Your task will be much easier if you quantify what you are looking for 
rather than try to find the 'best' server.

Some of the questions that'll help you are:
 - Do you care about the platform (WinNT/Unix) the server is on?
 - Do you want the ability to run your own scripts/programs?
 - How much disk space is enough?
 - How much data you expect to transfer? 
 - What are the additional charges when you exceed your assigned quota?

Beware of places that promise you unlimited disk space and bandwidth. You 
are *sure* to regret it

 - Will you be using databases?
 - Do you need/want telephone support? I guess this is not too imp. since
you are in Pune but it could be a factor for someone else.
 - Will this host also handle your email? Do you want separate POP boxes
or will you handle the forwarding yourself?

Some of the other questions you might try to get answers for are:
 - What is the connectivity of the hosting company to the 'net backbone?
 - How long have they been around?
 - What are others saying about them?

This is not a comprehensive list but should give you an idea of what
to look for.

However, note that some of them are not very impartial. Some of them tend 
to favor their advertisers.

Mumbai-Central.com (and all of our other commercial projects) are 
hosted at pair networks: http://www.pair.com 

They are in the US and have a very capable team of techies handling 
the systems. They do not offer phone support (email only) but they 
also have local, focussed newsgroups which are an excellent source of 
information.
