Because of the time it would take. The game is already slowing down.
It disturbs concentration, the batsmen will never be comfortable with
adjusting all over again, the fielding captain would invariably be
fined for slow over rate every match, and the viewers would also lose
interest.

Again I dont see it working in cricket. Teams being made one short,
players being given a yellow card. Its just not cricket then. Not for
me at any rate, but thats just my opinion.
