I would rather say people are ritualistic and not necessarily 
religious.
IF being religious means having belief in some power then even 
atheist must have experienced it.The faith is never unwavering 
although some of us would like to believe it that way, it just 
keeps following crest and trough.
As far as public display of rituals are concerned , don't read too 
much into it, more so when a politician is involved.
