I don't know what your sources are but, to me, it is inconceivable that a
State Government can mortgage sovereign property to a Bank. State
Government's need for loans / overdrafts are met by the Reserve Bank of
India. Its loans with ADB, World Bank etc are guaranteed by the Central
Government. Sovereigns do not get loans by mortgaging sovereign property to
its own subjects. 

Claimants for money from Government may seek attachment of sovereign
property to recover amount due to them. That cannot be equated with
mortgage. 

Unless you can indicate more details, your insistence that Mantralaya
Buildings are mortgaged to HDFC bank doesn't look convincing.
