You asked what is SAUM: Saum is fast in Arabic.

You asked in which language is fast called roza: in Urdu

You asked why menstruating women aren't allowed to fast:
In most religions, menstruation is considered " impure", i.e. the
menstruating woman would defile the purity of the religious rites, mosques,
temples, etc. This is perhaps not the case with Christianity, which is why
the query occurred to you in the first place.
Be that as it may, another valid reason could be that a menstruating woman
is perceived to be losing her life force, and therefore too weak to fast,
pray the namaaz  or any such activity.

You asked: What is Mubarakbaad?
It is " Felicitations!"
and finally: What has the moon got to do with it?
The moon, esp. the 2nd or 3rd day's moon is sighted to decide the beginning
of each lunar month of the Islamic calendar. Hence the moon  has to be
sighted to celebrate Ramadan Idd, which is the 1st of the month that follows
Ramadan, or " Shawwal".

And you asked: Can I celebrate it?
Why not?
You are a believer in God , so, by definition, you too are a Muslim( Arabic=
believer). Therefore, certainly you may celebrate Idd.
