Typically, DVD copiers and DVD duplicators are somewhat synonymous.
Both will typically copy directly from one DVD to another without
needing a PC though some DVD copiers attach to a PC and can make
multiple simultaneous copies from a PC-based master copy. These are
most commonly used when you want to make multiple copies.

DVD burners are usually DVD writers that are part of a PC. They can
make a single copy at a time. If you are not trying to make multiple
simultaneous copies, this is probably your best bet.
