It was supposed that Cats and dogs are having supernatural
capacities so they can sense weather change before it actually
changes. And while it rains those capacities are said to become
further keen, due to thunder, darkness, humidity and all that.

Thus, during rains cats and dogs are said to sense something all
the more and behave peculiarly.

Thus, "raining cats and dogs" means so much rain that cats and
dogs are top of their such skills.
