Centre allocates Rs 500 crore for naxal-hit areas in 11th Plan
New Delhi, Mar 23 (PTI) Concerned over growing Left wing extremism in various states, the Centre has decided to allocate Rs 500 crore during the 11th Plan for development of infrastructure in naxal-hit areas.
The new scheme aims at providing critical mobility to the police by upgrading existing roads and tracks in inaccessible areas and securing camping grounds and helipads at strategic locations in remote and interior areas, Home Ministry sources said.
Helicopters have been provided to affected states for rushing central para-military forces and evacuating injured people and security personnel, but in the absence of helipads state governments are unable to make right use of the machines.
The scheme, which is fully funded by the Centre, also seeks to provide security to police stations and outposts by strengthening those at risk of attack due to their dilapidated condition, the sources said.
There have been several incidents of naxals storming police stations in Chhattisgarh, Jharkhand and Orissa in which personnel have been attacked and arms looted.
Through the plan, to be implemented by concerned state governments, the Centre intends to upgrade and strengthen approach roads to police stations and outposts where there is risk of attack by improvised explosive devices (IEDs) and landmines. PTI
Agni-I launched for the first time by Strategic Forces Command
Balasore (Orissa), Mar 23 (PTI) India's nuclear-capable surface-to-surface missile Agni-I, having a strike range of 700 to 900 kms, was today test fired for the first time by the newly-created Strategic Forces Command.
The missile's successful launch from the Integrated Test Range (ITR) at the Wheelers' Island on Orissa's coast near here into the Bay of Bengal, was described as a "major milestone" in preparing the armed forces in handling strategic weapons.
So far, the tactical units of the Command, comprising the Army's specialised artillery personnel, had carried out user trials of short-range surface-to-surface Prithvi missile and supersonic cruise missile BrahMos. Though Agni-I and the 2000 km range Agni-II have been inducted into the armed forces, they were earlier being manned for the Army units by Defence Research and Development Organisation (DRDO) personnel.
Powered by solid fuel, the missile, fired from a mobile launcher at 1015 hours, "had a textbook performance in terms of range, accuracy and lethality", the Defence Ministry said.
This was the second user trial of the precision target hitting missile to test its "operational readiness", DRDO scientists said. The previous trial was conducted on October 5, last year, from the same launch site.
"It is a major milestone in the preparedness of the Army units in the strategic deployment of Agni-I system," Director of the Missile System, Avinash Chander said.
Congratulating the scientists and operations team of the Strategic Forces Command, Defence Minister A K Antony and Minister of State for Defence M M Pallam Raju described today's launch as an "outstanding achievement", which "added yet another milestone in the preparedness of the country in the area of strategic defence". Hyderabad, Mar 23 (PTI) The 20th National Congress of CPI began here today with a call for building a third political alternative through common struggles based on a Left and democratic programme.
"Our party thinks it is time we make every effort to build a Left and democratic alternative to both Congress and BJP rule through common struggles on peoples issues and by evolving an alternative Left and democratic programme," party General Secretary A B Bardhan said in his inaugural address.
The four-day event, being attended by over 1,000 delegates including Communist guests from 30 countries, would deliberate on a plethora of issues including Indo-US nuclear deal, price rise, agrarian crisis and problems of the unorganised sector and also chalk out strategies for the next elections.
Senior party leaders including D Raja and S Sudhakar Reddy and representatives of CPI(M), All India Forward Bloc and Revolutionary Socialist Party are also attending the meeting.
Outlining the political agenda ahead of the next general elections, Bardhan spoke of the need for strengthening the left unity as it was the only way to build the third alternative in the country.
Without directly mentioning the United National Progressive Alliance (UNPA), a conglomeration of regional parties keen on forging a third front, the CPI leader said "there are other secular, democratic parties and groups who are also looking for such an alternative. We have to interact with them and try to draw them into common struggles for forging such an alternative." PTI
Jeev stranded midway, Chowrasia improves in 3rd round
Miami, Mar 23 (PTI) SSP Chowrasia looked a vastly improved player and was three-under through 13 holes when lightening struck the Doral Golf Resort, leaving majority of the golfers, including compatriot Jeev Milkha Singh, stranded through their penultimate round in the WGC-CA Championship here.
Overnight tied fourth, Jeev was one-under through 11 holes before darkness dropped early curtains on the proceedings.
His close friend Daniel Chopra, however, managed to rush through his round and the Indian-born Swede returned his best card of the week so far, an eventful three-under 69, to move up the leaderboard.
Chopra blasted two eagles and three birdies but a bogey on the 11th and a triple bogey on the par-five 12th halted him in his stride.
Jeev birdied the first and fifth but bogeyed the eighth before the weather suspension forced him out with a mission incomplete.
After rounds of 74 and 73, Chowrasia looked determined to make a mark and his truncated third round proved an impressive show.
The chirpy Kolkata pro reeled off five birdies against two bogeys before being forced to return with three more holes to go.
Only 18 of the 79 players could complete their round on a day that saw Tiger Woods being three shots behind leader Geoff Ogilvy after both had played 11 holes.
Ogilvy, a US-based Australian, was 14-under, just one stroke ahead of another Aussie Adam Scott who will also return to play the remaining seven holes. PTI
Proteas can do without quota selections: Bacher
Durban, Mar 23 (PTI) Former South African captain and administrator Ali Bacher has lashed out at the prevailing quota system in the country's cricket team selection, saying the Proteas no longer need the controversial policy as players of colour are not discriminated against anymore.
The former South African Cricket Board chief, who was one of the officials responsible for the integration of black and white cricket in South Africa in the early 1990s, made the comments in the face of the controversy surrounding the team selection for the current Indian tour.
Bacher, writing in a column for the 'Sunday Tribune', said transformation should take place from bottom up and not the other way round.
"It was once important for quota selection to ensure that the makeup of the team was more representative. I, in fact, was in the forefront of that initiative but we have surely moved on since then," Bacher wrote.
"A number of black players have secured placed in the Proteas' team on merit alone and, on the basis of this natural evolution, more will automatically come through on merit, thereby eliminating the need for quotas," he added.
Fiery pace bowler Andre Nel was dropped from the squad and replaced by Charl Langeveldt, who is coloured.
But Langeveldt withdrew from the squad after returning from the Bangladesh tour, saying he would not be in the right frame of mind for the three-Test series against India.
He said he did not want to be seen as a "quota" player in terms of Cricket South Africa's (CSA) requirements that there should be at least six players of colour in the national squad.
After Langeveldt made his decision, CSA chose another coloured player, Mondeki Zondeki, to take his place. PTI
Fisichella finishes 12th, Sutil retires again
Sepang, Mar 23 (PTI) Switching to hard tyre helped Giancarlo Fisichella overcome a wobbly start and the Force India driver benefitted from Rubens Barichello's drive-through penalty to gain five places and finish 12th in the Malaysian Grand Prix here today.
Fisichella's teammate Adrian Sutil had no such luck and for the second Grand Prix running, the German youngster retired with a hydraulic snag on the fifth lap.
At the top, Kimi Raikkonen erased the nightmares of Melbourne and cruised to the chequered flag even though Ferrari was denied a one-two finish after Felipe Massa spun off, allowing BMW's Robert Kubica his career best second place finish.
Toyota's Jarno Trulli finished fourth, sandwiched between McLaren duo of Heikki Kovalainen and Lewis Hamilton.
The Sepang International Circuit thoroughly test Fisichella, who demonstrated the improved race pace of the VJM01, battling throughout with the midfield pack and setting a string of lap times just over one second from the leaders.
Starting 17th on the grid, the Italian had a poor start off the line, dropping down to 20th. By his first stop, Fisichella, however, graduated to 15th overall behind Barrichello.
A switch to the harder Bridgestone Potenza tyre option then allowed him to attack and he was soon pushing hard to catch Barichello, putting in lap times similar to the top three.

Chinese cos are dumping, but we will match prices: BHEL
New Delhi, Mar 23 (PTI) Market leader BHEL has accused the Chinese companies of grabbing the equipment supply contract for mega power projects by resorting to dumping, but the state-owned undertaking declined to move government on this.
"Chinese currency yuan is under-valued. There is a case of dumping," BHEL CMD K Ravi Kumar told PTI when asked as to why his corporation lost out on contracts for the two Ultra Mega Power Projects to Chinese companies.
He, however, said that "I dont want to take up (the issue) in a very aggressive way. I will consider... We need not go and fight with the Chinese. We don't want 100 per cent of the market share. With 60 per cent of the share and having enough profits, it should be okay with us." At the same time, he said, in terms of performance, BHEL equipment were much better than the competitors and referred to independent studies to establish that the plant load factor of its projects was 90 per cent, while it was 60 per cent in the case of Chinese equipment.
Claiming that BHEL was fully geared up for any competition from the neighbouring country, Ravi Kumar said there was a price difference of up to 20 per cent and the Chiense valuation was also not as per international competition.
"Today, we have matched almost the Chienese price... We are very competitive with the competition," he said, adding that BHEL had an advantage of giving a complete solution for any project as against the product leaders like Siemens and GE and cost leaders like Chienese companies. PTI
New Hyd airport opening takes off with SpiceJet flights
Hyderabad, Mar 23 (PTI) A swanky new international airport constructed by a private builder was thrown open for commercial use here but not without some drama and excitement.
A Lufthansa flight from Frankfurt LH 753 was scheduled to be the first flight marking the beginning of commercial operations at the new airport but two SpiceJet aircraft cornered the credit accidentally when they made some unscheduled arrival last night.
The two SpiceJet flights SG 397 from Ahmedabad and SG 393 from Mumbai landed 40 minutes ahead of schedule at the Rajiv Gandhi International Airport. The flights were scheduled to land at 0050 hrs and 0055 hrs respectively but landed at 0015 and 0020 hrs, GMR Group spokesperson told PTI today.
"The Hyderabad-bound SpiceJet flights from Ahmedabad and Mumbai were rescheduled. We were not aware of rescheduling of the two flights at Ahmedabad and Mumbai airports," officials said.
However, the ceremonial welcome as per the scheduled programme was given to the passengers of the Lufthansa flight only which touched down at 0030 hrs midnight, officials added.
The passengers of Lufthansa flight with 276 on board were accorded a welcome by GMR Group Chairman G M Rao.
A number of passengers expressed great admiration for the new airport, saying it can rival any international airport in global standards. PTI
Fiscal Report: Investors gaining only on half of portfolio
Mumbai, Mar 23 (PTI) If stock market be considered a game of snakes and ladders, there has been almost one snake for every ladder in the current fiscal, which is about to end with just six days of trading left.
On the face of it, this might appear to be an even score, but it means that an investor who entered the stock market at the beginning of the fiscal has suffered losses on one stock out of every two purchased.
According to an analysis of market values of close to 2,360 companies that were listed on the bourses at the beginning of the current fiscal and whose shares are still being actively traded, the market value has taken a hit or remain almost unchanged for nearly half of them.
While close to 1,100 companies have seen their market capitalisations actually dropping from the levels at the beginning of the current fiscal, that of more than 150 companies are almost unchanged from those levels.
The analysis does not include companies that were listed on the bourses during the fiscal through IPOs, de-merger or as part of other corporate decisions. There were close to 2,500 stocks being traded actively at the beginning of the current fiscal, while the number has grown past 2,700 at present.
Besides, the list of the prominent losers in the course of the current fiscal includes blue-chips like TCS, Infosys, Wipro, Satyam, Tata Motors, Hindustan Zinc, HCL Technologies, M&M, Cipla, Dr Reddy's Labs and Indian Hotels.
Together, 1,101 companies have lost close to Rs 2,62,000 crore since the beginning of this fiscal. However, the total gains registered by the remaining companies stand at about Rs 14,00,000 crore, mainly due to huge gains recorded by blue-chips like Reliance Industries, ONGC, NTPC, Bharti Airtel and SBI. India on target to achieve an average 9 pc growth: Ahluwalia
Mumbai, Mar 21 (PTI) Planning Commission Deputy Chairman Montek Singh Ahluwalia today said the country was on target to achieve an average nine per cent growth for five years, despite a slowdown this year.
"We are on target to achieve an average nine per cent growth ...The year which is ending the growth is almost 8.7 per cent, much higher than originally thought," Ahluwalia told reporters on the sidelines of an IMC function.
"Even if we are slowing down, the country can achieve an average nine per cent growth for five years," Ahluwalia said.
Observing that there has been a lot of turmoil in global markets, Ahluwalia said this will have some impact on the country.
Asked about the slowdown in industrial production, he said one should not make assessments based on a month's data and should take long-term view on the matter.
Ahluwalia said the government remains concerned about the rising inflation levels and would take a series of steps to control it.
"Around the world, we have seen huge increases in fuel, food and commodity prices. Our performance has been better than others," Ahluwalia said. PTI
55 killed in Lanka clashes
Colombo, Mar 23 (PTI) At least 48 Tamil rebels and seven Sri Lanka army personnel were killed in fierce clashes in the embattled North of the island nation, officials said today.
At least 25 LTTE militants were killed in clashes with the security forces at South-east of Adampan in Mannar district yesterday, the army said.
"According to latest reports received from the battlefront, troops have gained considerable territory in Mannar during the multi-pronged assault launched yesterday morning," the defence ministry said.
The Media Centre for National Security (MCNS) said Sri Lankan troops captured one sq km of area in Parayakulam and Ilanthaiyan in Mannar yesterday.
At least four soldiers were killed while 16 others were reported injured in the intensified fighting, MCNS said.
Meanwhile, 23 Tiger rebels were killed and 10 others injured in clashes with the army in Vavuniya and Welioya yesterday, the army quoted military sources as saying.
MCNS sources said that three soldiers were killed while seven others were injured in the clashes at the Welioya front. PTI
More middle class in India owning at least one pet animal

New Delhi, Mar 23 (PTI) With a fast-paced lifestyle mounting stress on every section of the urban people, demands for companion creatures like pooches, kitties, fishes and birdies are also running high in the country, say experts.
"Having a companion creature like dog or anything else often plays significant role in pacifying people's mind and thus it helps them to deal with the pressure of everyday life," eminent psychiatrist Dr Sanjay Chug told PTI.
"With the adoption of a speedy urban lifestyle, the family pattern is changing in India as the idea of joint family being replaced by nuclear ones. Loneliness of nuclear family increasingly forcing people to opt for companion creatures like dogs or birds," G C Mehta of Ashapura Industries, dealing in pet-food industry, says.
He adds that the unique trend, is in turn, positively contributing to the considerable growth of Indian pet industry itself.
Indian pet-food market has been showing annual growth rate of 10-15 per cent in last few years, according to Euromonitor International. This growth rate should be largely attributed to the change in lifestyle, which changes mass mentality as well, experts say.
"Some years back owning a pet happened to be status symbol among the rich and aristocratic people. But today that is not the situation, mentality of people is changing," Rohit Bhatia of Vetnex Pet Business told PTI.
"In urban areas all over the country, more and more middle and lower-middle class people today opting for pet in their houses," Bhatia added. PTI
Suniel Shetty prefers comedy over action movies

New Delhi, Mar 23 (PTI) He might have added a new dimension to action cinema with his spine-chilling fight sequences in films like 'Mohra', 'Shastra' and 'Balwan', but Bollywood's original action hero Suniel Shetty, feels it was comedy that interested him the most.
"I love comedy more than action as it is very difficult to enact humorous scenes and to make someone laugh with your comic timing," Shetty told PTI.
"I am doing more and more comedy movies as it gives me internal satisfaction. Action is also close to my heart as I have grown up doing action cinema, but comedy is what interests me most," he says.
Shetty who started his Bollywood innings as an action hero later graduated to comic roles in films like 'Hera Pheri', 'Awara Paagal Deewana', 'Apna Sapna Money Money' and soon to be released 'One Two Three'.
The 'Gopi-Kishan' of Bollywood, who has lately shifted his gears from acting to production with his company "Popcorn Pictures" wants to concentrate more on producing films.
"I am thinking only about my production company with 17 films in making. I am happy working behind the scenes and a good producer within me is in making." "From June to September this year, four films of my production company will hit the deck," Suniel says.
Shetty's production company has earlier produced films like Khel (2003), Rakht (2006) and Bhagam Bhag (2007).
He has already signed a seven film co-production deal with Balaji and a deal with Studio 18 is underway. PTI

New Delhi, Mar 21 (PTI) Its not only Bengali beauties but the Bengali rock and fusion music too is catching the fancy of Bollywood music directors but some bands feel their compositions are being 'lifted', leaving them in limbo.
Rabindranath Tagore's compositions have always been popular in the tinsel town but now with the growing popularity of Bengali rock and fusion bands, this genre of music from the region also seems to finding favour from bollywood music directors.
While composers like Shantanu moitra are still successfully using Rabindra Sangeet in films like "Parineeta" and "Lage Raho Munnabhai, the new age composers like Pritam Chakrabarty are ripping in Bengali rock to cater to the changing taste buds of bollywood music aficionados.
"Bangla band music has now become a mainstream entertainment form. We strike a chord with the youth and progressive thinkers. Industry has accepted bands as a genre in itself. It gained recognition in Kolkata in the 90's and now even bollywood has also woken up," says Vikram Banerjee, guitarist of 'Krosswindz', the band which originally released the song, "prithibi ta...", which was later adapted as 'Na jane koi...' in Anurag Basu's 'Gangster'.
Pritam, who has so far composed two Hindi songs based on Bengali rock music, is also upbeat about the trend.
"People are enjoying the music and now even many band singers are also singing in Bollywood. For example, Rupam, the lead vocalist of Fossils, a rock band in Kolkata has sung a song for my upcoming film, Jannat," he says.
However, there are some bands who feel let down. PTI
Not much knowledge about classical music among young:Manna Dey
Bangalore, Mar 21 (PTI): The doyen of Hindi film music, Manna Dey has lamented the lack of knowledge about Hindustani classical music among young singers and said that some obsecne songs made a mockery of music.
"Music is not totally out. While some have awareness and knowledge in general, it is lacking among the young singers of today", he told PTI.
"There is no knowledge about swar (notes), laya (tempo) and tal (rhythm) among young singers. For this it is necessary that they are guided and trained by good masters",he told PTI.
Manna Dey said good film music is an amalgamation of lyrics and melody. "Obscene songs like Choli ke peeche kya hai make a mockery of music itself", he said.
Reflecting on the Hindi film music scenario, he said the fifties and sixties was the golden era of music, while the early seventies had melodious music. The 1998-2008 period saw a lull, but some composers are now making good songs, he said.
"Among young singers, Sonu Nigam, Shaan, Shreya Ghoshal and Sunidhi Chauhan are good", he said.
The 89-year old singer said he still practices for two hours daily. "I also believe in good health and being physically fit". PTI
Soha to be show-caused for getting gun license while underage
Gurgaon, Mar 18 (PTI) Actress Soha Ali Khan, daughter of former ctricketer Mansur Ali Khan Pataudi, faces trouble for her father allegedly using a gun issued in her name to kill a black buck near here with the Haryana authorities deciding to issue her a show-cause on the charge of violating the Arms Act.
The actress was issued the gun license in November 1996, when she was only eighteen-years-and-one-month-old, whereas the minimum age limit for getting a gun license is 21 years, Gurgaon Deputy Commissioner Rakesh Gupta said.
The show cause will ask her how she obtained a gun license when she was still underage for it, Gupta said.
Gupta said the file containing documents related to the issuance of the license to her were also missing from government records and added that an FIR would be lodged against unnamed persons in this regard.
He said Mansur Ali Khan Pataudi took the permission for carrying .22 bore rifle no. 91501 "as retainer" on January 7, 2000 for which license was issued to Soha.
Mansur Ali Khan had allegedly used the same weapon in June 2005 for hunting down and killing a black buck in Jhajjar district, said the official. PTI
Three Bollywood films among high grossers at the box-office

London, Mar 17 (PTI) Three Bollywood films grossed three million pounds in box-office collections last year, according to industry figures.
Indian films Om Shanti Om, Namastey London and Partner are among the foreign productions that are increasingly collecting large sums in Britain, according to the Film Distributors Association.
For several years now, Bollywood films have figured in the Top Ten blockbusters in Britain as Indian producers increasingly use British Asian diaspora themes, locations and production facilities.
The UK is seen as the world's number one market for Bollywood productions outside India. DVD distributors also cite a growing interest in foreign language films from UK audiences.
The Film Distributors' Association said the growing popularity of foreign films reflects an "ongoing process of sophistication" and is helping to bolster already rising UK cinema revenues.
In 2007, there were 525 new film releases in the UK from at least 49 countries, according to the association.
