the rules don't apply to http (like hotmail)  or imap messages (like where you 
see only the headers and have to click to download.).
only to pop messages.

not in outlook express, no.
the way to work around is to go to the mail server in the web interface , log 
in and delete the messsages that have been already downloaded or those which 
you think are infected.
