Hello Rudra,

Are you really that dumb or are you pretending? I'll just elaborate anyway,
in case you are the former.

When someone says, "Lets start with our political leaders knowing proper
English", it usually (unless of course you've invented some sort of
communication that works better for you) means that said person is in favour
of STARTING on the improvement in communication skills (which was really the
topic which you've tangentially deviated from) by improving on English
speaking ability, regardless of whether a person knows the language but
improperly.

You dont improve on your communication skills by learning half of
everything.
