Telnet and RAS are fundamentally different. Telnet is a TCP/IP protocol used
for accessing a computer host wheras RAS is a means of accessing a network
remotely. For the sake of simplicity Telnet is a software utility used to
log into computers whereas RAS is part of network infrastructure. Any host
that is part of a network can log into another host in the network provided
that the operating system supports Telnet. But if you want to access a
network host remotely (say you want to get access to your company server
from home), then you dial into a Remote Access Server (RAS) which can be
either PC based (for example Win NT/2K RAS) or a dedicated box (Cisco RAS,
Bay Networks RAS etc). The RAS authenticates you against your user-id and
grants you permissions to the network resources accordingly. The connection
you get via RAS is the same as the one you get while physically connected to
the network except for reduced bandwidth or speed. So in short RAS provides
you a network path and Telnet prodies you a means to reach a particular
network host.

You can use Telnet to log into any network host using a RAS connection.

Telnet only provides a means to reach a host or to make it simple you are
provided with a login prompt. In order to log into the host you need to have
a valid user-id and password, which is provided by the systems
administrator. Which directories, files and other resources like printers
can be accessed depend on the user rights assigned to your user-id by the
systems administrator. For example if I need to log into a host there
should be a user account “netgeek” (fictitious name) in the host with
password (optional).

Telnet is present by default as part of the TCP/IP protocol stack in
Unix/Linux systems. However in theory any OS with TCP/IP protocol support
can have Telnet service. Coming to Windows OS, there is a Telnet server
shipped along with the Win2000 Professional OS. However it is not enabled by
default and need to be added as an additional component from the Win2K
Resource Kit CD. But all you get is a DOS prompt shell, which is not of much
use in practice. There are other commercial Telnet Server packages for Win
NT. I’m not aware of any freeware product.
