Scan, TV much better than photography. With a camera whatever resolution you will never get a flatbed image of it. Once scanned you may even be able to use OCR (Optical character recognition) soft ware which would make it truly digital. As to binding, most museums / libraries / booksellers / publishers have people (or contacts/contractors) trained in the art of binding older manuscripts without damaging the books.
