The latter certainly would have been a possibility. However I don't feel that any
number of  padayatras would have brought about a change in situation. Gandhiji
himself may have known this, as his following words (perhaps) suggest. 

“Leave India to God. If that is too much, then leave her to anarchy." - Gandhi, May 1942
