Let us take baby step's first.  let us choose small number of only
male population from age 18-25  per year.
Make the service  time period to two years.
Then gradually increase the number of candidates ,  and see how it goes.
Now expand to the female population.

Also learn something from israel in term's of logistic in handling
compulsory military  service.

And use little bit of all that foreign reserve for this system. Think
this is a little investment for greater good.
