Growing up in bombay as well... i know both types 
of bhaiyas ( reference to brother as well as to people
from UP)
I guess it all depended on the context of the conversation..
I have known "Bhaiya" to be used as a mark of respect 
(brother) as well as sometimes even as a derogatory term 
Guess its commonly used in both ways...
