As you found out, that is not the case. Beer can be made in dozens
of ways and with a variety of alcohol concentrations. You can
see a list of many international brands with their alcohol content
at:

Note that the strength in 'proof' is twice the strength in 
'alcohol by volume'.

Here is a table of various alcoholic drinks and their strengths o
from the UK Medical Council on Alcohol.
