Re: News: Police fire on mob....



Dear Harshal

Re police firings of last Friday, it is not easy to scertain exactly what
happened at that precise moment. Many press reports, quoting eye witnesses,
do mention that the police should have tried alternate means to quall the
violence. Press report of an ineterview with a senior official of the
Bombay police, indicated that even senior police officials themselves
believe that other means should have been tried out first, prior to firing.
This report mentioned that the senior police official had interviewed the
police officer who gave the firing order and felt that that officer was
inexperienced and may have decided on the firing order instateneously.

One other aspect which many a press reporter has mentioned in their reports
is that of the police firing was above waste height. This means that the
firing was with an intent to kill. Normally, the police either fire in the
air as a warning and thereafter, if they are ordered to continue, fire
below knee to ensure bullets do not become fatal. Our Dp.CM, who also is in
charge of the home portfolio and therefore overseas the police, has now
suggested future use of water jets and rubber bullets. Where were we all
these years? Did we not have knowledge and expertise in riot management?
