I must add to the earlier comments made on the Police action. In my
past experiences, I have seen Indian Police Force behave in
very unprofessional manner. Even the elite of the force, IPSes, who
are well qualified and supposed to shape the policies, think they are there
to either serve orders of their masters (i.e. Home Ministers ,
Secretaries and magistrates) or when frustrated by the circumstances
use force on to the masses.
The failure of those at the top, in looking into the future , making
the police force efficient , fit to serve the community and not to
fight the community, is at the heart of this problem. Having said
that, it is ture that to be able to provide vision and to lead by
example, it requires certain courage and feeling of passion towards
one's duties.
How many police constables' and officers' passions were destroyed by
the mundane heirarchy of the system. They need as much support to be
brave and un-orthodox. The country needs tough, visionary, forward
looking people at the top (someone like T.N.Sheshan).
Officers who wants to draw thier wages (or even Bonuses instead of
"Hapta") based on thier performance, and feel very passionate about
thier duty as guardian (someone like Khairnar). Constables who behave
like proud men/women and serve the community without fear of Mafia,
or Politicians.
But when we have leaders like Laloo Yadav and likes of him there is
little hope. But we may say, it can't get any worse than this.
