[Reply] I think reverse is true. When monsoons failed during consecutive
years in 71, 72, 73, most of the people from famine affected region came to
Mumbai. They are still living in Mumbai. The rural economy depends on rain.
If monsoon is good they have no reason to come and settle in Mumbai.

New York also has a concentration of population in a small area. There are
about 1.8 crore people living there plus 40 lakhs floating population. I
never felt it is congested. The reasons are:

- They allowed New York to grow in the only available direction - vertical
(skyscrapers and underground markets, stations etc.),
- discipline - even the richest person has to clean the road if his dog
dirties it,
- and making the city extremely costly so that one and all can't afford to
settle in it.

In juxtaposition, Mumbai is not allowed to grow vertically. Even though it
is true that Mumbai is not gifted with the base of dolomite rocks on which
skyscrapers can be supported, (New York is.) Mumbai could at least afford
some taller buildings. What we see is twenty feet high slums.

Less said about discipline is better. (They recently started a drive. And it
is paying some results. It has to come from top. Remember the four month
period when Suresh Kalmadi was Railway Minister? The railway stations in
Mumbai were extremely clean. Remember the Surat plague days? There used to
be no garbage anywhere in Mumbai. It means the system is capable of
delivering the results but there is no drive from the management.)

About the cost of living in Mumbai it is very affordable even to poorest of
people.

Since Maharashtra is comparatively well developed in rural area, the influx
of Maharashtrians in Mumbai is less. Since the rural areas of UP and Bihar
are not so well developed the population moves to the land of opportunity.
For most of them survival is the only reason to leave their state and come
to Mumabi. The only remedy is UP and Bihar and other backward states should
develop.
