in settings, etc active desktop option appears. but that type of screen

i uninstalled ie5.5, so ie4 came back. when i tried to reinstall it, it
shown most of the options as already updated to a more advanced option.

when i was using win95, quicklaunch was appearing by ie4 option desktop
enhancements or something like that. i have installed that also from
ie5.5 but no luck.

i curse bill gates not for no reason.

i reinstalled ie5.5 and surprisingly since today morning, while booting
win98, it boots upto desktop, then gives message "windows has
encountered errors while accessing your registry file, windows willnot
restart and shall fix the registry". with ok option, nothing else work.

on giving ok, it shuts down and restart, only to again give the same
message and again shutdown and restart. but this time it comes up.

also, my internet connection which took quite long in win95, is taking
about 3 times in win98. at least one and a half minute for connection.

as i wrote, it is giving fault with MSSCAN23.DLL. it had started in
win95 a fortnight ago, ever since i have formatted my partition and now
installed win98, but no luck. i have cleaned all cache, temp folders,
increased cache size, no luck

yesterday i went to ns support site, and lodged my problem. but no reply
till now.

please suggest anything to help. i am getting desperate.
