It is intentional exclusion.

A tamilian colleague had told me that Tamil was having a lot taken from
Sanskrit. Then they conducted a drive to remove all sanskrit words from
Tamil. That's why you are finding today's Tamil completely different
from Sanskrit.

For that matter, most of the institutions (especially educational and
government ones) are taking their motto-phrase from sanskrit.

For that matter, as long as Geeta is in it, Sanskrit has no chance of
becoming extinct. 

For that matter, our national song Vandemataram is written in chaste
sanskrit.

To follow nukkad law:

The way Urdu is identified with muslims/ Islaam, Sanskrit (not hindi) is
identified with hindu/hinduism. Muslims go to the mean extent of
oppossing our above national song because it has the word "vande =
Pray/worship" in it and by scriptures, they are forbidden to worship
anyone/ anything.

That is the sole reason why this song did not become national anthem.

Recently many mails were there expressing that Qafir/ Jihaad are
internal Islaamic concepts and should not affect other communities.

Vandemataram is one case where Islaamic concepts interfered with the
hindu concepts and with the affairs of the nation. The song of the
freedom struggle was sidetracked just to appease a fundamentalist
minority which had no contribution in freedom struggle.
