ULFA hoists flag, tries to blow up train on raising day
Guwahati, Apr 7 (PTI) The ULFA today made a vain attempt to target the Kolkata-bound Kamrup Express train and for the first time hoisted its flag in public places in Assam including at the Guwahati University campus to mark the banned outfit's 30th 'raising day'.
Defence sources said personnel of Army's 44 Field Regiment stumbled upon a wire sticking out from the saddle of a bicycle in the railway station around 5 AM and on checking found an improvised explosive device (IED) fitted. The Kamrup Express was to pass through the station around that time.
The army's bomb squad was immediately called in and the explosive device defused successfully, the sources said.
Though the run-up to the ULFA raising day this year was incident-free unlike in previous years, the outfit tried to make its presence felt despite tight security arrangements.
A 12-hour Assam bandh called by Youth Welfare Association and headed by former chief minister PK Mahanta's son Shyamanta Kashyap demanding talks by the government with the outfit's representatives hit normal life in Brahmaputra valley as it was mistaken to be one called by the ULFA.
ULFA members unfurled the outfit's white and green flag with its red rising sun in public places including school and college grounds and panchayat offices before opening hours in most districts, including Majuli island - the world's largest river island, official sources said.
Police seized most of the ULFA flags hoisted in different parts of the state, including the Guwahati University campus. Four persons were arrested from the area.
ULFA was formed in 1979 at Rang Ghar, an 18th century sports pavilion of the Ahom kings at Gargaon in Sibsagar by seven persons, including its chairman Arabinda Rajkhowa and commander-in-chief Paresh Barua. PTI
India seeks energy cooperation with Kazakhstan

Astana, Apr 7 (PTI) Describing Central Asia as "our extended neighbourhood", India today sought the help of Kazakhstan--the second biggest ex-Soviet state after Russia-- to meet its rising energy needs as the two countries agreed to bolster bilateral trade and economic cooperation.
"We held discussions on means of increasing bilateral trade and expanding the areas of economic cooperation, particularly in the hydrocarbon sector," Vice President Hamid Ansari said after delegation level talks with his Kazakh counterpart Kassym Jomart Tokayev here.
The parleys saw Kazakhstan extending its support for India's membership in an extended U N Security Council with Tokayev hailing New Delhi as a "reliable partner" of Astana in international fora. Kazakhstan has been consistently supporting India's representation in an expanded UNSC.
Kazakhstan is among the top ten countries in terms of hydrocarbon energy reserves as also mineral resources including uranium.
The Kazakh leader said the two sides had reached an agreement on setting up a friendship group.
"Greater economic engagement between India and the countries of the Central Asian region is not only mutually beneficial for the countries but also for the whole region and the world," Ansari, who also met Kazakhstan Prime Minister Karim K Massimov, said addressing the Kazakhstan Senate.
Ansari said with the economies of India and Kazakhstan registering impressive growth, there were "wide ranging opportunities" to expand areas of economic cooperation.
Welcoming Ansari, who arrived here last night on a four-day visit, Tokayev noted that India is one of the fastest growing economies and Kazakhstan wanted greater cooperation with it. PTI
Centre not averse to importing wheat if situation warrants
Chandigarh, Apr 7 (PTI) Amid all-round concerns over rising prices of food items, Food and Agriculture Minister Sharad Pawar today said the government is not averse to importing farm commodities if the situation warranted.
"When the question pertains to food security of our nation and if we find there is not sufficient (foodgrain) in our kitty after the end of procurement season, we will take a decision," Pawar told a reporters here.
He said the government does not want that the situation of import arises in the first place but hinted that it would not hesitate (to import) when it comes to protecting consumers' interest.
"We are not happy to import agriculture commodity, be it sugar, pulses or wheat. However, we have to keep the interests of public in mind, a balance (in foodgrain stock) has to be maintained," Pawar said after his meeting with Punjab Chief Minister Parkash Singh Badal and Haryana Chief Minister Bhupinder Singh Hooda here.
The government has imported 18 lakh tons of wheat, 15 lakh tone pulses in 2007-08. Besides, the total edible oil imports stood at 47 lakh tons.
Following the shortfall in the wheat procurement which stood at 11.2 million ton during 2007-08, the government imported about 18 lakh ton of the grain to bolster the stock.
On fixing the prices of wheat taking global prices as benchmark rate, Pawar said if all the Chief Ministers of the states agree to it, then the Centre may think over it.
"Personally I feel we cannot accept this formula permanently," he added. PTI
Govt to make security arrangement for Olympic torch: Home Secy
New Delhi, Apr 7 (PTI) With Beijing Olympic torch relay having been hit by disruption by Tibetan protestors in London and Paris, India is leaving no stone unturned to ensure the exercise is smooth when it passes through the national capital.
All necessary arrangement will be made for security of Olympic torch when it reaches here on April 17, Union Home Secretary Madhukar Gupta told reporters when asked about the safety of the torch in India.
Gupta said concerned agencies were seized of the matter and they would do the needful.
Gupta's comments came following a question regarding the interruption by pro-Tibetan protestors of the relay in London yesterday and in Paris today.
The Home Ministry, which had reviewed the security last week, is likely to undertake a similar exercise before the event in a short-stretch on Raj Path.
Incidentally, Foreign Secretary Shiv Shankar Menon had a meeting with Gupta in North Block today but both of them said that it had nothing to do with the Olympic torch. PTI
Tendulkar to participate in Olympic torch relay
New Delhi, Apr 7 (PTI) The Indian leg of the Olympic torch relay received a shot in the arm today with champion cricketer Sachin Tendulkar volunteering to join the April 17 run in the capital.
Indian Olympic Association (IOA) President Suresh Kalmadi confirmed Tendulkar's participation in the relay, which has witnessed protest by pro-Tibetan supporters worldwide.
"It's a matter of great pride that the torch would pass through India. There is a big rush among the sportspersons to be part of it. Sachin Tendulkar called up this morning and asked if we would like him to carry the torch," Kalmadi said.
Incidentally, Indian football captain Bhaichung Bhutia has pulled out of the run with the flame, expressing his solidarity with the pro-Tibetan activists.
Kalmadi, meanwhile, assured that with adequate security in place, the relay would go without any hiccup.
"Milkha Singh, Pullela Gopichand, Anju Bobby George -- they all would take part in the relay and I appreciate their enthusiasm. In fact, there is a big demand to include them and we would accommodate as many as possible.
"The torch relay is a matter of pride and we would ensure that no untoward incident takes place. Everything has been planned and there would be adequate security measures," he said.
Asked if fool-proof security would make it difficult for the common people to get a glimpse of the torch, the IOA chief dispelled such fear and said, "We are making adequate provision so that the common public and school students can watch it." PTI
Tendulkar wants to play 2011 World Cup to realise his dream
New Delhi, Apr 7 (PTI) Nearly two decades of cricket may have taken a toll on Sachin Tendulkar's body, but the master batsman hopes to play in the 2011 World Cup and wants to realise his "unfulfilled dream" of winning the coveted trophy for the country.
Tendulkar, who has been rested from the second and third Test against South Africa due to a groin injury, said he would not commit himself to play in the 2011 mega event to be held in the subcontinent, but would want to call it quits with a World Cup triumph.
"Winning the World Cup is certainly still an unfulfilled dream and I would love to play in it. But 2011 is still some way to go, and I don't want to look that far and commit myself to anything," said Tendulkar who will appear for a record sixth time if he plays in the mega event to be co-hosted by India, Pakistan, Sri Lanka and Bangladesh.
Tendulkar, who began his international career in 1989 as a 16-year-old, said he will weigh his career options series by series without setting a timeline for retirement.
"I am enjoying my cricket at the moment and don't want to think too much into the future. I have been playing almost non-stop for 20 years and want to focus only on present. I prefer to take series by series," the master batsman who turns 35 on April 24 told CNN-Lokmat.
He said he had defended Harbhajan Singh in the Sydney racial row as the off-spinner did not say what he was accused of and it involved protecting the national pride. PTI
Bhupathi static, Paes drops in ATP rankings
New Delhi, Apr 7 (PTI) The runners-up finish at the Miami Masters failed to lift Mahesh Bhupathi's doubles standings in the ATP ladder as he remained static at 13th even as his former partner Leander Paes tumbled four spots to 24th in the list issued today.
Bhupathi reached the final in Miami last week partnering Bahamas' Mark Knowles only to lose in the summit clash to defending champions and top seeds Mark and Bob Bryan.
The Indian ace has 3050 points now.
Paes, who partnered Australia's Paul Hanley, could only go as far as the quarterfinals where they lost to Bhupathi and Knowles. That performance has left him down by four spots with 1845 points.
Meanwhile, in the WTA rankings, Sania Mirza, nursing a wrist injury that forced her to pull out of the Miami Masters, remained static at the 31st position with 917 points. PTI
Sachin will be fit for IPL:Lalchand Rajput
Mumbai, Apr 7 (PTI) Sachin Tendulkar will miss India's third and final Test against South Africa with a groin injury but Indian Premier League's Mumbai Indians team is optimistic that their captain would regain fitness to play the Twenty20 tournament beginning April 18.
"Sachin is a player who does not like to miss any games. I am sure the physio will take care of him and he will be all right in time for the IPL," Mumbai Indians coach Lalchand Rajput said today.
Tendulkar, had missed the second Test between India and South Africa at Ahmedabad due to a groin injury.
Rajput refused to confirm whether Tendulkar, with Sri Lankan Sanath Jayasuriya. Would open the innings for the team.
"There are four to five options that we have. We will look at the opposition team and wicket before deciding the openers for a match," he said.
The Mukesh Ambani-owned Mumbai Indians will start a preparatory camp on April 11, a week ahead of the beginning of the cash-rich league which will see eight teams competing.
The team management also announced the appointment of television commentator Harsha Bhogle as an advisor to the team who will aid in the planning of strategy.
While acknowledging that he had never worked in the managment of a team before, Bhogle said he was looking forward to aiding in the planning of the team's strategy.
R Balachandran, the team's CEO, said the squad will also be starting their promotional campaigns in the coming days to connect with potential fans.

Markets bright, Sensex higher by 414 points
Mumbai, Apr 7 (PTI) The markets surged today with the benchmark Sensex closing the day higher by 414 points on heavy buying support in fundamentally strong shares, particularly market leader Reliance Industries.
The 30-share Sensex on the Bombay Stock Exchange ended at 15,757.08, a gain of 413.96 points, or 2.7 per cent, from its previous close.
The broader 50-share S&P CNX Nifty of the National Stock Exchange also shot up by 114.20 points or 2.46 per cent to close at 4,761.20 from its last close of 4,647.00.
Market players said Asian indices and ended up by about 1.0-4.5 per cent higher, while a firm start in European markets enlivened investor sentiments here.
The Sensex had lost 489 points, or 3.0 per cent, on its last closing on fears of tough monetary measures following The inflation rate had soaring to a 39-month high of 7.0 per cent.
Marketmen said fourth quarter results could be the key trigger for markets but there are apprehensions over India Inc's performance in the light of a new accounting norms which ask companies to disclose and/or provide for losses on derivative contracts.
Meanwhile, Friday's US employment data, which showed a surprise cut of 80,000 jobs in March, raised expectations of a further rate cut by the Federal Reserve.
On BSE, a wide array of sectors attracted good buying support. The country's largest private sector company and the highest contributor to the barometer Reliance Industries notched up a 3.6 per cent gain on reports that the company is planning to enter into the rig manufacturing business, besides massive investment plans into petrocoke gasification.
Bank and FMCG stocks also scored impressive gains. The country's biggest lender SBI rose by 4.24 per cent, ICICI Bank by 5.97 per cent. PTI
IT firms may post decent earnings growth on rupee reversal
New Delhi, Apr 7 (PTI) Major information technology firms are expected to post decent revenue growth and may come up with a surprise for the fourth quarter of fiscal 2007-08, analysts say.
The rupee had depreciated against the dollar in the last quarter after continually appreciating for the past three quarters, this reversal is likely to help the revenue growth this quarter, domestic brokerage Sharekhan said in its IT earnings preview.
"The frontline tech stocks are expected to show a sequential revenue growth of 5-8 per cent during the fourth quarter ended March 2008, driven by a 4-7 per cent growth in the volumes aided by the depreciation of rupee by around 90 basis points over Q3 FY2008," the Sharekhan report stated.
The average exchange rate of Rs 39.8 against the dollar is also above the assumption of Rs 39.3-39.4 made by the domestic companies. This would aid the growth of IT companies in the fourth quarter of FY2007-08, it added.
However, analysts believe that in the long run the appreciation of the rupee against dollar continues to be a cause for concern.
IT major Infosys would kickstart the quarterly earnings season from April 15 along with HCL Technologies, followed by Satyam Computer Services on April 21.
"Forward earnings for most of the companies are healthy. The IT sector might come out with surprises following the Infosys results, which are likely to give a new direction to the markets," SMC Global Vice President Rajesh Jain said. PTI
Gold rises on firm global cues, seasonal demand
New Delhi, Apr 7 (PTI) Gold prices rose for the fourth straight session in the bullion market here today on sustained buying by stockists and jewellery fabricators influenced by firm global trend.
Standard gold and ornaments gained Rs 15 each to Rs 12,025 and Rs 11,875 per 10 gram respectively. Sovereign was unchanged at Rs 9,925 per piece of eight gram.
Marketmen said trading activity picked up further as the yellow metal gained in the global markets as surging crude oil prices raised concerns of high inflation, which boosted demand for the precious metal as a safe haven during such crisis.
Jewellery fabricators buying to meet the fresh demand for the coming marriage season also led to the increase in gold prices, they said.
On the other hand, silver prices eased on reduced offtake amid fresh stocks released in the market by stockists.
Silver ready fell by Rs 20 to Rs 23,700 per kg. However, silver weekly-based delivery rose by Rs 42 to Rs 23,210 per kg as speculators still expecting the prices of the precious metal might pick up.
Silver coins continued to be asked at previous level of Rs 26,600 for buying and Rs 26,700 for selling of 100 pieces. PTI
RBI Reference rate for US dollar and Euro
Mumbai, Apr 7 (PTI) Reserve Bank of India (RBI) today fixed the Reference rate for the US currency at Rs 39.93 per dollar and the single European unit at Rs 62.55 per Euro from Rs 39.97 per dollar and Rs 62.60 respectively on April 4.
In a press note issued here by the apex bank, the exchange rates of Great Britain's Pound and Japanese Yen against the Rupee have been given as Rs 79.3469 per pound and Rs 38.95 per 100 yen respectively, based on the Reference rate for US dollar and middle rates of the cross currency quotes at noon.
The Reference rate is based on 12 noon rates of a few select banks in Mumbai and the SDR-Rupee rate will be based on this rate, the release added. PTI
Musharraf fears US will strike on Pakistan if he quits: report
Islamabad, Apr 7 (PTI) President Pervez Musharraf believes that if he steps down, the US will launch direct military attacks on Pakistan's restive tribal areas and take away disgraced nuclear scientist A Q Khan for interrogation about his proliferation activities, a daily reported today.
The President is also of the view that the Gwadar port project in Balochistan will be affected if he leaves the scene and consequently, Pakistan's "time-tested relations with China could suffer a setback", official sources told the Dawn newspaper.
Musharraf also believes that in his absence, no leader or party will be "able to maintain cordial relations with the Muttahida Qaumi Movement", they said.
In view of the "likely negative fallout", the sources said, the President had no intention to quit the post to which he was elected for a five-year term last year. They said the President's decision to stay in office was more due to "national interests" than his own.
The media report further said it was Musharraf who was keeping the US away from Khan, who has been under house arrest for the past four years after admitting to proliferating nuclear technology.
Pakistan has so far not granted the International Atomic Energy Agency and US authorities access to the nuke scientist.
The sources said the US had been seeking access to Khan to interrogate him but it was the President who resisted all pressures and kept the scientist in safe custody at his home.
It was also because of Musharraf's "strong personal links with US President George Bush", the sources claimed, that the US was not attacking Pakistan's tribal areas, which Washington has described as a "safe haven" for Taliban and Al Qaida elements. PTI
I would love to visit Pakistan: Lata Mangeshkar
Islamabad, Apr 7 (PTI) Melody queen Lata Mangeshkar has said she will be very happy if her singing can improve relations between India and Pakistan.
Mangeshkar, who has never visited Pakistan, said she was once invited to perform in the neighbouring country during the rule of late Gen Zia-ul-Haq but the show was called off at the last minute.
"Everything was finalised and then the show was cancelled at the last minute. The organisers said they could not take responsibility for the show," she told Dawn News channel in an interview aired last night.
When the interviewer told her that a Pakistani poet had written a poem in which an Indian and a Pakistani arguing over Kashmir in a tea shop stopped squabbling after the owner of the establishment played a Lata Mangeshkar song, she said, "Aisa ho toh bahut achcha hoga (If this happens, it will be very good)." Mangeshkar said, "I would love to visit Pakistan but no one has invited me in the last 20 years. If someone invites me, I will come." The singer also recalled her long association with her late friend Noorjehan Pakistan's "Mallika-e-Tarranum" or queen of melody.
"When she migrated to Pakistan after the partition of India, I would call her up every day. We kept in touch but I could never meet her again," the 78-year old singer said.
Mangeshkar, who is working on an album titled "Sarhadein" (Borders) that features four singers each from Pakistan and India, said, "We have recorded three songs so far. We need more songs -- good songs. But the album will be released soon." PTI
Indian actor died after a heavy drinking session
Melbourne, Apr 7 (PTI) A 30-year-old Indian stage artiste, who was found dead under mysterious circumstances in a Sydney hotel, had choked on his own vomit after a heavy drinking session.
D Prakash, who was part of an acclaimed Indian production of Shakespeare's 'A Midsummer Night's Dream', was not allowed to board a plane to India two days before he was found dead on March 25 after Sydney airport staff suspected that he was "too intoxicated to fly, the 'Herald Sun' reported.
The actor, hailing from Tamil Nadu, returned to his hotel room where he continued to drink and later choked on his own vomit, official sources were quoted as saying by the daily.
Prakash was found dead at a hotel room three days after the Sydney season of the production ended, Yadu Vansh Dayal of Indian Consulate in Sydney told PTI.
"This has shocked everyone....It is hard to understand how this all happened. He wasn't a heavy drinker. Perhaps he was looking to unwind after a hectic schedule and it all went wrong," fellow cast member Faezeh Jalali said.
Jalai said Prakash was "extremely popular" among the theatre group. He loved martial arts and was an extremely talented musician and actor.
The British director Tim Supple's multilingual production of the Shakespearean comedy was staged at the Sydney Theatre from March 11-22.
Dayal said the body was sent back to Tamil Nadu for last rites. PTI

A different club, of the differently abled

Kolkata, Apr 7 (PTI) Bablu Roy travels 15 km from Panihati in the suburbs to Esplanade at the heart of Kolkata every Thursday to "gossip" with his deaf and dumb friends. He too cannot speak.
Roy and his 50 odd friends have never missed the weekly meeting at the corner of Dackers Lane at Esplanade where they share thoughts and gather information about their friends and former colleagues.
To them, keeping in touch through mobile or telephone is ruled out. "So we eagerly wait for this day to come," says Roy writing his replies to questions on a notebook.
These former employees of MMIC Limited in Khiderpore have been doing since 1988 when they were laid off after closure of the public undertaking, he maintains.
"Today, we took a decision to go to Provident Fund Commissioner's office in Salt Lake to collect forms and get our dues as soon as possible," says Roy, who worked as a driller in the company for 15 years.
He now makes ends meet by working in a pump house which earns him Rs 2000 a month. With their skills being made by automation, most of Roy's former colleagues are still unemployed.
On Thursday evenings, the sight of their feverish "chatting" by gestures and flaying arms stops any passer-by to gather what is going on.
"It seems as if a live silent-era movie is being staged before me," says Debkumar Dutta, who stopped by while returning home after work. PTI
Registration of marriage? not many really care

New Delhi, Apr 6 (PTI) It may have been made in heaven but Sanjay Dutt's much hyped wedlock with Manayata was 'unmade' in Goa with the authorities withdrawing the registration.
Although the celebrity marriage kicked up a storm in the media and led to an action by the Goa government against an official, experts say non-registration does not nullify and infact, not many in the country really bother to go to the marriage registar's office.
"It cannot be said that due to non-registration, a marriage is invalid. Registration of a marriage is only a formality just like registration of a child's birth or of a death, on the part of government to keep track of the numbers. Otherwise in India, lakhs of marriages take place in a year as per customary rites and rituals and the government has no data regarding such marriages," says a senior Supreme Court lawyer Ajay Gupta.
Despite a Supreme Court ruling that mandates each and every marriage to be registered, lawyers claim that there is only a very small proportion of the population that actually gets it done.
"Generally people who marry against the wishes of their parents or want to go to foreign countries apply for registration. In a nutshell, we could say that not more than 5 out of 100 come for registration," says Gupta.
Parija P, a lawyer who specialises in divorce and related cases says, "It is wrong to say that it is mandatory for a couple to get a marriage certificate to get married. Marriage is one aspect and registration of a marriage is another aspect. It could never be said that due to non-registration, a marriage is invalid." PTI

New Delhi, Apr 6 (PTI) Dilophosaurus, the carnivorous dinosaur from 'Jurrasic Park,' Danny DeVito, the evil Penguin from 'Batman Returns' and a model of the Alien Queen from 'Aliens' will figure among a collection of Hollywood memorabilia that is soon coming to Mumbai.
The country's first ever musuem-archive-entertainment centre 'The Osianama,' has purchased Rs 1.15 crore worth of artworks used in various Hollywood films and auctioned at the recent 'Profiles in History' auction held at Los Angeles.
The highlight of the collection is the hand-painted and detailed solid poly-foam pieces of the Dilophosaurus display study used in the Steven Speilberg's 'Jurrasic Park' bought for USD 27,500.
Neville Tuli, the founder chairman of Archive cum Auction House, Osian, says "Young minds have a fascination for the Sci-Fi and horror film creatures which show magnificent imagination and represent some of the most unique creations of Hollywood. To see the smiles on the faces of our children when they see these artworks will be wonderful." The adult Pteranodon and five banies "feeding" on screen used Baby T Rex stunt puppet from Jurassic Park II as well as the Dilophosaurus display study are all mounted on a wooden base.
Also the Danny DeVito Penguin display study from the 1992 Warner Bros blockbuster 'Batman Returns' bought for USD 42,500 is a meticulously created full-scale model built and painted by the same artists responsible for designing and sculpting the original look of the Penguin.
Produced from molds used for makeup pieced and a 66 inch life cast of Danny DeVito, was purchased along with the hero penguin Henchman from the same film. PTI
