Reason is After Independence Pakistan is educationally still in the 1960s.
thier Progress in Literacy is Very low.

Before independence they were educationally in 1860s. It all depends what
you call literacy. In India, formal modern and balanced education is
regarded as hallmark of learning. Over there study of Quran and Hadith is
sufficient to make a person literate. Since every Pakistani like every
Indian muslim regularly and invariably studies religion, in that sense they
have achieved cent percent literacy. In the context of Pakistan, literacy
index is not any Absolute but it is Relative. Hope this clarifies.
