Obviously, they can settle only small disputes. Even such efforts will go a
long way in making some lawyers paupers!

It may be an adoption of dispute settlement system of Gram Panchayats by
people of a place where no such system existed. That somebody is trying new
or adopted ways to settle disputes, is by itself a good sign.

What the report mentioned is a small beginning. The system has been tried
and found successful in one village only. You can't expect him to to settle
everything everywhere. The church disputes you mentioned are far away from
the place of operation of this guy. Why blame him for continuance of those
disputes? May be his committee can do that too in the course of time, if
given popular support.
