Orissa assembly stalled for 2nd day over Maoist attack
Bhubaneswar, Feb 19 (PTI) Maoist attack in Nayagarh rocked Orissa assembly for the second day today as ruling BJD and opposition members clashed in the well over a demand for debate on the issue, forcing adjournment of the house for 115 minutes. As soon as the House assembled, Leader of Opposition J B Patnaik vociferously demanded a debate on the killing of 14 policemen and a civilian in Nayagarh and sought to know the outcome of a motion moved by Congress earlier in this regard. Turning down the demand, Speaker Maheswar Mohanty wanted the question hour to proceed as per schedule saying discussion on Nayagarh incident cannot be debated at this juncture. As opposition members insisted on a debate and said an adjournment motion on law and order had also been moved, government chief whip Kishore Mohanty sought to intervene. Angry over Mohanty's remarks, Congress members trooped into the well menacingly, evoking strong protest from ruling BJD members, who also advanced to counter them. PTI

SC upset at activists blaming it for delay in Godhra cases
New Delhi, Feb 19 (PTI) An anguished Supreme Court today took umbrage at social activists attempting to blame it for the delay in hearing Gujarat riots cases saying it was "shameful" and "not in good taste." The apex court particularly voiced its displeasure over some recent articles written by Social activist Teesta Setalvad in which she reportedly questioned judicial efficacy in dealing with riots cases, the hearing of which have been adjourned several times after 2004. No sooner a Bench headed by Chief Justice K G Balakrishnan assembled to hear bail matters of Godhra accused and legal validity of a provision of anti-terror law POTA, the judges referred to the articles by Setalvad about pending riot matters in the apex court in which her NGO was one of the parties. "It is not in good taste," the Bench, also comprising Justices R V Raveendran and Dalveer Bhandari, said referring to the recent article published in some newspapers and weeklies about the post-Godhra riots in which she termed adjournments of hearing as unfair delay. "Who is this Teesta Setalvad. Is she a spokesperson of these persons or petitioners," it said before starting the proceedings on the bail petitions filed by the Godhra accused. "There is one article that appeared (written by her). If she is representing these persons (Godhra accused) we do not want to hear them," the Bench said. The Chief Justice,who said her article also appeared in a Malayalam weekly, was particularly perturbed over the allegations that hearing on post-Godhra cases were fixed in such a way that it gets adjourned. "It is shameful," the CJI said and elaborated the process of listing the matters. PTI

UP govt plans to set up special security force for courts
Abhinav Pandey Lucknow, Feb 19 (PTI) In the wake of the recent serial blasts in court premises in three cities of Uttar Pradesh, the state government is planning to constitute Court Security Force (CSF) to thwart attempts by militant outfits and unscrupulous elements to target the judiciary. The court buildings will be high security zones having multi-layered checks after a proposal for fortifying security system of courts is approved by the Allahabad High Court. The High Court had directed the state government to step up security in court premises after the serial blasts in Varanasi, Faizabad and Lucknow in November last year. Taking serious note of the intelligence inputs that court buildings are on the hit list of militant organisations, the state government has made a comprehensive plan including constitution of CSF (called Nyayalaya Suraksha Bal in Hindi) to fortify security measures in operation at courts, official sources told PTI. As per the plan, court buildings would be under strict vigil with the help of the proposed CSF which will be equipped with sophisticated security gadgets. The government has earmarked budget of over Rs nine crore for purchase of equipment and vehicles. An estimated cost of Rs five crore will be set aside as yearly expenses on salary and other overheads for personnel of the CSF, they said. The CSF would have officers in the ranks of Additional Superintendents of Police (ASP) and DSPs besides inspectors, sub-inspectors, women sub-inspectors and personnel besides those from PAC and Quick Response Team (QRT), they added. Haneef hopeful of judicial probe by Australian govt
Bangalore, Feb 19 (PTI) Indian doctor Mohammad Haneef, who was acquitted of charges of terrorism by an Australian court, today expressed optimism about that government ordering a judicial inquiry into his case and rendering justice. Haneef, whose work permit has now been restored under the court order and is yet to decide on returning to Australia, refused to comment whether he would demand compensation from the Australian authorities. "I am optimistic and hopeful that the present Australian government will conduct a judicial inquiry into my case and take a fair stand once the inquiry report is submitted," he told PTI here. Haneef, however, refused to comment on the reported observation made by Australian Federal Police (AFP) Commissioner Mick Keelty's that the government had refused compensation to Haneef. Meanwhile, Haneef's relative Imran Siddiqui, who has been his (Haneef) "pillar of support", said they had received "very positive feelers from the present Australian government that it understands that Haneef's case was a complete blunder committed by the previous government". "That is the reason why government has not gone ahead and appealed against the Federal Court's decision. We are very hopeful that the Australian government will conduct a judicial inquiry into the Haneef episode," he said. Imran said the issue of compensation was always there. "However, we want to wait and see what comes out of it (inquiry) and what would be the stand of the government, once the inquiry report is submitted," he said. PTI

Mayawati, a leader of rich and sycophants: BJP
New Delhi, Feb 19 (PTI) BJP, in search of friends ahead of the Lok Sabha elections next year, does not feel that Mayawati could be its natural ally as it has dubbed the BSP supremo as a "feudal lord". The latest issue of the party mouthpiece 'Kamal Sandesh' not only describes her as a 'feudal lord' but also reminds her that "arrogance and hot-headedness has never paid". Stung by Mayawati's remark in her recent book boasting that she always kept the BJP on tenterhooks, saying in Hindi, "jooti ki nok par rakha", the BJP retorted that "it was a vulgar display of arrogance". "She must remember that arrogance and hot-headedness has never paid, has never survived and it had a fall sooner than later... Even the mightiest of the rulers, tyrants and dictators had their fall one day." In the editorial, the party has lambasted Mayawati for her lavish birthday celebrations and called her a "leader of the rich and sycophants". "The leader who boasted of her ideology being (that of) sarvajan hitaye, sarvajan sukhaye seems soon to be turning into a feudal lord in word and action." It goes on to say, "The manner and the grandeur with which her birthday was celebrated last month at Lucknow, Noida and Delhi, left no one in doubt that Sushri Mayawati is not the leader of the poor she otherwise claims (to be)." Yuvraj hits back at critics
Adelaide, Feb 19 (PTI) Yuvraj Singh, who marked his return to form with a scintillating 76, today hit back at his critics, saying every player goes through a "bad time" and there was never a question mark over his place in India's one-day team. "I scored four half centuries in the last five one-dayers before the Australia tour. There has been only two bad games for me in the one-day series. If you are putting a question mark over my inclusion in the one-day side, you are asking me a wrong question," Yuvraj said after India's thrilling two-wicket win over Sri Lanka in a crucial tri-series game. Yuvraj said he never felt insecure of losing his place in the squad and also credited Gautam Gambhir for providing him with inspiration. "Well, there never was a question mark over my place in the side. But yes, I played more shots today. Having watched Gautam Gambhir, as he tackled Muthiah Muralitharan in Brisbane, I decided that instead of blocking, I should play my natural game." Yuvraj was grateful for the support of Dhoni during his critical time and asserted that dip in form was a part of international cricket. "I know my capability. Everyone has bad times. It can't be one graph all the time. There are situations when I have done well in the past. Not able to carry on can be disappointing but you are human. You want to do best for your country. "As for Dhoni's support, it's important for players to support each other. You hardly have any support from press when you are having a bad time," he said. PTI

Jayawardene all praise for Dhoni, Yuvraj
Adelaide, Feb 19 (PTI) Though disappointed to end up as the losing captain, Sri Lankan skipper Mahela Jayawardene today appreciated the batting skills and temperament of his opposite number Mahendra Singh Dhoni and Yuvraj Singh in the tri-series one-dayer against India. Jayawardene said the two rival batsmen adapted well to the situations and guided India to a thrilling two-wicket win. "Both of them played differently at different situations. When they lost wickets in front, Yuvi came and got the momentum again," Jayawardene said at the post-match press conference. "It's difficult to say who batted better both of them batted well in different situations. Yuvraj got the start he wanted. He wanted to change the game and he did. But we (with our poor bowling) also contributed to it." Jayawardene said his team needed to tighten up every aspect of the game in order to stay in hunt for a place in the finals. "We were 20 runs short in our total. In the fielding, we gave at least 15 extra runs and in bowling, we bowled too short and wide at times. "We were not very consistent with our line and length and bowled a bit short and wide. Our fielding was not up to scratch." PTI

Dhoni hails Yuvraj for his excellent batting
Adelaide, Feb 19 (PTI) Indian captain Mahndra Singh Dhoni today hailed the "excellent" batting performance of Yuvraj Singh, saying it was important for the side that the left-hander got back his form sooner than later. After seeing his team through to a pulsating two-wicket victory in the tri-series game against Sri Lanka here, Dhoni said Yuvraj was expected to deliver the goods and his 70-ball knock of 76 was one of the major reasons for India's win. "His batting was excellent. Yuvi really wanted to do well and it was important for the team that he got back his form. The way he was batting, he was enjoying it," the Indian skipper said. About the nail-biting final moments of India's run chase, Dhoni said he asked tail-ender Ishant Sharma to see off the last two balls from slinger Lasith Malinga. "I thought that Harbhajan and me would do it. But once Bhajji got out, I knew Malinga would bowl yorkers. I told Ishant not to lift the bat so that in the next over I will be there and we can get the chance to score those three runs," he said. Dhoni said despite significant contributions from Yuvraj, Irfan Pathan and himself, Rohit Sharma's innings of 24 was crucial as it laid the platform for the rest. "We are missing out Rohit. He played brilliantly. He set the platform for everyone," the Ranchi batsman said. PTI

Anand to challenge Radjabov after rest
From Our Chess Correspondent Morelia (Mexico), Feb 19 (PTI) World Champion Viswanathan Anand has bounced back in the Morelia-Linares tournament but it is still a tough road ahead for him as he meets Teimour Radjabov of Azerbaijan in the fourth round after the first rest day. Starting off with a fine victory with black pieces against Alexei Shirov of Spain, Anand suffered a rare loss with white pieces against Levon Aronian of Armenia but was quick to outplay Magnus Carlsen in the third round. The Indian ace on two points, now stands sole second behind Veselin Topalov of Bulgaria (2.5) with 11 rounds still to come in the unique tournament that is played in two parts; first here and later at Lianres in Spain. It was classical stuff from Anand against Carlsen and it revived memories of his excellent performance here last year when he was a runaway winner. Interestingly, Anand had lost to Aronian in the last year's edition too and had beaten Carlsen in both the games in this double round-robin category-21 tournament. After his victory over Carlsen at Corus and in the third round here, Anand's four wins with two draws in classical play against Carlsen have people talking about former World Champion Mikhail Tal's initial +4 against Bobby Fischer. Pro-Musharraf PML-Q routed in polls; PPP single largest party
Rezaul H Laskar Islamabad, Feb 19 (PTI) Pro-Musharraf party PML-Q was today routed in Pakistan's parliamentary polls which threw up a hung assembly, making the picture hazy whether slain Benazir Bhutto's PPP and Nawaz Sharif's PML-N would come together to form the new government. Pakistan People's Party (PPP) emerged the single largest party with 85 of 269 National Assembly seats for which elections were held while Pakistan Muslim League-N headed by Sharif, two-time prime minister who was toppled in a bloodless coup by President Pervez Musharraf in 1999, got 65, providing a clear majority if they come together. Musharraf, whose grip on power may loosen, rejected calls for him to quit after the defeat of his allies. PML-Q supporting Musharraf got 37 seats while other allies like MQM bagged 19. Indications of post-poll alliance emerged with 58-year-old Sharif, whose party did exceedingly well in the face of an expected sympathy wave for Bhutto's party, saying would be meeting Bhutto's husband and PPP co-chairman Asif Ali Zardari on Thursday. Sharif spoke only on issues like the need for all the parties to come together to finalise a strategy on removing Musharraf from power but analysts feel that for this to happen the two rivals should come together in government formation. The former Prime Minister, who was barred from contesting the polls, did not say anything about government formation but was insistent that the sacked judges should be reinstated. Asked if Musharraf would be impeached, he expressed the hope that the situation may not arise because the reinstated judges could take a decision whether the former military ruler's re-election as President was legal. In significant remarks, PPP Senator Mohammad Anwar Beg said his party was open to having an alliance with PML-N. PTI

PML-Q concedes defeat
Islamabad, Feb 19 (PTI) Pakistan's PML-Q party loyal to President Pervez Musharraf today conceded defeat in parliamentary polls which saw the emergence of opposition PPP and PML-N as the key players. The party accepts the verdict of the people, PML-Q spokesman Tariq Azeem said. PML-Q suffered a crushing defeat at the hands of opposition parties PPP and PML-N in yesterday's polls for the National Assembly, lower house of Parliament, and four provincial assemblies. PTI

Fidel Castro steps down as Cuban President
Havana, Feb 19 (PTI) Revolutionary guerrilla leader Fidel Castro, who defied American power for over five decades, today resigned as Cuba's President, effectively ending the ailing Communist icon's iron-clad rule. "I neither will aspire to nor will I accept -- I repeat -- I neither will aspire to nor will I accept, the position of President of the Council of State and Commander-in-Chief," Castro announced in a signed letter published in the official state newspaper 'Granma'. The 81-year-old maverick ruler, a trusted friend of India, has been guiding his 76-year-old brother Raul Castro to whom he temporarily handed over power since he underwent a stomach surgery two years back. The cigar-puffing tempestuous leader, always seen sporting olive fatigues and a thick beard, has ruled Cuba since leading a Communist revolution in 1959. In December, Castro had indicated that he could possibly step down in favour of younger leaders. In his letter, Castro said he would not accept another five-year term as President when the National Assembly meets next Sunday, because of the "health problems". "It would betray my conscience to take up a responsibility that requires mobility and total devotion, that I am not in a physical condition to offer," he wrote. However, Castro insisted he was "not saying farewell". "I just want to carry on fighting like a soldier of ideas." PTI

Democracy takes revenge in Pakistan: Media
Rezaul H Laskar Islamabad, Feb 19 (PTI) "Democracy takes revenge" this brief headline in a Pakistani newspaper today summed up the result of the general election in which the opposition PPP and PML-N have emerged as key players. With the PML-Q, derisively referred to as the "King's party" for backing President Pervez Musharraf, heading towards the exit, the Daily Times carried a banner headline that read: "All the King's men, gone!" "President Pervez Musharraf's political allies, the PML-Q, appear to have lost their grip over the country's parliament, with the Pakistan People's Party (of slain leader Benazir Bhutto) and the PML-N (of former Premier Nawaz Sharif) overtaking the 'bicycle' in the election race," the Daily Times wrote. The bicycle was the PML-Q's election symbol. The News, another leading English daily, summed up the stunning results as: "Democracy takes revenge". It was an apparent reference to a remark made by Bhutto's son Bilawal, who was named the PPP Chairman after her death. As official and unofficial results were tabulated, it emerged that PPP and PML-N had gained the most. A front-page comment in The News titled "The Writing on the Wall" said: "All the collaborators and their henchmen, barring a few in urban protected political pockets, have been wiped out in a historic sweep of the nation against General (retired) Pervez Musharraf and his obstinate rule. "In less than 12 months since the fateful day of March 9 last year, when the then General had invaded the country's apex court and attacked its Chief Justice, every concerned patriot watched him slide down the tube, one step after another. People were vainly hoping that he would wake up to the reality." PTI

PPP, PML-N emerge as largest parties in Pak polls
Rezaul H Laskar Islamabad, Feb 19 (PTI) Dealing a body blow to the ruling PML-Q loyal to President Pervez Musharraf, Pakistan's opposition PPP and PML-N today emerged as the largest parties in parliamentary polls and may jointly form a government, threatening the eight-year rule of the former General. A day after the Pakistanis voted for a new Parliament, state-run PTV said that Pakistan People's Party (PPP), riding on a sympathy wave following the December 27 assassination of its leader Benazir Bhutto, bagged 85 seats while PML-N of former premier Nawaz Sharif was at the second position with 65. If the two parties jointly form a government, a possibility they had been exploring for the past few days, Musharraf could be impeached in Parliament. With results out for 248 of the 269 National Assembly seats for which the polling took place yesterday, the ruling PML-Q got only 37 seats. So far, MQM had received 19 seats, ANP 10, PPP(S) 1 and others 31. Polling was not held in three Nation Assembly constituencies while the Election Commission suspended results for two. Many were surprised by the results because it had widely been expected that the sympathy wave generated by Bhutto's assassination sweep her party to power. On the provincial assemblies' front, the PML-N swept the polls in Punjab while PPP was leading in Sindh, its traditional stronghold, Geo News reported. The religious parties that ruled North West Frontier Province's assembly were routed by the ANP and the PPP while the PML-Q took an early lead in Balochistan, where many local parties had boycotted the polls. Budget likely to give relief to income tax payers
New Delhi, Feb 19 (PTI) Income tax payers are likely to get a major relief in the Budget 2008-09, as the government prepares itself to please the middle class in the election year. Finance Minister P Chidambaram can give a marginal but visible relief to personal income tax assessees this year, as tax collections have substantially improved over the past three years, sources said. With buoyant tax collections in 2007-08, there is significant pressure on Chidambaram to reduce the effective rates. The Minister himself has acknowledged that with better tax compliance, there could be a case for cut in rates. The minimum income threshold limit for income tax payer could be raised from Rs 1,10,000 to Rs 1,25,000 or Rs 1,30,000, sources said. Similarly, the income threshold for 30 per cent tax rate could be raised from the current Rs 2,50,000 per annum, sources said, adding that this had been kept constant since fiscal year 2005-06. Tax payers would get a relief of Rs 1,500 to Rs 2,000 even if the Finance Minister decides to raise the minimum income threshold limit of income tax by Rs 15,000 to Rs 20,000 to offset the impact of inflation and submission of Sixth Pay Commission report later this year. An announcement on the new income tax code is also expected in the Budget. The Finance Minister had earlier said that the code, aimed at simplifying the tax laws, would be put for public comments shortly. PTI

Markets pare early gains, Sensex ends flat
Mumbai, Feb 19 (PTI) The markets pared the gains posted in early trading and ended almost flat as selling pressure emerged following reports of weakness in European markets. Meanwhile, the public offer of state-run power sector lender Rural Electrification Corporation was oversubscribed by 1.62 times at 1100 hrs and, according to marketmen, it had a sentimental impact on markets during afternoon trade. The Bombay Stock Exchange benchmark Sensex settled the day at 18,075.66, up 27.61 points or 0.15 per cent, over its previous close. The 30-share BSE barometer had touched the intra-day high of 18,314.10 points during late morning trading. Crediting the initial rally to strong Asian cues, marketmen said the sluggish trend in European markets fuelled selling pressure in the wake of lingering credit crisis jitters in the afternoon trading. Analysts said markets are in a consolidation mode but with a range-bound trade and huge short position it is likely to spark off fresh buying in the near-term. According to analysts, if fresh buying failed to emerge at the prevailing levels, the markets could move downwards. Heavyweighted counters such as L&T, Grasim, TCS Ltd, ACC, Bharti Airtel, Hindustan Unilever, SBI and ICICI Bank were prominent gainers. Anil Ambani owned Reliance Energy dropped by 4.41 per cent. ONGC, Reliance Comm, HDFC and DLF Ltd also registered marked losses. Reliance Power after surging more than 7 per cent yesterday on its plans to issue bonus shares today however lost by 0.08 per cent PTI

Rural Electrification Corporation IPO fully subscribed
Mumbai, Feb 19 (PTI) The initial public offer of Rural Electrification Corporation, a state-run power sector lender, got fully subscribed within about half an hour of the start of book building process today. REC is looking to raise about Rs 1,640 crore through sale of 15.6 crore equity shares in a price band of Rs 90-105 in the IPO. According to investment bankers associated with the offer, the issue saw robust demand right from the beginning this morning and was fully subscribed within 27 minutes. The book building process, which opened today, is scheduled to close on February 22. The issue would constitute about 18.18 per cent of the fully diluted post-issue capital of REC. PTI

Political parties in Haryana step up campaign to woo voters
Chandigarh, Feb 18 (PTI) With an eye on the forthcoming Lok Sabha elections, political parties in Haryana have already accelerated their campaign to woo the voters, with farmers' issue dominating the centrestage. Ruling Congress has been going to the masses highlighting the achievements of the Bhupinder Singh Hooda-led government during the past three years versus "non-performances" of the previous regimes. The main opposition Indian National Lok Dal (INLD) held an impressive rally in Rohtak district a few days back, with top UNPA leaders including Mulayam Singh Yadav and Chandrababu Naidu, besides Farooq Abdullah and other leaders in attendance. INLD president and former Haryana chief minister Om Prakash Chautala has been touring various towns raising the issue of "miserable plight of farmers" and "forcible acquisition of land from peasants for setting up SEZs" by the Congress regime and other issues like power shortage, deteoriorating law and order and SYL canal issue. Chief Minister Bhupinder Singh Hooda has been criss-crossing the state telling people how his government waived off power arrears of ruralites worth over Rs 1600 crore at one go when his government took over in March 2005, besides making unprecedented development in the state, be it ensuring equitable distribution of water, bringing in thousands of crores worth foreign investment or paying the highest price to the farmers for their produce and land acquired. Karnataka, on the terrorist radar
Jacinta D'Souza and Bharathi Raghunath Bangalore, Feb 17 (PTI) Karnataka, fast emerging as the economic hub of the country, seems to have zoomed up on the radar of international terrorist groups too if the unearthing of terror training camps and explosives stashed away in its forests and recovery of documents revealing sinister designs of terrorist groups is any indication. According to Anti-Terrorist Squad (ATS) officials, it is not just the forests in the state that provide a refuge to the terror groups but also the cosmopolitan nature of cities like Bangalore where the terrorists "can merge with the locals without being noticed". Infact, in many places "it is the locals who wittingly or unwittingly give them all support, they said. The recent arrest of two SIMI activists, Abdul Ghouse, alias Riyauzuddin and Asafdullah Abbubaker at Davangere and their associate Asif from Hubli, revealed that it was just the tip of the iceberg. The terror suspects handed over to the police by the locals due to their suspicious activities were earlier taken to be mere vehicle lifters. However, a thorough search of their hideouts, threw open the pandora's box. The maps of Hubli airport, passports of different countries, documents all appeared to point to the fact that there is more than meets the eye. In fast developments, police unearthed several plans that the accused claimed to have hatched, including targeting ensitive areas of many states, even beaches of Goa. Ghouse also claimed to have undergone training in Pakistan and to have known those responsible for the attack on the IISc. PTI

Film Review: Grand epic bordering on boredom
Cast and Crew: Hrithik Roshan: Emperor Akbar Aishwarya Rai: Jodha Bhai Director: Ashutosh Gowariker Screenplay: Ashutosh Gowariker Producer: Ashutosh Gowariker Music: A. R. Rahman It's been a while since a period film actually made a mark in Indian cinema and Ashutosh Gowariker's 'Jodha Akbar' is not likely going to make one either. The film is watchable but only just so, thanks to the sloppy editing and rather slipshod direction. Fact is, that at three hours and twenty minutes, it is a tedious watch and could have been a better film, if it was condensed to about two-and-a-half-hours. While Aishwarya Rai as the spirited Rajput princess Jodha Bai looks beautiful but a bit older, Hrithik Roshan as Emperor Akbar seems terribly miscast. Even though he is playing the role of young Akbar, his boyish image goes against the royalty of being the king of Hindustan. But the film does have its moments. The cinematography is very appealing and the costumes are beautiful. And while everyone actually knows the story, Gowariker has infact managed to capture the hospitality of the Rajputs and the grandeur of the Mughal Empire to quite a degree. The marriage of convenience between Jodha and Akbar turns out to be a full-fledged love story with an old world charm. PTI
