  Hyderabad, January 5: Ending the suspense over the grant of dual
   citizenship to People of Indian Origin (PIO) living abroad, Deputy
   Prime Minister L K Advani today said an announcement would be made
   during the Pravasi Bhartiya Diwas meet starting on January 9.

   The grant of dual citizenship wont be automatic and will be confined
   to a few countries which had a similar provision on the basis of
   reciprocity. And it wont be applicable to Pakistan, clarified Advani.
   Given these criteria, the PIO living in UK, US, Canada, Australia, New
   Zealand, Singapore and some European countries would be entitled to
   dual citizenship.

   It is not automatic and people would have to apply for it. It would be
   the Governments prerogative to grant citizenship to whosoever it
   thinks is fit, said Advani. There are about 20 million PIO living
   abroad. All preliminary work had been done and the decision taken
   after all necessary verifications.

   The issue was discussed in an inter-ministerial meeting two days ago
   which was attended by the external affairs minister, law minister,
   attorney general and solicitor general. We wanted to be absolutely
   sure if any constitutional amendment was required, he added.

   Parliament, Advani said, had overriding authority to make laws
   regarding citizenship without amending the Constitution. It can be
   done either by amending the Citizenship Act or by enacting a new law,
   he said. Though, in real terms, dual citizenship may not confer any
   special rights on the NRIs, it would strengthen their emotional bonds
   with India. It had been a long-standing demand of the Indians living
   abroad which is now being fulfilled, the Deputy PM said.
