i fully agree with arjun sen.
furthur as a suggestion to train police to deal with this type of
situations i suggest the following two ideas:-
1  Use of rubber bullets instead of real ones. Fire in the air.
	This way no lives will be last and rubber ammo is cheaper than 	real
ones.
2 Use water guns instead of tear gas.
3 The most difficult to implement :- show a little sensitivity. An 
unfortunate tendency in India among those in power is to abuse 	it, and
not use it in the proper sense.
