight years of military rule.
"The people of Pakistan want unadulterated democracy -- democracy as is understood the world over," leading daily the 'Dawn' said in its editorial.
Musharraf's lawyer Sharifuddin Pirzda yesterday told the Supreme Court, hearing a raft of petitions challenging his holding of dual offices, "If elected for second term, General Musharraf will relinquish charge of Chief of Army staff soon after election and before taking oath." Flaying the dictator for putting the condition 'if elected President', the newspaper said: "What happens if he is not elected? Will General Musharraf, in that case, continue to remain the Army chief and breathe down the necks of the President and the Prime Minister?" Urging Musharraf not to seek re-election from the present Assemblies, it said that "it's time the President made it clear that he would seek re-election from the new assemblies" after the parliamentary polls slated for later this year in the Islamic nation. Better to move nuclear accord as soon as possible, says US
Sridhar Krishnaswami Washington, Sep 19 (PTI) As the Indian government came under Left pressure for putting on hold implementation of Indo-US nuclear deal for six months, the United States today said it is better to move the accord as soon as possible keeping the political timelines in mind.
"We are seeing a certain political debate and discussion going on in India and discussion for the passage of the legislation in the United States (where) we have to go back to Congress for another round of legislation but after we complete certain number of steps," Assistant Secretary of State for South and Central Asia Richard Boucher said.
"I don't think we should be too surprised to see that there is legitimate debate and discussion about this," he said at a meeting organised at the Capitol Hill by the United States India Business Alliance.
"We also know we have political timetables and it is better to move this as soon as possible," the senior administration official said.
Describing the accord as "fundmentally good", Boucher said "it was an agreement that was carefully negotiated to meet all the requirements of US laws".
The 123 Agreement will have to go through a number of other steps such as India coming to an arrangement with the International Atomic Energy Agency as well as meeting "the democratic process of both countries," he noted.
Boucher maintained that the agreement is consistent with US laws, but at the same time, also fits the parameters of what Prime Minister Manmohan Singh and President George W Bush agreed on. PTI
Musharraf shedding uniform internal matter of Pakistan: US
Washington, Sep 19 (PTI) The US today said the issue of President Pervez Musharraf's plans to doff his uniform after re-election is a matter for the Pakistanis to work out within the "confines of their laws and constitution".
Giving the impression that it is staying clear of any internal politics of Pakistan, State Department spokesman Sean McCormack refused to comment substantively on Musharraf's pledge to quit as Army Chief if re-elected for a second five-year term.
"Our view, (is that) this is a matter for the Pakistanis to work out within the confines of their laws and constitution, that we expect that whatever the solution is it will comport with their laws and constitution," McCormack said at his regular briefing. PTI
Tapping homegrown herbs, Unani is becoming popular in Kashmir
A M Sofi
Srinagar, Sep 19 (PTI) Despite medical science scaling new heights, the Unani system of medicine is trying to carve a niche for itself in Jammu and Kashmir. With its unique type of curing, the Unani is fast becoming a popular system of medicine here.
In Kashmir this system of medicine is seen as alternative to the allopathic system and people are preferring this system in order to get rid of the diseases which the allopathic system has so far not been able to diagnose.
A diabetic for the last ten years, Fazi of Chadoora village of Budgam district and teenage girl Saima who had a white scar on her face, are all praise to the system that they say worked well for them.
The Patients Regional Research Institute of Unani Medicine (PRIUM) here provides free consultation to patients in the valley. People from different parts of Kashmir flock in thousands for check up. "We attend at least 500 patients daily in our Out Patients Departement (OPD), said doctor Rafiq at PRIUM.
He said the PRIUM was established in 1979 in order to cater the needs of the people of the valley and tap the traditional herbs available in abundance in the valley.
We have many indigenous herbs available in the valley which are very rare. For instance, Sussures Lappa and Aciontum, Rafiq said.
He said presently PRIUM is having four separate units which include survey of medicinal plants, drug standardisation, mobile clinical research and clinical research. All of these units are working seperately in order to explore every possibility to get a breakthrough in their research work. And that the people of the valley get benefited. PTI
Newsletter: Manipur govt to hold peace talks with Kuki militants
Imphal, Sept 17 (PTI) Manipur government will begin peace talks with different Kuki militant outfits 'very soon' but what casts a shadow on any successful outcome is the latter's demand to carve out smaller states along the ethnic lines.
To facilitate the dialogue, a joint monitoring committee would be set up with an official of the state government of the rank of additional Director General of Police as chairman, official sources said.
They said representatives from union home ministry, Assam Rifles and militant leaders would be the members of the committee which would be formed only after the approval of 'ground rules' by the central government.
A recent cabinet meeting chaired by chief minister O.Ibobi Singh had discussed the ground rules, sources said.
It was decided that talks would not discuss anything which might affect the territorial integrity of Manipur. More than 18 insurgent groups are said to be active in the state.
The state government had turned down the proposal for issuing identity cards to militants, sources said adding that the first task of the committee would be to find places for designated camps where the militants would be lodged.
Sources said the government would soon announce suspension of operation against those outfits which would be engaged in peace talks and if anyone violated the ground rules, the issue would be discussed without delay by the committee which will meet at least once in a month. PTI
Newsletter:Tough time for Amarinder loyalists in Punjab
Vijay Dabur
Chandigarh, Sep 17 (PTI) It is tough time for one time close associates of the former Punjab Chief Minister Amarinder Singh as the Parkash Singh Badal government appears to be paying back in a similar fashion what happened in the state during the previous Congress regime.
After assuming power in the state early this year the ruling Shiromani Skali Dal (SAD)-BJP combine government took no time in tightening noose around Patiala scion Amarinder singh and his close associates.
It all started with B I S Chahal, media adviser to the former Chief Minister, who once had a considerable clout in politico and administrative spheres in the state.
Punjab Vigilance Bureau (PVB) slapped series of cases against Chahal who had to cool his heels in jail for over two months before getting reprieve in the form of bail by the court.
The cases registered against Chahal included his alleged involvement in the city centre scandal of Ludhiana improvement trust, alleged land grab at village Daad in Ludhiana, his alleged failure to return a costly car of a Patiala resident and alleged non-payment of kitchen equipment worth Rs 15 lakhs provided by a Mohali resident.
Prior to Chahal, the PVB booked Amarinder Singh alongwith 18 others in the infamous multi-crore Ludhiana city centre scandal.
The move prompted the former chief minister and his family members, including his mp wife Preneet Kaur and their son Raninder Singh to approach court seeking anticipatory bail. Much to the relief of the family the court accepted their plea. PTI
