If it is not emergency, send personal check by registered post.  Person can 
deposit that check in an account in Indian bank may take about 1-2 months to 
clear the check.

please, do not do so.  It is not delivered promptly.  There is no
guarantee thar it would.  There is now a days not much foreign exchange
benefit.  It is not "official"  which leaves  you with no proof and no
recourse.  It is all on trust.  Play it safe.  Pay  35.00 fee and relax.
It is not worth  the uncertainty.
