Marriage Restraint Act in the name of islam!

And why is this so - may I ask ? Why do Muslims want this exemption ? To be
able to marry kids ? To start producing more kids form kids ??
Or is it just because its mentioned in the holy book ? Why is it mentioned
there ?? What were the conditions when this was written ?
