A query - what would you do?

I am about to write about a semi-hypothetical incident that happens to you.

Let us say you are abroad (outside India). You have to visit the local Indian embassy for some reason. You have the day off - and so has your spouse - it being a local holiday. (Indian embassies worldwide operate
on a strange basis - they take your passport and work request up to noon and return the passport and other papers the same day after 4:00 PM).

Both of you are standing in line, griping about the 'efficiencies' of the Indian bureaucracy. It is an exceedingly busy day for the embassy. There is a record number of people waiting for services. It actually fees like the entire local desi population is at the embassy. The airconditioning has failed - everyone is sweating and cussing. Some genius from the embassy decides to install a fan to cool people off.
That works for the people nearest the fan. For the rest, the place is as intolerable as ever.

Time creeps towards noon and there are at least 50 odd people that remain to be processed. Through some stroke of inspiration and kindness, the embassy decides to accept work until 1PM that day. It is a miracle. You might actually make it to the window before the place shuts down. It is almost 12:45 PM. 

Some stragglers still come in to the embassy. One in particular attracts attention because she is so persistent. She says she has driven a long way top reach there and MUST have the Indian visa on her kids' passport before the day is done because she is flying out tomorrow. Everyone listens to her sympathetically. She requests for some kind samaritan to step out so that she may get in line and have her application processed. Bemused looks at each other - but no one budges. You don't budge either. 

She is desperate. She offers $100 (or equivalent in local currency) to ANYONE for their place in the line. What would you do?
