Could you help me understand it, please?
The name Mumtaz sounds familiar to me. Must have read her story somewhere,
don't remember where.

The meaning in simple words :
Every person's heart complains of a pain or an anguish, some time in life.
No one is wholly happy.
And when there is pain, surely some day it will become vocal and heard,
despite many attempts to suppress it.
Not every one is rich enough to build an edifice like Taj Mahal.
But in every heart there exists a woman of the like of Mumtaz.
