A couple of questions:

1. Doesn't 'pravasi' usually mean traveller? So why is the govt.
calling NRIs 'pravasis'?

To my understanding of Hindi it is like this.

Nivas  =  Residence
Pravas =  Residing in other place or on the move.
Pravas the opposite of Nivas.

In Hindi language the commonly used word for travel=Yatra and
traveller=Yatri.

Pravasi fit for the NRI.
