Modi's offer will never be accepted by the UPA govt.

WHY?

1. It will mean the centre and the UT of Dlhi, both ruled by Congress, are
not able to protect her against communal forces.

2. It will also mean that the partner of Congress in the UPA, the Left, are
not able to protect her against communal forces.
