12 convicted, seven let off in Bilkis Bano rape case
Mumbai, Jan 18 (PTI) Twelve persons, including a police official, were convicted by a special court here today in the Bilkis Bano gang-rape case related to the post-Godhra communal violence in Gujarat. Seven other accused were acquitted by the court. One accused died during the course of the trial which was shifted to Mumbai from Gujarat. The quantum of sentence will be pronounced on Monday. Bilkis, who was six months pregnant, was gang-raped during the communal violence that erupted in Gujarat after a coach of Sabarmati Express carrying Ramsevaks from Ayodhya was set on fire on February 27, 2002. Bilkis was also a prime witness to the murder and rape of members of her family and community during the riots. PTI

BJP drops demand for 33 per cent reservation for women
New Delhi, Jan 18 (PTI) In a sudden change of stand, BJP today dropped its demand for 33 per cent reservation for women in Lok Sabha and state assemblies citing lack of consensus and favoured making it mandatory for parties to earmark those seats for them. The main Opposition party, which had been vociferously supporting the proposal for over ten years, said consensus was not in sight on the Women's Reservation Bill and "we cannot just sit and wait" and "break our heads" on the issue, on which there was no unanimity even in the Cabinet. "The proposal mooted by the Election Commission making it mandatory for political parties to earmark 33 per cent seats for women was possible, easy and doable," senior BJP leader Sushma Swaraj told a press conference here. She said this proposal will end the debate of quota within quota as it was upto the parties to decide on their nominees and will also address the fears of certain political parties on rotation of seats. Swaraj said the BJP has decided to support the Election Commission's proposal as possibility of a consensus on Women's Reservation Bill ahead of Lok Sabha elections next year was nowhere in sight. She demanded that a legislation making it mandatory for parties to allocate 33 per cent seats for women should be brought in the Budget session of Parliament so that "2009 elections can be held on the basis of reservation." The constituents of NDA are in favour of such a legislation while the allies of the ruling UPA have also indicated their support, she said. PTI

Britain for N-coop with India, but will await changes in rules
New Delhi, Jan 18 (PTI) Ahead of Prime Minister Gordon Brown's visit here, Britain today voiced interest in having civil nuclear cooperation with India but said any such collaboration will have to await changes in the international rules. The nuclear issue is expected to figure in the talks that Brown will have with Prime Minister Manmohan Singh here on Monday. The Summit talks will also cover the subjects of terrorism, climate change and business cooperation besides regional issues. "Civil Nuclear cooperation (between India and the UK) is dependent on international status (of rules of trade)," British High Commissioner Sir Richard Stagg said while briefing journalists on Brown's two-day maiden visit here. Noting that Britain supports the Indo-US nuclear deal, he said the agreement will "open opportunities for collaboration which do not exist at present". However, Stagg said the "real opportunity for major India-UK collaboration will require changes" in the status of international rules which New Delhi "is trying to do" with the IAEA and the 45-nation Nuclear Suppliers Group (NSG). As part of the Indo-US deal, India is engaged in talks with IAEA for a safeguards agreement, after which it will have to approach the NSG for changes in its rules to allow international community to have trade in the field with New Delhi. The High Commissioner said the Brown government was keen on enhancing Britain's nuclear capacity. "We see ourselves using international expertise," he said, suggesting the scope for cooperation with India. PTI

More reports of dying birds, situation serious, says WB CM
Kolkata, Jan 18 (PTI) More areas in West Bengal reported death of birds today as Chief Minister Buddhadeb Bhattacharjee described the bird flu outbreak in the state as "very serious". The fresh bird deaths were reported from Burdwan and Bankura districts. The Chief Minister said the death of crows and owls in Kolkata's southern and eastern parts today was normal and that there was no cause for panic. "We will have to kill four lakh birds in the affected districts, Bhattacharjee said, adding the situation was "very serious". The poultry in 5-10 km radius of the affected areas would have to be culled and the process would be completed within seven days, he said. In Murshidabad, 10,000 chickens have died since Tuesday, in Burdwan 2,000 in the past seven days and in Bankura 400 sick birds were culled yesterday though bird flu was not confirmed there, reports from the districts said. In Dakshin Dinajpur district, declared bird flu affected, 6000 chicken have been culled with 19 teams at work at the district headquarters town of Balurghat and villages that fell within a 5-km radius of a government poultry farm. In Birbhum, another bird flu-hit district, people were resisting the culling operations. The Rampurhat subdivsion was the worst affected, government sources said. PTI

Ashish Shukla Perth, Jan 18 (PTI) VVS laxman seems to have made a habit of coming good in tense situations and the stylish Indian batsman says he actually enjoys playing rescuer time and again as batting under pressure brings out the best in him. "I enjoy batting under pressure, it gets the better out of me. Not just for India but even when it has been for Hyderabad or South Zone, it gives me a great deal of satisfaction," Laxman after the third day's play, in which he rescued India from a potentially disastrous 125 for five and put them in the driver's seat. India have world champions Australia on the mat and look set to halt their 16-Test winning streak for a second successive time as Ricky Ponting's men chase a seemingly improbable 413. Laxman tipped India to win saying Australia, who ended the day 65 for 2, would be under tremendous pressure to get another 350 runs in the fourth innings. "They will be under a lot of pressure. The way our bowlers have bowled, getting 350 in the fourth innings wouldn't be easy," he said. Laxman's 79 was the cornerstone around which India could stretch their second innings to 294. "It was important for us to get more than 400 runs, that's why the partnership with RP Singh was important," he emphasised. PTI

Slow WACA stumps Indians, Aussies
Perth, Jan 18 (PTI) It was touted as a pacer's paradise but a slow WACA has left both the Indian and Australian teams a bit surprised and the two sides say the one-time 'fastest track in the world' is now aiding spinners more than the quickies. "The pitch has become slow and there is a bit of bounce to go with it," said Indian batting mainstay VVS laxman after putting the visitors in the driver's seat with a well-timed 79-run knock in the second innings today. Australian coach Tim Nielsen also agreed and felt the Indians were in a very strong position going into the fourth day as they had a quality spinner in Anil Kumble. "It has been very hot here, which has made the track dry. It is offering a lot of spin and bounce. India have a quality spinner in their ranks, which makes them all the more challenging on a fourth day track," he said after the world champions ended the day 65-2 chasing a mammoth 413 for a record-breaking 17th straight Test win. A worried Nielsen said the Australians were banking on skipper Ricky Ponting, who has had an ordinary series so far, to guide the team to the huge target. "Certainly, to chase down this target is a real challenge and we have a very tough task on our hands. We have to start well tomorrow and (Michael) Hussey and Ponting have to bat really well," he said. PTI

Aussies need to defy history
Perth, Jan 18 (PTI) Australia will have to defy history to chase down India's imposing target of 413 to secure a world record 17th consecutive Test win. Except for the West Indies, who hold the record for the highest run-chase in the fourth innings, no Test team has ever achieved the feat of scoring so many runs. Australia's most successful run-chase in the fourth innings is 404 for 3 recorded against England at Leeds in 1948 and with the hosts having already lost two wickets the target looks even more daunting. Out of the top five successful chases in the fourth innings, the Australians find themselves at three places in the list, 369 for 6 versus Pakistan at Hobart in 1999-00 and 362 for 7 against the West Indies at Georgetown in 1976-77 being the two other occasion. The West Indies hold the record of 418 runs, achieved against Australia at St John's in 2002-03 while India are the second in the list with their 406-4 against the Caribbeans at Port-of-Spain in 1975-76. The WACA, where the pitch is regarded as the fastest in the world, has been a happy hunting ground for the hosts. But even here their most successful fourth innings achievement is 342-8 against India in 1977-78. With the WACA track getting a little slower, a fact admitted by Indian middle order batsman VVS Laxman and Australian coach Tim Nielsen, it will take a lot of effort from the Aussies to prevent their first defeat at this venue since 1997 when they were beaten by the West Indies by 10 wickets. India eyeing a sensational win at Perth
Ashish Shukla Perth, Jan 18 (PTI) India put themselves on course for a sensational victory in the third cricket Test against Australia whose quest for a record 17th consecutive Test triumph seemed to be in jeopardy here today. After taking a vital first innings lead of 118 runs, the Indians scored 294 in their second innings to leave the home side a target of 413 which only one Test team has ever achieved. The Australians were gasping at 65 for two at close on the third day still needing 348 runs to overhaul the target. Captain Ricky Ponting (24) and Michael Hussey (5) were at the crease. As many as 11 wickets fell on a dramatic third day's play which saw fortunes fluctuating from one team to the other. But two blows late in the day by Irfan Pathan tilted the scale in favour of the visitors. The stylish VVS Laxman (79) was the top scorer for the Indians while Virender Sehwag (43) and night watchman Irfan Pathan (46) were the other notable performers. R P Singh (30) put on some vital runs down the order to help the tourists take the lead beyond the 400 mark. With two full days remaining in the Test, a result is definitely on the card as the bouncy WACA track was expected to deteriorate and provide more assistance to the bowlers. The Indians will fancy their chances of stopping the Australian juggernaut as only three teams in Test history have scored 400 or more runs in the fourth innings for victory. An Indian victory will largely hinge on how well the bowlers exploit the conditions in the remaining two days. PTI

Detained ethnic Indians to go on hunger strike
Kuala Lumpur, Jan 18 (PTI) Five ethnic Indian activists, who were taken into custody for demanding better treatment for their community in Malaysia, have decided to go on a hunger strike in protest against their indefinite detention under a draconian security law. The five men are leaders of the non-governmental Hindu Rights Action Force (Hindraf), which had spearheaded a mass protest in November last year against the alleged marginalisation of ethnic Indians in this country. The rally, which was declared illegal by the government, was attended by over 20,000 ethnic Indians. The detainees will begin their fast in jail on Sunday and will drink only water for at least five days, lawyer N Surendran, who is representing one of the five men said today. The five that their detention is illegal and claim that the government took them into custody for politically motivated reasons, according to the lawyer. The activists, who were detained last month under the Internal Security Act, are accused of threatening public security and inciting racial hatred in this multi-racial nation. Malaysia's population of 27 million people comprises majority Malays who are all Muslims, 25 percent ethnic Chinese who are Buddhists and Christians, 7.8 per cent Indians who are mostly Hindus with origin from Tamil Nadu. The Indians were brought here by the British almost 200 years ago as indentured labourers to work in plantations. While some of them left when India attained independence in 1947, many opted to stay back and settled here. PTI

Sri Lanka unveils devolution package by Jan 23
Colombo, Jan 18 (PTI) A much-awaited power devolution package to resolve the over two-decade-old Tamil ethnic conflict will be ready by Jan 23, the Sri Lankan government has said while rejecting allegations that its scrapping of ceasefire was responsible for the escalated fighting. "In the wake of divergent views and theories in the political arena, we are determined to provide a devolution package by implementing the All Party Representative Committee (APRC) proposals," senior government Minister Maithripala Sirisena told reporters. Sirisena, who is also the General Secretary of the main ruling party-- the Sri Lankan Freedom Party (SLFP), said on the directives of President Mahinda Rajapaksa, the APRC was expected to present the devolution proposals on January 23. The proposals would then be presented to the Cabinet and party leaders before being placed in Parliament. The Minister refuted claims that the international community was extremely concerned about the abrogation of the Ceasefire Agreement (CFA). "The escalation of violence by the LTTE could not be merely attributed to the abrogation of the FA as these atrocities of the LTTE were prevalent even during the time the CFA was in operation," he said. The LTTE thought it could "belittle, intimidate and de-moralise the Armed Forces by barbaric acts such as targeting the civilians in Wednesday's bus attack. They are sadly mistaken," the Minister said yesterday. Sri Lankan Government has said 250 rebels were killed since its decision to abrogate the ceasefire agreement late last month while the Tamil Tigers have carried out a string of terror attacks, including assassination of a minister and the boming of a bus on Wednesday that left 26 people dead. Lahiri elected to UN committee against racial discrimination
Washington, Jan 18 (PTI) Former career diplomat Dilip Lahiri has been elected to the United Nation's Committee for Elimination of Racial Discrimination (CERD). Lahiri, 62 has served as India's Ambassador to Andorra, Bolivia, France, Peru and Spain. As many as eleven candidates were in the fray for the nine seats on the Committee. 165 Member States cast valid ballots, out of which India obtained 152. Other countries elected to the committee by the 22nd Meeting of the States Parties to the International Convention on the Elimination of all Forms of Racial Discrimination held in New York were Guatemala, Russia, Burkina Faso, United States, China, Romania, Tanzania and Colombia. The Convention which came into force on 4 January 1969 aims at adopting all necessary measures for speedily eliminating racial discrimination in all its forms and manifestations. The Convention's 18-member monitoring body considers reports from States parties and - if the State concerned has accepted the Convention's Optional Protocol - considers petitions from individuals or groups alleging violations of the Convention. US voter registration forms to be available in Gujarati
Washington, Jan 18 (PTI) Residents of the US state of New Jersey will now be able to obtain voter registration material in Gujarati. New Jersey has a sizeable Gujarati population and this is first time that voter registration materials anywhere in the country will be available in a South Asian language. Spearheaded by the Asian American Legal Defence and Education Fund (AALDEF), various organisations, including SAALT, have campaigned for translation of voter registration forms since 2003. Naturalization rates within the community are on the rise nationwide, yet significant segments of the South Asian population living in the US are limited English proficient (LEP), the South Asian Americans Leading Together (SAALT) has pointed out in its latest newsletter. It said that one half of Bangladeshis, one third of Paksitanis, and nearly one quarter of Indians in the US fall in the category. "Language barriers should not be an obstacle to engage in the electoral process. Providing translated voter materials in South Asian languages is one way of ensuring that all citizens are able to participate in the political process," it said. In 2004, the former Attorney General of New Jersey had promised the forms, but it was not until very recently that the forms were translated, printed, addressed, and postage-paid as all other state voter registration forms. The US Presidential elections in the US are scheduled to be held in November. PTI

Sensex logs fourth biggest fall of 687 pts
Mumbai, Jan 18 (PTI) The Bombay Stock Exchange benchmark Sensex today logged its fourth biggest fall as it tumbled 687 points on heavy selling by funds, triggered by weak global cues and rising inflation. The 30-share index fell below the 19,000 point mark during the day. The Sensex, which remained on a downward march in the last few days, plunged by 687.12 points to 19,013.70. It touched the day's low of 18,930.42. This is the fourth biggest fall in absolute terms in the stock exchange history after the loss of 826 points on May 18, 2006, 769.48 points on December 17, 2007 and 717.43 points on October 17, 2007. Inflation rate grew by 3.79 per cent in the first week of the new year. The Sensex has lost over 1,814 points in past five straight trading session. Selling pressure was so intense that the small-cap and mid-cap shares, which had attracted heavy investment enquiries last week, too suffered a sharp setback. The second wide-based National Stock Exchange index Nifty plunged by 207.90 points to 5,705.30, after dipping to 5,677 points during the day. Asian and European markets were sharply down in line with a sharp fall in the US Wall Street and Nasdaq. American stocks tumbled on concerns that rising inflation may prevent the Federal Reserve from lowering interest rates. PTI

No immediate plan to import wheat: Pawar
New Delhi, Jan 18 (PTI) The government has no immediate plans to import more wheat as buffer stock is satisfactory and production this season is expected to be near the targeted level, Agriculture and Food Minister Sharad Pawar said today. "By and large we are satisfied with the buffer stock position compared to the norms. So there is no urgency," he said while replying to a query on plans to import wheat. "Not immediately," he quipped when asked whether the government is considering fresh imports. Pawar said the government is watching the international market closely and pointed out that many countries are facing shortage that has affected international markets, especially the major producers of the grain. "Whatever wheat is available in the world today is reddish (in colour), which faces consumers resistance in our country. That is why we are going little slow (on import)," he said on the sidelines of a function organised by FICCI. India, the second-largest producer of wheat, has been importing wheat for the last two years. The Centre imported 55 lakh tons of wheat in 2006 and about 18 lakh tons in 2007 to augment its buffer stock for meeting the requirement of public distribution system. Pawar also expressed confidence India could produce a 'record' crop this year if weather remains favourable in next two months and pegged the output at over 75 million tons. "As on today., I can say we will cross 75 million tons," he said when asked whether the country can beat the previous record of 76.37 million tons in 1999-2000. The wheat production stood at 74.89 million tons in 2006-07 and the government has fixed a target of 75.5 million tons for the current season. PTI

GoM on petrol hike likely to meet tomorrow
New Delhi, Jan 18 (PTI) A Group of Ministers on fuel pricing is likely to meet tomorrow to seal a decision on raising prices and duty rationalisation, which may be considered by the Cabinet as early as Monday. "Yesterday's GoM meeting was inconclusive as two ministers were not present. We did discuss some proposals and I hope the GoM and government will find a solution (to the spike in crude oil prices)," Petroleum Minister Murli Deroa told reporters here. "Our endeavour is that consumers should not be burdened too much and oil companies losses are taken care of," he said, adding that the GoM is likely to meet again tomorrow or the day after tomorrow. Petroleum Ministry officials said External Affairs Minister Pranab Mukherjee has indicated a time during tomorrow evening for reconvening the GoM meet. If that happens Cabinet may be pressed to meet on Monday so that a decision is taken before Deora and Petroleum Ministry officials embark on overseas roadshows for auctioning NELP-VII blocks. Deora said: "I can assure that people will not complain." PTI

Wipro beats revenue guidance; posts 11 pc growth in profit
Mumbai, Jan 18 (PTI) IT solutions provider Wipro Ltd today reported a 11.57 per cent rise in its consolidated net profit driven by strong growth in global IT services, BPO business and testing services. "We continue to see good momentum in all our businesses. Revenues from our global IT services at 910.1 million dollars for the quarter were ahead of our guidance of 905 million dollars. We had strong growth in our BPO business and Testing Services," Wipro Chairman Azim Premji said, adding that "the financial services business grew in near double digits sequentially during the quarter despite this being challenging times for the sector." The software major has also increased its outsourcing deals in the telecom sector through its operations in the Middle-East and Asia-Pacific region. "Our India, Middle East and Asia Pacific IT businesses won a large total outsourcing deal in the telecom sector, which is representative of the increasing size of deals in the Indian market. This win clearly indicates the leadership position we enjoy in this segment," Premji said. Wipro Global IT Services & Products added around 37 new clients during the quarter. The firm has also improved its realisation and had a first 100-million-dollar client. The company has seen the number of USD 50 million clients increase in the quarter under review. "During the quarter ended December 2007, improved realisations and rationalisation of bulge mix helped us fully mitigate the pressure on profitability on account of foreign exchange impact. We have seen an increase in the number of 50- million-dollar clients and now have our first 100 million dollars client," Wipro CFO Suresh Senapaty said. PTI

Ruby Nanda New Delhi, Jan 17 (PTI) Have you been to your doctor lately complaining about that unexplained bouts of headache or body pain? Only to be told that there's nothing wrong. Well it could be work related stress that can cause depression and other health problems say health experts. A survey conducted by India's industry body Assocham has revealed that "the menace of stress and mental fatigue has intensified in recent times at the top and middle positions of sectors comprising construction, shipping, banks, government hospitals, trading houses, electronic and print media, courier companies, small-scale industries, retail and card franchise companies". As more of the Indian workforce rushes to catch up with the deadlines, the boundary between home and work is becoming blurred. As the work hours stretch and more and more jobs entail odd work hours, the stress levels among the Indian workers is increasing in an alarming way causing many health problems. Dr Roma Kumar senior clinical psychologist, says that stress can cause depression, but it can also manifest itself simply as an unexplained headache, pain in arms and legs, sleepiness or insomnia, loss of appetite and in women sometimes over eating. "I will have to leave my job and go back home as I am constantly suffering from severe pain in my legs", says Sharmila, who works as an PR executive in Delhi. She adds, "Even after many tests the doctors have not been able to diagnose the problem." PTI

Newsletter: Indigenous faith movement picks up in Arunachal
P Ghosh Dastidar Itanagar, Jan 16 (PTI) The indigenous faith and culture protection movement is gaining momentum in Arunachal Pradesh and spreading to other north eastern states. The Arunachal Government declared December 31 as a holiday for the first time conceding the long standing demand of the Indigenous Faith and Cultural Society for Arunachal Pradesh (IFCSAP) which celebrates the day as 'indigenous faith day' every year. The movement was started by eminent social activist and writer Talom Rukbo by opening the first 'donyi-polo dere' (sun and moon worshiping centre) at Pasighat way back in 1989 which was seen by many observers as a movement against rampant conversions in the state. Like previous years IFCSAP organised procesions and rallies in different parts of the state on December 31, the day when the first donyi-polo dere was inaugurated. Addressing a rally here IFCSAP President Nabam Atum claimed that the indigenous faith and culture protection movement has become so popular that more than 400 'deres' (centres) are functioning all over the state. Hundreds of people belonging to different tribes dressed in traditional attires took out the procession carrying placards which read "loss of culture is loss of identity". PTI

Not only Nano but vintage too attract crowd
New Delhi, Jan 16 (PTI) While 'People's car' Nano from the stable of Tatas is attracting visitors at the Auto Expo being held in the capital, a stall exhibiting vintage vehicles too have become a crowd puller. "The response has been overwhelming this time. This is our fourth exhibition at the auto expo and the visitors have just been increasing right from the word go," says S B Jatti, Vice-President, Heritage Motoring Club of India (HMCI). What seems to attract the maximum crowd is the 1902, 'Swift Bike' which looks more like a bicycle than a motor bike. But as one of the attendants at the stall says, "Don't go by her meek looks. It has a 550 cc engine which is much faster than most of the present bikes on the Indian roads." Also on display is the 1970 Classic Volkswagen Variant 1500 Estate, a left hand driven car. Its popularity can be gauged from the sales of lucky draw coupons costing Rs 100 which has been selling like hot cakes since the lucky winner would get to drive back home the 1970 classic. Ironically, Volkswagen, a German car maker is participating in the Indian Auto Expo for the first time and has brought in a wide range of its models including the original 'Poople's car' Beetle which is all set to hit the Indian roads in middle of this year. New Delhi, Jan 16 (PTI) With growing popularity of Indian art in the global market, Indian auction houses are now taking Indian art to foreign shores. "The art market in India is widely untapped and has a huge potential. There will be a 5-7 per cent hike in art market in the next year. More and more people from all sections of society are buying art not only for investment but also for aesthetic purposes," Mr Maher Dadha Chairman and MD, Bid & Hammer said. The company is going to auction art and artifacts of 10 crores on its inaugural auction in Bangalore on January 24. With plans to increase it with a turn-over of Rs 60 crores for the year 2008-09. The prices will be starting from 30,000 to up to Rs 50 lakhs. With plans afoot of branches in New York, Hong Kong and London to start with it will also tap the yet virgin Africa art mart. " We plan to go global, with auctions in New York, Hong Kong and London. We will also tap new markets like Tanzania and Nigeria. Along with Indian art and artifacts we will also focus on local and international artists," Dadha said. The Indian art market is estimated to be about USD 400 million and increasing but it is very minuscule compared to world art market says the auctioneer. PTI

Ahmedabad youth take to streets to teach people cleanliness
Parag Dave Ahmedabad, Jan 15 (PTI) It is an unusual scene for passerby on the some of the city's busy streets these days when they see a group of youth, their motor bikes parked nearby, busy themselves sweeping the roads clean and urging people not to throw trash. On a Sunday evening, one can find a group of 12 to 15 youth from well-to-do families sweeping some of the most happening public places in the city, instead of freaking out to malls or hotels. They come on their swanky bikes, sporting latest designer wear, with brooms and dustbins, no 'photo ops' these, nor any preaching. They straight way start working on clearing the roads. After sweeping the entire public place and collecting the garbage, the college students wait patiently with dustbins in their hands. When a member of public is about to throw a paper plate or a chai cuppa on the road, they rush to the person and request to put it in the dustbin which they hold. "We keep our homes clean but throw waste all over the place when we are out. Then we complain that municipal sweepers are not doing their job. The fault lies in our habits," says 19-year-old Hardik Korat, one of member of the group. This group of friends who call themselves 'Ahmedabad Volunteers' has done this job of 'educating the people on cleanliness' on places like Vastrapur Lake and C G road. PTI
