This site seems to have fairly unbiased write-up on Macaulay. It may
be worth a read.

This site quotes Lord Macaulay's Minute on Indian Education, written
on February 2, 1835, and approved by the Governor General William
Bentinck on March 7 in the same year.

Note that he was in India from 1834 to 1838 and not an MP during that
period. So the claim that he gave the speech in the Parliament is not
correct.

Note that the date of the "speech in Parliament" and the date of the
Minute on Indian Education is the same.

This site has given a list of Reference books it relied on in
compiling this article. All of them seem to be good ones. That is why
I attach some credibility to this article.

Still I will wait for your credible sources for the quotation with an open mind.
