Dear Rohit,
My 'belief' that this quotation is a hoax is based on its wordings. I
can't believe any politician who is not stupid could be openly talk of
undermining a great culture even if he might have schemed to do
exactly that. But I await for authentic source for the quotation.

No, I meant 1835. His official capacity and status are indeed
relevant. He could not have given speeches in the Parliament unless he
was a member. If he was just member of  Governing council of East
India Company, that by itself disproves the claim that the speech was
made in Parliament.

Exactly my point. But Fairy Tales are wonderful to hear, aren't they?
Did Macaulay think that British MPs are idiots to approve a policy
based on a fairy tale?
