Hello mean,
      shaurya statement is "Lets start with our political leaders
knowing proper English"
not
"Lets start with our political leaders knowing  English"

By his statement he is making statement that our political leader
knows improper English and they need to learn proper English.
He is not urging that our political leader learn english as starting point .
