TN threatens to takeover pvt cement factories in state
Chennai, Jan 2 (PTI) In the wake of soaring cement prices, the Tamil Nadu government today threatened to take over private cement factories in the state, saying it had no other alternative but to go in for this step if the units did not come forward to reduce the price in public interest. An official press release said a decision in this regard was taken at a high-level meeting presided over by the Chief Minister M Karunanidhi at the Secretariat. The meeting, which reviewed the hike in the price of cement, also decided to import one lakh tonnes of cement by Tamil Nadu Cements Corporation through MMTC to tide over the shortage. The imported cement would be distributed to the public through the state civil supplies corporation at the cost price without any profit, the release said. It was also decided that the cement corporation would float global tenders for direct import of cement at the earliest. The construction industry and political parties had flayed the state government for not taking steps to reduce the cement price. Shortage of cement had brought construction activities of the government and public to a grinding halt. PTI

Bangalore serial killer suspected of killing more people
Bangalore, Jan 2 (PTI) The alleged woman serial killer, arrested for murdering six women here, is suspected to have killed three more persons as police plans put her through a narco analysis test to get more details about her activities. Three persons complained to police about their missing relatives whom they suspect were also killed by Mallika, Umesh, a police official investigating the case said. Deputy Commissioner of Police Sharat Chandra, however, said "we have to ascertain whether these (three) missing cases were the handiwork of Mallika". Umesh said Mallika, 43, is turning out to be a tough nut to crack as she was not forthcoming to reveal more than admitting to have killed six persons by administering cyanide. "As per her own admission, she committed the first murder in 1999 and the next five years later. However, she appears to be willing to reveal only part of her criminal past," Chandra said. "We had asked the public to come forward and give us any information in case they had encountered her or were one of the targets of her criminal activities," he said. "The accused has only revealed six murders and has not been forthcoming and cooperative in revealing more details, hence we might have to subject her to a narco analysis," Chandra said. "We expect to conduct the narco analysis in the next two three days after obtaining permission of the court concerned and the availability of dates by the Forensic Science Lab," Umesh said. PTI

Pak polls postponed; new date February 18
Rezaul H Laskar Islamabad, Jan 2 (PTI) Parliamentary polls in Pakistan slated for January 8 were today deferred until February 18 by the Election Commission, rejecting the demand of main opposition parties including that of slain ex-Premier Benazir Bhutto not to postpone the exercise. "In the light of the circumstances (following the assassination of Bhutto), the new date for general elections is 18 February 2008 instead of January 8," Chief Election Commissioner Qazi Mohammad Farooq told a press conference here. "I assure all political parties that the elections will be fair, free and transparent. I appeal to them to accept this decision in the supreme national interest and participate fully." The elections cannot be held now now because of the law and order situation in the wake of the assassination of Bhutto on December 27 and the 'Moharram' period starting later part of next week, he said. Bhutto's Pakistan People's Party (PPP) was not not in favour of delaying the polls. PML-N of another former Prime Minister Nawaz Sharif also wanted the elections to go ahead as scheduled. However, the PML-Q, which backs President Pervez Musharraf, had been demanding the postponement of the general elections. The Election Commission announcement came hours before Musharraf's address to the nation on radio and television during which he is expected to focus on the situation in the country following Bhutto's killing. Malaysian Indian Congress to be revamped
Jaishree Balasubramanian Kuala Lumpur, Jan 2 (PTI) In the backdrop of protests by ethnic Indians against their alleged marginalisation, the Malaysian Indian Congress (MIC), a key constituent of the ruling coalition, is to be revamped to make the party more pro-active in meeting the expectations of the community. "A lot of cleaning exercise" would be undertaken in the 62-year-old MIC to make it more relevant to the Indians, party president Samy Vellu said today. He noted that the party, which is a component of the ruling Barisan Nasional Party of Premier Abdullah Badawi, would change its course to move more effectively to resolve the problems facing the community. While the past methods adopted by the MIC have been successful in resolving the community's woes, a more concerted effort is needed to resolve some of the more difficult and sensitive problems, Samy Vellu said without elaborating. "We will manage the party in a different style with a higher efficiency towards serving the ordinary people," he said in a statement. His comments follow mass protests by ethnic Indians, led by the non-governmental Hindu Rights Action Forum (Hindraf), against the alleged marginalisation of the commuity. PTI

4 killed, 28 injured as LTTE sets off mine blast in Colombo
4 killed, 28 injured as LTTE sets off mine blast in Colombo T V Sriram Colombo, Jan 2 (PTI) At least four persons were killed and 28 injured today in a landmine attack on an army bus by suspected LTTE militants in the heart of the Sri Lankan capital, a day after a Tamil lawmaker was shot dead at a temple here. "LTTE militants have carried out a cowardly bomb attack targeting civilians and an Army bus carrying sick personnel in Colombo this morning," a Defence Ministry statement said. The explosion took place at 9.30 AM in front of the Nippon Hotel at Slave Island where the military has several key installations. The fragmentation mine targeted an army bus ferrying wounded soldiers, it said although hospital officials said most of the victims were civilians. Four people-- a soldier and three civilians-- were killed while 28 others injured, it said adding the condition of four of them was stated to be serious. The bomb was apparently placed inside one of the external unit of the air conditioning machines of the hotel. The church building near the hotel and several vehicles that were at the location have been damaged in the explosion. Security Forces immediately rushed to the scene. Former Sri Lankan Minister and opposition lawmaker T Maheswaran, who survived an attack in 2004, fell to the bullets of unidentified gunmen at a temple where he had gone offer prayers on New Year. Injured Zaheer to return home, VRV Singh named as replacement
Mumbai, Jan 2 (PTI) India's depleted pace attack lost much of its sting today with spearhead Zaheer Khan being ruled out for the rest of the Australia tour with a heel injury, prompting the Cricket Board to send Punjab pacer VRV Singh as his replacement. "The report of the MRI scan of the injury (to Zaheer) has shown that he needs six weeks rest to recover. He has been ruled out of the Australian tour and will return home. The selectors have decided that VRV Singh will replace him in Australia," BCCI secretary Niranjan Shah said here. The 29-year-old Zaheer has been in terrific form with the ball since his return to the Indian team last year and was impressive in the first Test even though India lost the match by a massive margin at Melbourne. It was Zaheer's 53rd Test. He had missed the December 8-12, 2007 third and final Test against Pakistan at Bangalore in the previous series because of the injury before being declared fit for selection for Australia. When India last toured Australia in 2003-04, Zaheer played in the opener at Brisbane before being injured and missed the second Test which India won at Adelaide, bowled in the third at Melbourne and then missed the final drawn Test at Sydney because of injury. VRV Singh, the 23-year-old tall pacer from Punjab, has played in five Tests, the last being in May, 2007 against Bangladesh at Chittagong. PTI

Symonds confesses he was out on 30
Sydney, Jan 2 (PTI) Australia's saviour in the second Test Andrew Symonds today confessed he had nicked Ishant Sharma to Mahendra Singh Dhoni while batting on 30 and said he owed his unbeaten ton to umpire Steve Bucknor's generosity. Australia were gasping for breath at 134 for six when Symonds (137 not out) joined hands with Brad Hogg (79) to steady the rocking boat and some poor umpiring decisions only helped their cause. "I was out when I was 30," Symonds admitted without batting an eyelid after his century took Australia to 376 for seven at the SCG today. Symonds was given at least one life early in his innings when he edged Ishant, still 70 runs short of his second Test century. As Indian cricketers agonised over the decision, Bucknor remained unmoved. Symonds had another reprieve on a stumping chance before making good with a 173-run record stand with Hogg to bail his side out. "I was very lucky. I was out when I was 30 and given not out," Symonds said. "That's cricket though. I could sit here and tell you about some bad decisions as well. That's the game. It's one of those things." But on a day where the howlers weren't confined to Symonds' dig - Ricky Ponting was given not out by Mark Benson on 17 when out caught behind and then sent packing LBW on 57 when clearly not out - umpiring standards and the use of technology became a hot topic. Australia 376 for seven at close

Rupee-impacted exports may miss target of USD 160 bn
New Delhi, Jan 2 (PTI) India's exports may fall 15-20 billion dollars short of the FY'08 target, as a costlier rupee has had a pounding impact on some sectors, including textile. "If the current rate of growth continues, the exports would be in the range of 140-145 billion dollars for the current year," Commerce Secretary G K Pillai said here today. He said certain sectors like textile are facing problems because of the sharp appreciation in rupee value. The Indian currency has appreciated 9.7 per cent against the US dollar, the main invoicing currency for trade, between April 3 and November 20 this year. The country's exports touched 98 billion dollars for the April-November eight-month period showing a cumulative growth of over 22 per cent. "While there is an overall growth in exports, a sector-wise analysis would show that employment-oriented segments like textile, pharma, leather and handicrafts have registered a decline," Federation of Indian Export Organisations President Ganesh Gupta had said. He said the respectable figure of 26.82 per cent growth in November 2007 could be on account of sectors with high import content like petroleum performing well. The government had extended Rs 5,200 crore worth relief package to the rupee-hit exporters by way of higher tax neutralisations through various schemes. PTI

RCom to move High Court for return of spectrum
New Delhi, Jan 2 (PTI) CDMA mobile operator Reliance Communications, whose Chairman Anil Ambani had accused GSM operators of hoarding spectrum, is expected tomorrow to move telecom tribunal TDSAT seeking return of excess air waves from operators using the rival technology. RCom is likely to raise the issue of GSM operators hoarding excess spectrum to the tune of over 52 MHz, that too having got it free and beyond their eligibility limit of 6.2 MHz, according to sources. The company is of the view that the excess spectrum should be returned and re-farmed and equally distributed among all operators. Upset over the government's decision to allot additional spectrum based on TRAI's formula, the company had also served a legal notice to the government to freeze allocation of air waves to existing players. RCom has maintained that the government should enforce the spectrum allocation norms prescribed by the Telecom Engineering Centre, whose report was accepted by DoT in principle. TEC norms were much more stringent than those proposed by Telecom Regulatory Authority of India. TEC had raised subscriber base by up to 15 times, while TRAI had suggested up to six times increase in user base for becoming eligible for additional frequency. Meanwhile, Delhi High Court would tomorrow hear a case filed by Cellular Operators Association of India against TDSAT's interim order not to stay the spectrum allocation process. TDSAT, in its interim order, had declined to stay the issuance of spectrum by the government, which would allow allocation of GSM spectrum to CDMA operators. PTI

Rane rattles Deshmukh
Mumbai, Jan 2 (PTI) Barely a month after the Maharashtra Chief Minister Vilasrao Deshmukh celebrated completion of his three year tenure as chief minister of this state, his own cabinet colleague Narayan Rane gave him a massive jolt when he publicly revolted against him.

Though the epicentre of this revolt was in New Delhi where Rane held a press conference questioning Deshmukh's ability to lead the state, its tremors rattled his throne in Maharashtra. Rane while addressing a press conference in New Delhi without naming Deshmukh after meeting Margaret Alva, AICC general secretary in-charge of Maharashtra said the government was not working for the 10 crore people of the state but only for 'one person'. While it is an open secret that Rane, a former Shiv Sena Chief Minister had quit the party in 2005 following his differences with the Sena and joined the Congress was nursing an ambition to become the chief minister, his open revolt was surprising if not shocking to political observers. After Rane was expelled from Sena he joined the Congress with a one point agenda of reoccupying the chair of Chief Minister. Interestingly Rane fired his salvo against Deshmukh after meeting the AICC incharge of Maharashtra, Margaret Alva, a strong Deshmukh baiter. This is being interpreted in the political circles that Rane had her tacit support though neither of them admitted it. What seems to have made things difficult for Deshmukh is the fact that even after such an outburst against Deshmukh, Rane managed to get an audience with the Congress President Sonia Gandhi. This has given grist to the rumour mills that Deshmukh's days as Chief Minister of Maharashtra are numbered and that there could be a change of guard. PTI

Ancient cave paintings in new light
Annie Samson New Delhi, Jan 1 (PTI) Stunning murals by fifth-century painters in dimly lit man-made caves in India have found place in the latest edition of the renowned magazine, National Geographic. The monthly has featured photographs by art-historian Benoy Behl, who uses a long, light-soaking photography exposure technique to bring out the true-colours of the ancient paintings and murals inside the dark confines of caves and temples. The feature, 'Faces of Divine,' is an interview of Behl by the magazine's writer Tom O Neill who accompanied Behl and his team as they criss-crossed the length and breadth of the country. "We are reminded in the ancient paintings that the stated purpose of art was not to present photographic reality but to convey the essence and harmony which underlines all of creation," says Behl who had visited Ajanta caves 16 years ago with the challenge of photographing murals using only natural light. "For 15 years the National Geographic team followed my work and earlier this year, their photographer and writer accompanied me and my team in our travels across India. They realised that ancient Indian art was one of the most sublime in the world," says Behl. The technique of photography is one that Behl has used in all his works, that of extremely long exposure in dim light. "Not only are they perfectly captured they are also very much better. Several renowned archaeologists have commended the picture quality and said the paintings were much clearer," he says. PTI

Lucky charms, still popular
Ashwini Kumar Shrivastava New Delhi, Dec 31 (PTI) Does wearing yellow-color shirt bring 'good luck' to you? Or a day without food wins you a job? If you are among those who feels that wearing, keeping, following or even seeing something gets 'good luck' or in a way 'heals you' then you probably suffer from a psychological phenomenon called magical healing - fast gripping gen-next, say expert. But then you are not alone. No matter how modern and advanced we become, some taboos still define our ways of living. And, magical healing is among one of those, they say. "I would really experience bad events, if I start the day without worshiping. Offering prayers to god has been a part of my daily schedule for years now," says Yashdeep Rai Saxena, executive with HDFC bank, who spends 30-45 minutes a day performing 'puja'. "My daughter always wears blue-colour dress which she feels lucky and avoid wearing red-colour outfits fearing that she would have to listen bad news," says Monika Lalchandani. "I couldn't stand nor justify her belief. She has been told-off by her bosses, friends and colleagues many times for always being in blue," she adds. There are many such instances in day-to-day life where people, mostly youngsters are taking up such acts. The form of superstitions transcend borders, castes and age-groups. "Some would wear a particular thing, follow rituals or do something in peculiar to get the expected. It is nothing but a sort of 'psychological dependence'", says Dr Roma Kumar, senior consultant clinical psychologist with Sir Ganga Ram hospital. PTI
