I never talked about sales tax officers, I talked about sales tax inspectors.
They are not an educated lot. They can be compared with Hawaldars.
Decent society ( sarcasm noted in the '---' ) means - basic etiquettes, minimum
communication skills and customer relations.
If you have interacted with them - they donot know to read a computerised
statement.We have to argue for hours to make them understand.They will catch
hold of one silly point and go on for hours. That's how having a computer can
help - in customer relation.
Appreciating the importance of other people's time.!! And of course in data
dissemination.
And it is a well known fact that when you move around you see people better than
yourself, you try to learn new things from them and you know that the world is a
bigger place and there are so many things to learn and do. That's one reason
people travel around - not just for holidaying.
So I expect their minds will be off corruption and into learning - atleast for
the future generation. That's my sincere belief that only education, empowerment
and bringing them into the mainstream will help. No amount of consumer courts
will solve the problem from the root. We may get redressal but that is a one
time solution.
Regarding politicians politics has become a business. Culprits go scot free and
even if they are punished, the money never comes back into the treasury only
money gets wasted in courts and cases. The Legislative (Parliament - elected by
the people), The Executive ( buerocrats selected by public exams) and the
Judiciary are independent entities and one is not accountable the other. So may
be we should go in for presidential form of democracy.

They may lack sophisticated behaviour in
'decent' societies. The kind of education the Sales Tax AC was trying to
inculcate in his subordinates may catapult them into the 'decent' society
but I doubt whether it will help in fighting corruption. On the other hand,
the officers may aspire for richness to match the 'decent' society (which
may be beyond his legitimate earnings) and indulge in more corruption.
I am yet to hear of a policeman asking for
bribe because the police station has no computer!
This is a good cover for corruption. Right to information should be a
fundamental right if Government decisions are to be transparent.
And as Indira Pawar pointed out, education and empowerment are essential,
though not of the Bureaucrats but of the people at large. Education and
empowerment of the people so that the real masters rule the servants and not
the other way round as is happening now.
