Govt to continue Project Tiger in 11th Plan; allots Rs 600 cr
New Delhi, Jan 30 (PTI) The government today decided to continue with a central scheme called 'Project Tiger' during the current 11th Plan and okayed an estimated Rs 600 crore for the purpose.
"The money would be used to rehabilitate people living in core area or critical tiger habitat and implement safeguard and retrofitting measures in the interest of wildlife conservation," Finance Minister P Chidambaram said after a CCEA meeting here.
He said the scheme would also rehabilitate and resettling denotified tribes involved in traditional hunting, and mainstreaming livelihood and wildlife concerns in forests outside tiger reserves.
"The money would also be spent on establishing eight new tiger reserves in states like Tamil Nadu, Karnataka, Chhattisgarh and Assam," Chidambaram said.
The government would also foster corridor conservation through restorative strategy to arrest fragmentation of habitats, he said.
The project also seeks to provide basic infrastructure for strengthening the National Tiger Conservation Authority and establishing a monitoring lab in the Wildlife Institute of India.
A part of the outlay would go toward ensuring allowance to ministerial staff working in tiger reserves as well as to promote eco tourism.
The implementation of the scheme would ensure a curb on unlawful activities within tiger reserves, providing inviolate space for tigers in core or critical habitat areas and provide conditions for increasing tiger population in the country, he added. PTI
CD case returns to haunt BJP, UP police plans chargesheet
Lucknow, Jan 30 (PTI) The case relating to a communally sensitive CD allegedly released by BJP ahead of Uttar Pradesh assembly polls returned today to haunt party chief Rajnath Singh and senior state saffron leader Lalji Tandon as the state police said it has finalised a chargesheet against them.
DGP Vikram Singh said he case would be determined on the basis of evidence and the matter was being investigated. "When we reach a conclusion, we will let you know", he said.
The issue of the CD, which contained inflammatory remarks about towards a community, had rocked the state in the run up to last year's assembly elections.
An FIR was registered at the directive of the Election Commission against Rajnath Singh, who was the then state BJP chief, Lalji Tandon and eight other BJP leaders, on the charge of violation of model code of conduct.
Additional Director General of Police (Law and Order) Brijlal said the case against the BJP leaders was under investigation.
Senior Superintendent of Police Akhil Kumar said a chargesheet had been prepared in the matter but it contained some "discrepencies" and was being "re-examined".
"The circle officer of Hazratganj police station (where the FIR was filed) had prepared a chargesheet but it had some discrepencies and hence he has been directed to remove them", he said.
Kumar said the chargesheet would be filed in the court if sufficient evidence was found against the persons named in the FIR.
The BJP dubbed Uttar Pradesh police's plans to chargesheet its chief in connection with the CD as a move reflecting "abuse of police power" by the Mayawati government in the state. PTI
Nation pays homage to Mahatma Gandhi
New Delhi, Jan 30 (PTI) The nation today paid homage to Mahatma Gandhi on his 60th death anniversary, with President Pratibha Patil leading the countrymen in paying rich tributes to the messiah of non-violence.
An inter-religious prayer meeting marked the death anniversary of the Father of the Nation at Rajghat, the samadhi of Gandhi, where leaders, children, youth and women paid their respects.
Gandhiji's favourite hymn "Raghupati Raghava Raja Ram" was also played at the venue.
Besides Patil, Prime Minister Manmohan Singh, Defence Minister A K Antony and other ministers and three service chiefs also paid tributes to the Mahatma at the samadhi.
Hymns from various sacred texts were also rendered by Hindus, Jains, Muslims, Buddhists, Sikhs and Judaists.
Gandhiji was shot dead by Naduram Godse on January 30, 1948 while he was going to attend a prayer meeting at Birla House in Delhi. PTI
Govt allows 100 pc FDI in MRO, chopper services
New Delhi, Jan 30 (PTI) The government today amended the foreign investment policy for aviation sector to allow 100 per cent FDI through automatic route in helicopter and seaplane services and MRO facilities, which will boost regional air connectivity and aircraft maintenance activities.
At a meeting of the Union Cabinet, it was also decided to allow 100 per cent FDI in establishing flying training and technical training institutes in a bid to face shortage of trained manpower, sources in the Civil Aviation Ministry said.
However, the government did not change the FDI policy for scheduled passenger airlines, which would continue to remain capped at 49 per cent through the automatic route and 100 per cent for non-resident Indians.
No foreign airline would be allowed to directly or indirectly participate in the scheduled aviation business, re-designated as Domestic Scheduled Passenger Airline Sector. PTI
Sri Lanka also contemplated pulling out of tri-series
Melbourne, Jan 30 (PTI) It was not only Indian team but also Sri Lanka Cricket which contemplated pulling out of the upcoming tri-series, had Harbhajan Singh not been absolved of the alleged racial abuse charges by ICC-appointed appeals commissioner.
Former World Cup winning captain and Sri Lanka Cricket Chairman Arjuna Ranatunga was awaiting the outcome of the hearing to decide whether or not to continue the tour.
"We have not made any decision. We will wait to see the outcome (of the Harbhajan case) and we will go from there," Ranatunga said before the hearing.
"We have come to Australia to play cricket. It is our strong hope that we can still play cricket, but we will have to wait to see what happens before we can make any decision," he was quoted as saying by 'Herald Sun' today.
SLC Chief Executive Duleep Mendis also agreed the Sri Lankan board, which the BCCI counts among its strongest allies, was waiting for the result of the hearing.
"We will wait and see what decision is made," he said when asked to confirm Sri Lanka's participation in the one-day series in the event of India's withdrawal.
SLC secretary Kangadaran Mathivanan said: "We have a very good relationship with the Indian board, but I do not know what we will do until we, as a committee, sit down to discuss this.
"Our team is already in Sydney at the moment, so I hope the Indians will not end the tour, and the series can go on," he said.
The tri-series, involving hosts Australia as the third team, begins on Sunday. PTI
Additional security for Harbhajan Singh
Melbourne, Jan 30 (PTI) Harbhajan Singh has been provided with additional security with the authorities here fearing the Indian off-spinner could be subjected to taunts and insults by hostile Australian fans.
Harbhajan, who managed to shed the racism slur and get a three-Test ban lifted by Appeals Commissioner John Hansen yesterday, will now move with an extra security ring around him.
It was learnt that four security personnel would be giving him protection.
The spinner, meanwhile, appeared upbeat on arrival here this afternoon.
Relieved that he has been freed from the "racial" charge laid against him, Harbhajan said, "I am very happy, the right decision was made. I am glad it's over." Accused of racially abusing Andrew Symonds in the Sydney test, Harbhajan was initially slapped a three-match ban by Match Referee Mike Procter, a decision upturned by Appeals Commissioner John Hansen.
However, Australian captain Ricky Ponting, it is learnt, was far from happy. PTI
Learn from Sydney and move on, urges Lee

New Delhi, Jan 30 (PTI) As the Sydney furore finally settles down with the lifting of ban on Indian off-spinner Harbhajan Singh, Australian pace spearhead Brett Lee urged the two teams to learn from the controversy and move on for the sake of cricket's future.
"I still believe Australian cricket and cricketers are respected and as long as everyone learns from the fall out of Sydney, I think we will be in a better place," Lee told PTI in an interview from Adelaide.
"If I can see a positive out of it I am sure the two teams will have more of an appreciation of cultures," he added.
The bitter episode is finally drawing to a close with the ICC-appointed appeals commissioner New Zealand judge Justice John Hansen lifting the three-Test ban on Harbhajan for racist abuse by downgrading the charge against him.
The controversy has threatened to jeopardise Australian players' commercial interests like product endorsements in India.
Lee looked to be the biggest loser as he is the official brand ambassador of American watch giants Timex in India besides having interests in Bollywood and music projects but the pacer remains confident that his image and brand value were still intact in the country, which he often refers to as his second home.
"I was not concerned with the recent controversy as far as being their brand ambassador (Timex's) was concerned," he said in an e-mail interview. PTI
Symonds initiated brawl with Harbhajan: Hansen
Adelaide, Jan 30 (PTI) It now transpires that it was Australian all-rounder Andrew Symonds who initiated the abusive exchanges with India's Harbhajan Singh during the Sydney Test that brought international cricket to a flash point.
It all started during the 116th over on the third day of the Sydney Test on January 4 when Harbhajan made "friendly contact" with Australian fast bowler Brett Lee by patting him on the backside as if to say "well bowled", according to the 22-page order by Justice John Hansen, the ICC Appeals Commissioner who cleared the off-spinner of the charge of racial abuse.
A "statement of agreed facts" submitted to Hansen by Harbhajan, Sachin Tendulkar, Australian skipper Ricky Ponting, Symonds, Adam Gilchrist, Michael Clarke and Matthew Hayden quoted in the order, states that "Symonds approached Harbhajan and told him he had no friends among Australians". Symonds admitted using a four-letter word to which Harbhajan used similar language and neither took offence at that stage.
However, the exchange caused Harbhajan to become angry and he motioned to Symonds to come towards him. Harbhajan then said something to Symonds.
There was a dispute as to what was said. All the players who gave evidence to the hearing before Match Referee Mike Procter were of the view that in the circumstances, Harbhajan used offensive language against Symonds. PTI
Harbhajan let-off outrages Oz players, media
Melbourne, Jan 30 (PTI) The Australian players and the media were today outraged by the dropping of racial abuse charges against Harbhajan Singh and said justice was held to ransom by the cash-rich BCCI, which arm-twisted Cricket Australia and the ICC to get the off-spinner cleared.
ICC-appointed appeals commissioner John Hansen overturned the charge of racial abuse against Harbhajan but held the Indian guilty of using offensive language against Australian all-rounder Andrew Symonds.
The downgrading of Harbhajan's punishment has upset the Australian cricketers, who feel Symonds has been wronged in the entire process.
"The thing that pisses us off is that it shows how much power India has. The Aussie guys aren't going to make it up," an unnamed Australian player was quoted as saying in the 'Sydney Morning Herald'.
"The players are frustrated because this shows how much influence India has, because of the wealth they generate. Money talks," he added.
The BCCI had yesterday threatened to pull out of the upcoming ODI tri-series if the charge against Harbhajan was not withdrawn.
The pullout threat outraged the media here which launched a virulent attack on the BCCI for its pressure tactics.
Noted cricket columnist Peter Roebuck described India's pullout threat as the "most nakedly aggressive action", In his column for the 'Sydney Morning Herald', Roebuck said India's "abominable" act has set a dangerous precedence.
"Brinkmanship or not, threatening to take their bat and ball home in the event of a resented verdict being allowed to stand was an abomination. It sets a dreadful precedent," he wrote. PTI
Sacked Pak CJ slams Musharraf as "extremist general"

Islamabad, Jan 30 (PTI) Pakistan's deposed Chief Justice Iftikhar M Chaudhry has described President Pervez Musharraf as an "extremist general" for "subverting" the judicial process and sacking 60 of the country's most senior judges.
Chaudhry, under house arrest since Musharraf sacked him after imposing emergency on November 3 last year, said he, his wife and three school-going children, one of them a special child, were barred from even stepping "on to the lawn for the winter sun" because that space is occupied by police pickets.
In an open letter sent to the world leaders, he said: "Is there a precedence in history, all history, of 60 judges, including three Chief Justices (of the Supreme Court and two of Pakistan's four High Courts), being dismissed, arrested and detained at the whim of one man?" "This incredible outrage has happened in the 21st century at the hands of an extremist general out on a 'charm offensive' of Western capitals and one whom the West supports," he said in the letter sent to the President of the European Parliament, French President, the British Prime Minister and US Secretary of State.
Chaudhry said he had written the letter in response to allegations levelled against him during Musharraf's visit to Europe last week. The military ruler has repeatedly levelled charges of corruption, nepotism and interfering in governance against Chaudhry.
Referring to himself as the serving Chief Justice, Chaudhry said it "is surprising that a person claiming to be head of state should fall to such depths as to circulate such calumny against the Chief Justice of his own country". PTI
Thirty people injured in bomb attacks in Nepal
Kathmandu, Jan 30 (PTI) At least thirty people, including a senior district officer, today were injured in bomb attacks at a political rally in Nepal's Birgunj town bordering India.
Bhola Prasad Siwakoti, the Chief District Administrator, was among the thirty people injured when two powerful bombs rocked Narayani Stadium in Parsa district's Birgunj during a joint rally organized by the Seven Party Alliance, according to the police.
The injured have been admitted to the local hospital and the condition of two persons is said to be serious.
Over 12,000 people were attending the rally for the April 10 constituent assembly polls when the explosion occurred. This was the seventh and final joint meeting of the SPA as part of their joint election campaigning.
A number of Madhesi agitating groups of the Terai plains have organised a strike in Birgunj in an attempt to foil the rally. Senior leaders of the seven party alliance, who addressed the rally, vowed to make the assembly poll a success.
The Mahadhesi community has alleged discrimination at the hands of successive government in Nepal. Armed groups in the Terai plain have threatened to disrupt the April polls for a body that will rewrite Nepal's constitution.
Prime Minister Girija Prasad Koirala has underlined the need for all agitating Madhesi groups in the Terai to take part in the landmark elections, promising to "fulfill all their demands" after the polls.
"I will fulfill all the demands of our friends in Madhes and other friends, but there should be a single voice assuring that they will take part in the Constituent Assembly polls," Prime Minister Koirala said here yesterday.
McCain emerges frontrunner with Florida win

Washington, Jan 30 (PTI) After weeks of neck and neck fight, Republican John McCain appeared to be breaking from the pack as the 72-year-old edged out Mitt Romney and virtually dealt a deadly blow to Rudy Giuliani in Florida presidential primary ahead of the 'Super Duper Tuesday' vote in 20 states.
New York Senator Hillary Clinton won among the Demorcats but the victory will give nothing except some psychological boost to her campaign, reeling under the South Carolina drubbing and rival Barack Obama's coup to get the endorsement of two influential Kennedys.
Like Michigan, which too was won by Clinton, Florida has been penalised by the central party for moving up its primaries and will have no delegates to the National Convention in Denver this August that will elect the Democratic Presidential candidate.
This will be third staight win for the Vietnam veteran who earlier bagged North Hampshire and South Carolina. However, it is his success in Florida with 57 winner-take-all delegates that has catapulted McCain to a frontrunner status.
"It shows one thing. I'm the conservative leader who can unite the party," McCaine told cheering supporters. "I intend to win it and be the nominee of the party. And I intend to do that by making it clear what I stand for." Returns from 95 per cent of Florida's precincts showed McCain ahead with 36 per cent of the vote gainst 31 per cent of Romney who vowed to fight back.
"We are not going to change Washington by sending the same people back... It is time for people to leave Washington and for the people to take over," Romney said.
Former New York Mayor Giuliani, who had banked on Florida, trailed with 15 per cent and indicated that he could drop out of the race in favour of McCain. PTI
US says it expects some fraud in Pak elections

Washington, Jan 30 (PTI) The US expected "some fraud" in Pakistan's upcoming polls but was doing everything it can to ensure as fair an election as possible, a top Bush administration official has said.
"On a scale from terrible to great, it'll be somewhere in the middle," Richard Boucher, Assistant Secretary of State for South and Central Asia, said in response to a query on the Feb 18 polls during a Congressional hearing.
"We don't necessarily accept a certain level of fraud but if history is any guide and reports are any guide, we should expect some," he said, adding that Washington will consider the views of political parties, observers and media to judge whether the vote meets the required standards.
Boucher's comments came close on the heels of Pakistan President Pervez Musharraf emphatically ruling out any rigging and pledging to hold free and fair polls in his talks with European leaders during his four-nation tour.
While the US has been aggressively pushing for a "thorough and robust" investigation into the assassination of former premier Benazir Bhutto and will be "very, very closely" watching the ongoing probe, Boucher said it did not find it a fit case for a UN investigation as was ordered into the killing of former Lebanese Prime Minister Rafik Hariri.
"We are doing everything we can to try to ensure as fair an election as possible... We're also supporting things on election day, like fielding observers, strong election observer missions...We're pushing very hard for transparency in counting so that they publish results at the lowest polling station level... To make sure numbers don't get added along the way as the totals get made," he said. PTI
Markets bearish for third day, Sensex down 333 pts
Mumbai, Jan 30 (PTI) The markets continued to be bearish with the benchmark Sensex of the Bombay Stock Exchange extending its losses to third straight day by paring over 300 points due to global weakness and in the absence of any major trigger.
Marketmen said investors continued to lighten their commitments rather than rolling over to next derivatives contract beginning on February 1 after a disappointing monetary policy.
The market expected a cut in interest rates on the lines of the US Federal Reserve rate cut.
After a promising start, the 30-share BSE barometer gradually moved downwards to settle the day at 17,758.64, a net fall of 333.30 points, or 1.84 per cent, from last close of 18,091.94.
All refinery shares, including heavyweights Reliance Industries and ONGC, dropped sharply by 4.12 per cent and 4.94 per cent respectively on heavy selling even as the government decided to liberalise FDI norms in petroleum and natural gas towards the end of the trading session.
REL dipped by 5.44 per cent, ICICI Bank by 2.91 per cent, Hindustan Unilver by 5.14 per cent and Reliance Comm by 4.74 per cent.
The broad-based Nifty of the National Stock Exchange too fell by 113.20 points, or 2.14 per cent, to close at 5,167.60 from its last close of 5,280.80.
Analysts, however, anticipated increased foreign fund flows as the central bank kept rates steady while proposing controls on the inflows through broader measures.
Now all eyes are set on the Fed's meeting, which is expected to cut key rate by another 50 basis point.
The rollover to February series was very low a day ahead of the expiry of the derivatives contract, market participants said. PTI
Russian Railways keen to explore Indian market
New Delhi, Jan 30 (PTI) Russia has offered latest technologies in railway automation, safety system and energy saving equipment among other railway products to Indian Railways.
"Indian market is growing fast and we are keen to do business with Indian Railways," Anatoly Volodin, Director General of Russian Railways told PTI here today.
"Indian Railway could leverage on technical expertise of Russian Railways in view of the the similarities in terms of large network of operations in India and Russia," a member of the 20-member Russian delegation, said.
Russian Railways made a presentation of its latest services and technologies to senior Indian Railways officials at the Rail Bhawan here.
It demonstrated safety and traffic control system based on microprocessor technology, airborne laser scanning of railway infrastructure, diagnostic equipment, track machine, navigation survey instruments and digital aerial survey camera.
Russian Railways will set up a representative office in India to explore business, said a member.
Senior Indian Railway officials plan to visit Russia in March this year.
"We have signed an MoU with Russian Railways in 2006. They are here to demonstrate their system and no decision on acquiring Russian technology has been taken yet," said a senior Railway Ministry official.
Russian railways is one of the biggest railway companies in the world which transports 1.3 billion tonnes of freight annually. PTI
TCS bags Rs 784-crore outsourcing deal
Mumbai, Jan 30 (PTI) Tata Consultancy Services Ltd has secured around Rs 784 crore order from Sun Life Financial of Canada for offering outsourcing services.
The order was bagged by Diligenta, a UK-based financial services authority-regulated subsidiary of Tata Consultancy Services Ltd (TCS).
The services are expected to commence in May this year and are estimated to be worth 100 million pounds (about Rs 784 crore) over the life of the contract, TCS said in a communique to the Bombay Stock Exchange.
Diligenta has been working with Sun Life Financial of Canada (SLF UK) as preferred supplier since October 2007 and would continue to run the operation in its head office at Basingstoke.
"The deal with SLF UK, underlines the strength of TCS's Diligenta strategy, launched in 2006. Our vision was to establish a centre of excellence in the UK to capitalise on the growing BPO trend and to cultivate new opportunities in this sector," TCS UK and Ireland Vice-President and Country Head A S Lakshminarayanan said.
Shares of TCS were last trading at Rs 863.05, down 0.02 per cent on the BSE. PTI
DLF Q3 net at Rs 2,145 cr
Mumbai, Jan 30 (PTI) DLF, the country's largest real estate developer, today posted a consolidated net profit of Rs 2,144.98 crore and total revenue of Rs 3,651.25 crore for the quarter ended December 31, 2007.
On a standalone basis, the company reported a net profit of Rs 605.84 crore and total revenue of Rs 1,812.59 crore for the third quarter of this fiscal, DLF said in a filing to the Bombay Stock Exchange.
The company was not listed on the bourses in the year-ago period and hence, the corresponding figures were not available for comparison.
DLF raised over Rs 9,000 crore through its initial public offer last year and got listed on the bourses in July 2007.
The company presently has more than 700 million sq ft developable area.
Shares of the company were trading at Rs 890.95, up 0.88 per cent on the BSE in morning trade. PTI
Sensex down by 84 pts on weak global cues
Mumbai, Jan 30 (PTI) The BSE benchmark Sensex fell by 84 points at 10.30 am as weakness in Asian indices weighed on the local bourses.
The Bombay Stock Exchange barometer moved in a narrow range of 18,129.18 and 17,964.03 on alternate bouts of buying and selling ahead of the expiry of January contract tomorrow.
It was later quoted at 18,008.24 at 10.30 am, a fall of 83.70 points over yesterday's close of 18,091.94.
The broad-based S&P CNX Nifty of the National Stock Exchange (NSE) also quoted down by 33.00 points at 5,247.80 at 10.30 am from previous close of 5,280.80.
According to market participants, operators and retail investors preferred to sit on the fence as all eyes are set on the outcome of the Federal Reserve's meet this evening.
However, the Reserve Bank of India (RBI) yesterday kept key interest rates unchanged at its quarterly monetary policy review.
All Asian markets were trading down by an average of 0.25 per cent to 2.25 per cent this morning despite firmness on Wall Street last night.
Foreign Institutional Investors (FIIs) remained net sellers for the last few days and they pulled out nearly Rs 2,131 crore in last three days (including provisional figure of January 29).

Gandhi killing, who hatched the plot, still a mystery: book
New Delhi, Jan 29 (PTI) Nathuram Godse and Narayan Apte together decided that Gandhi had to be killed. As to who of them first thought of the plot, however, remains a mystery, says a book to be released tomorrow on the 60th anniversary of the assassination of the Father of the Nation.
The 'great decision' was made by the two as they read on the teleprinter the news on Gandhi's decision to go on fast to force transfer of Rs 55 crore to Pakistan.
In Poona, the two men, Nathuram Godse and Narayan Apte, sitting in their non-descript newspaper office read the news and suddenly made their decision-Gandhi had to be killed. No one, however, knows which of them first thought of murdering Gandhi because to the end they maintained that only one of them, Nathuram was responsible for the killing, says the new edition of 'The Men Who Killed Gandhi' by Manohar Malgaonkar.
Published by Roli Books, the book is due to be launched tomorrow, the 60th anniversary of Gandhi's assassination.
The author, now 94 years old, is an ex-serviceman and a civil servant. He first published 'The Men Who Killed Gandhi' in 1978. The new edition of the book carries, according to the publisher, hitherto unpublished photographs and documents including the Bombay-Delhi air tickets and bills of the hotel used by the two in Delhi while on their mission.
"Of the six men who were finally adjudged to have been implicated in the murder conspiracy, two were hanged. The other four- the approver Badge and the three who got life sentences, Karkare, Gopal and Madanlal talked to me freely and at length", says the author in his note to the first edition of the book. "All the four gave me much information that they had never revealed before hand", he claims. PTI

New Delhi, Jan 29 (PTI) Model turned actor and now a talk show host, Pooja Bedi says she wants to be next award winning US talk show host, Oprah Whinfrey.
"I want host the biggest talk show in India on the largest TV network and become India's Oprah Winfrey," said Bedi who was in the city as a brand ambassador of a medical product.
Bedi would soon be seen on TV anchoring a new talk show which she promises would be 'issue based'.
Bedi who has the knack of standing out with her work, be it being the first female model for Kamasutra condoms or being open about the botox injections that she takes to stay 'beautiful', said, "When I modelled for the condoms, everyone was surprised. Nobody had expected such a move. Even when I was open about Botox usage, people were again stunned. I am open about things that I think people should use because it is safe and healthy." "This is the business of glamour and everyone here has to remain young and beautiful. A lot of celebrities have to whoop all kind of stuff on to the face to come before the camera. I want to look good and hence I go for Botox," she said.
Bedi added, "I was hosting a chat show and I had very deep lines on my forehead. Every time the bright light use to hit my forehead, the lines became too visible. The guests use to feel that something was wrong since the lines generally come when people are tense. I then decided to go for Botox and now I have been using it regularly for over three years with wonderful results." PTI
